About this file
This is a Standard Form 30 (SF 30) Amendment of Solicitation/Modification of Contract issued by the Commanding General, Marine Corps Base Camp Lejeune, NC on August 24, 2026. The amendment modifies solicitation M6700126Q0135, originally dated August 18, 2026.
The primary purpose of this amendment is to answer vendor questions and revise the required delivery date for CLINs 0001 and 0002 from September 30, 2026, to 45 calendar days after receipt of order (ARO). The solicitation seeks rescue-configured personal watercraft (PWC) and trailers for U.S. Marine Corps operations. Key clarifications provided address technical specifications, including acceptance of closed-loop cooling systems, tandem axles, 12-inch radial tires, 16'9" length (versus 15-16 ft requirement), and manufacturer's standard rescue kit configurations. The government confirmed that items may be sourced later or from current inventory, standard colors are acceptable, and no additional rescue equipment is required. The amendment confirms that PWCs and trailers must be quoted as a matched set from a single manufacturer and that submissions may include combined PDFs up to 2MB via email. This is a 100% Small Business set-aside acquisition evaluated on Technical Capability, Delivery, and Price. Contracting Officer Tiffany Morris (tiffany.morris@usmc.mil, 910-451-3017) manages the acquisition. Questions were due by August 24, 2026, at 12:00 P.M. EST. The solicitation is conducted under FAR Part 12 for commercial products and services, with DFARS 252.225-7001 Buy American provisions and associated price evaluation penalties for foreign-manufactured products applied accordingly.

Questions and Answers for Solicitation M6700126Q0135
Question: The solicitation specifies an open-loop, water-cooled system. The FX Cruiser HO (our proposed model) uses a closed-loop cooling system. Can you confirm whether this is acceptable or considered non-conforming?
Answer: Yes, the closed loop cooling system is acceptable
Question: The rescue configuration items (rescue-board mounting points, U-bolts, custom transom adaptor, reinforced transom interface, 3-point attachment, abrasion plates, skid plate, shallow-water operability) are not addressed in the base PWC spec sheet. Please confirm whether these are to be sourced/quoted as a separate aftermarket package, or whether documentation from an alternate source is acceptable.
Answer: Yes, items if required will be sourced later or we will use the items currently on hand
Question: Length: solicitation requires 15-16 ft; this model measures 16'9". Is this tolerance acceptable, or is 16 ft a hard ceiling?
Answer: Yes, the 16.9 is acceptable
Question: Axle: solicitation requires a heavy-duty single axle; this model is a tandem-axle configuration (GVWR matches at 2,995 lb). Would a tandem axle be considered an acceptable equivalent?
Answer: Yes, tandem axle is acceptable
Question: Tires: solicitation requires 13" radial tires; the 13" trailer models are bias-ply, while radial tires are only available on the 12" wheel option. Please advise which spec takes precedence, or whether a substitution would be acceptable.
Answer: Yes, the 12 '' radial tires , highway rated tires are acceptable
Question: The PWC line item specifies "Standard Base Color." Is there a required color for rescue-configured units (e.
g., high-visibility orange/red), or is the manufacturer's standard color acceptable?
Answer: Yes, standard color is acceptable
Question: The PWC weight allowance excludes "Optional Audio or Specialized Rescue Equipment." Does the government require any specific rescue equipment or audio system to be included in the quoted price, or is the base PWC plus the listed hardware/hull features the complete scope?
Answer: No additional equipment is required
M6700126Q01350001
Question: Is there a preferred or previously qualified make/model that meets these specifications, or should offerors identify the closest-matching commercial rescue package independently?
Answer: Offerors should identify the closest matching rescue package.
Question: For the "Dedicated Rescue-Board Mounting Points" and "3-Point or Equivalent Secure Attachment System," are government-provided technical drawings/standards available, or is the manufacturer's standard rescue-kit configuration acceptable?
Answer: Yes, standard rescue-kit is acceptable
Question: Should the two PWCs and the trailer be quoted as a matched set from a single manufacturer, or may they be sourced/quoted independently as long as the trailer accommodates two 11-ft craft side by side?
Answer: Yes, match set from a single manufacturer
Question: Given the 2MB email size limit, is a single combined PDF (technical literature, drawings, and pricing) acceptable, or should submissions be split into multiple emails?
Answer: A single combined PDF is acceptable.
Question: If the September 30, 2026 delivery date cannot be met due to manufacturer lead time, how will an alternate proposed delivery date be weighted in the delivery evaluation factor?
Answer: The solicitation has been amended to change the delivery requirement from September 30, 2026, to 45 days after receipt of order (ARO). Vendors that cannot meet this delivery requirement will not be considered for award.
Question: Please confirm there is no site visit, pre-quote conference, or RSVP requirement associated with this solicitation, and that all questions and quotes should be submitted via email only.
Answer: Confirmed, no site visit is expected or required. All questions and quotes should be submitted via email.
Question: Block 13a (DPAS rating) is unchecked on the SF-1449 -- can you confirm this order is not rated under the Defense Priorities and Allocations System?
Answer: Confirmed, this order is not rated under the Defense Priorities and Allocations System.
Question: Given that rescue-configured PWCs meeting these specifications are commonly manufactured outside the U.
S., can you clarify how Buy American Act / Trade Agreements Act compliance will be assessed for this acquisition, and whether any waiver or exception applies?
Answer: This acquisition is below the Simplified Acquisition Threshold (SAT); therefore, the DFARS 252.225-7001 Buy American and Balance of Payments Program applies, and the TAA threshold is not met.
Because these are Commercial-Off-The-Shelf (COTS) items, the domestic content test is waived. Additionally:
Japan (Yamaha/Kawasaki): Japan is a DFARS Qualifying Country, meaning Japanese-manufactured products are evaluated on par with domestic products (no penalty).
Mexico (Sea-Doo): Because TAA is not met, Mexican-manufactured products are evaluated as foreign end products and subject to a 50% price evaluation penalty.
Offerors must identify any foreign end products in their representations and certifications (DFARS 252.225-7000).

2. Delivery: Clearly state if the offeror can meet the required delivery date of 30 September 2026 as stated in each line item. If not, of 45 days after receipt of order (ARO). Offers that cannot meet this delivery then provide an alternate delivery date for each line item.

Solicitations received after the specified date and time may not be considered for award.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
