About this file
This document is a Questions and Answers file for a Total Small Business Set-Aside Indefinite Delivery Indefinite Quantity (IDIQ) contract for drysuit systems and related textile components. The procurement requires quoters to supply products from small business manufacturers under the Nonmanufacturer Rule with no available waivers. The Berry Amendment applies, mandating domestic sourcing for fabric, insulation, and textile components in CLINs 0001 and 0003-0007. The base period includes a minimum guarantee of six complete drysuit systems (CLIN 0001), with sizes ranging from S through 3XL/T+, with historical data indicating Large and Extra Large sizes comprise the bulk of requirements.
Pricing is not required to be held across option years. Only items explicitly requested in the RFQ will be considered for award; additional related items will not be evaluated. SDVOSB certification receives preference weighting in the evaluation process. Past performance is an important evaluation factor under FAR 12.203(a)(2) for this simplified commercial acquisition, though quoters with no past performance history will not be automatically disqualified if they demonstrate technically superior capability and no negative performance history. Delivery lead times from the date an order is placed against the IDIQ will be evaluated as part of technical capability assessment. No set delivery timeframe for the minimum six systems can be predetermined, as ordering will be based on personnel influx throughout the ordering period.

Question 1: Is the quoter expected to hold pricing for the base year and all option years?
No, the quoter is not expected to hold pricing for each option year.
Question 2: Would you all consider additional related items if added to the proposal?
No, the Government will not consider additional related items, the only items that will be considered will be what was requested on the RFQ.
Question 3: Since this is a Total Small Business Set-Aside subject to FAR 52.219-33 (Nonmanufacturer Rule), can you confirm whether a class or individual waiver of the Nonmanufacturer Rule has been requested or granted for this NAICS code/procurement?
If not, we understand quoters must supply the product of a small business manufacturer under the applicable size standard.
Yes, this reading is correct, there is no waiver to the Nonmanufacturer Rule.
Question 4: Given the fabric, insulation, and textile components in CLINs 0001 and 0003– 0007, does the domestic sourcing requirement under 10 U.S.C. 4862 (the Berry Amendment) apply to any portion of this procurement?
Yes, the Berry Amendment applies to this procurement.
Question 5: This solicitation is a general Total Small Business Set-Aside rather than an SDVOSB set-aside. Is SDVOSB status given any weight in the technical or past performance evaluation, or is it for informational purposes only in the Quoter's Information block?
No, preference will be given for SDVOSB certification in the evaluation process.
Question 6: Given FAR 15.305(a)(2)(iv), which states that an offeror without a record of relevant past performance may not be evaluated favorably or unfavorably on that factor, can you confirm that a quoter with no past performance history will not be disqualified from award consideration on that basis?
Please refer to RFO FAR 12.203(a)(2) as this is a solicitation for a simplified commercial acquisition where past performance must be considered as an important evaluation factor for award. However, past performance is not the sole factor of evaluation, if a vendor quotes a technically superior capability and has no negative past performance, then they may be considered over a vendor with a lesser technical capability with positive past performance based on which quote provides the best value to the Government.
Question 7: For the base period's minimum guarantee of six (6) complete drysuit systems (CLIN 0001), is there a target delivery timeframe from date of first delivery order that we should plan pricing and lead time around?
DISTRIBUTION: DoW COMMUNITY ONLY
Ordering for the drysuit systems will be based on personnel influx throughout the ordering period, making a set delivery timeframe impossible to determine at this time. Delivery lead times starting from the date an order would be placed against the IDIQ will be evaluated as a part of a vendor’s technical capability.
Question 8: Is there a breakdown or historical estimate of size distribution across the required range (S through 3XL/T+) that would help us and our supplier size initial inventory planning, even if not binding?
While we do not have a strict percentage breakdown for future orders, historical data indicates that the most commonly required sizes are Large (LG) and Extra Large (XL).
Vendors should anticipate that these two sizes historically make up the bulk of our requirements, though inventory planning should still account for the full required range (S through 3XL/T+) to support all fielding needs.
