Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation 2026-O0038) (Tailored)

BASIS OF AWARD: The basis of award will be price and other factors.

The Government intends to award a single firm-fixed price contract to satisfy the requirement. The Government reserves the right to award without discussions but reserves the right to engage in clarification if later determined to be in the best interest of the Government. This acquisition will be conducted in accordance with FAR Part 12, Acquisition of Commercial Products and Commercial Services.

(a) Evaluation factors. The following factors will be used to evaluate offers:

Offers will be evaluated on (1) Technical Capability, (2) Delivery, and (3) Price.

2. Delivery: Clearly state if the offeror can meet the required delivery date of 30 September 2026 as stated in each line item. If not, then provide an alternate delivery date for each line item.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
