About this file

This document is a Questions and Answers record for Solicitation M6700126Q0038, a new firm-fixed-price contract with no incumbent for musician services at Camp Lejeune. The position requires the contractor to perform one worship service per week, including mid-week rehearsals with a praise team or choir, plus up to 20 special services annually (Christmas Eve, Christmas Day, New Years Eve, Ash Wednesday, Easter, National Day of Prayer, and additional services as needed). The service style is Modern Worship/Contemporary Baptist. The contractor must lead the praise team or band, as a set rehearsal time and group are not currently established. The Base Chaplain's Office provides all musical instruments, hymnals, sheet music, and maintains CCLI coverage; all materials purchased remain government property.

The contractor is responsible for providing substitute coverage during absences in accordance with PWS sections 2.7, 2.7.1, and 2.7.2. Standard DBIDS base access is required, but no additional background checks beyond DBIDS requirements or religious ministry team screenings are mandated. The audition requirement has been removed from the PWS. FAR 52.222-17 (Nondisplacement of Qualified Workers) does not apply. The contract is exempt from Service Contract Act wage determinations under FAR Clause 52.212-5(c), box 6, with 52.222-53 exemption selected, meaning no wage determination applies to this labor category.

SOLICITATION M6700126Q0038 QUESTIONS AND ANSWERS

Questions and Answers are as follows:

Question 1: Is this a new contract?

Answer 1: Yes

Question 2: Is there an incumbent in place?

Answer 2: No

Question 3: Does the Chapel provide the piano/keyboard and sound reinforcement (mics, amps, cables), or is the contractor required to provide their own portable equipment for services and special events?

Answer 3: Per PWS Section 5.2 "The Base Chaplain's Office has adequate musical instruments on hand and will provide the musician access to those instruments so they can perform the required services."

Question 4: Will the government provide the specific hymnals/sheet music and maintain CCLI (Christian Copyright Licensing International) coverage, or is the contractor responsible for sourcing music and ensuring copyright compliance?

Answer 4: Per PWS Section 5.3 "The Base Chaplain's Office will provide hymnals and other musical materials necessary to perform the duties required of the musician. All materials purchased will remain the property of the Base Chaplain's Office." CCLI is provided by the Chaplains Office.

Question 5: Does the "one service per week" requirement include a mid-week rehearsal with a choir or praise team, or is rehearsal expected to happen immediately prior to the service? Does this requirement cover 52 rehearsals in addition to the 52 worship services, or are the rehearsals considered part of the weekly service requirement?

Answer 5: Yes, a mid-week rehearsal is included as part of the requirement. Per PWS Section

2.2 "Rehearsal times for a praise team or choir shall be conducted during mid-week for adequate practice and preparation." A set rehearsal time and group is not in place, as we are attempting to expand the congregations experience. This would require the musician to lead the praise team/ band.

Question 6: Can the required audition be submitted via a high-quality video recording, or is an in-person audition at Camp Lejeune mandatory for the technical evaluation?

Answer 6: This requirement has been removed from the PWS.

Question 7: The SOW mentions up to 20 "special services." Can the CO provide a historical list of these events (e.g., Christmas Eve, Good Friday, Funerals, Memorials) to help estimate the distribution of workload throughout the year? Does this include 20 special rehearsals?

Answer 7: "Up to 20" is a safety cushion, as the following services will be needed in addition to the standard Sunday services: Christmas Eve, Christmas Day, New Years Eve, Ash Wednesday, Easter, National Day of Prayer, and as needed for additional services. This does include up to 20 special rehearsals.

Question 8: While the SOW mentions "liturgical or contemporary," does the specific congregation at Camp Lejeune currently lean toward a specific style (e.g., Gospel, Traditional Hymns, or Modern Worship)?

Answer 8: Service is Modern Worship/ Contemporary Baptist.

Question 9: Is there a current incumbent contractor performing these services? If so, does FAR 52.222-17 (Nondisplacement of Qualified Workers) apply to this solicitation?

Answer 9: There is no current contractor. FAR 52.222-17 does not apply and has been reserved.

Question 10: In the event of an absence, is the contractor responsible for providing a pre-qualified substitute, and must that substitute also undergo a background check/audition process?

Answer 10: Please refer to PWS sections 2.7, 2.7.1 and 2.7.2.

Question 11: Beyond standard base access (DBIDS), are there specific background check requirements or religious ministry team (RMT) screenings that the musician must pass prior to the start of the POP?

Answer 11: Musician will not be required to obtain an additional background check beyond what is already outlined for DBIDS.

Question 12: Since the solicitation is firm-fixed-price but subject to the Service Contract Act, which SCA Wage Determination number applies to this specific location and labor category (e.g., "Musician" or "Accompanist")?

Answer 12: Per FAR Clause 52.212-5(c), box (6) 52.222-53 Exemption from Application of the Service Contract Labor Standards to Contracts for Certain Services-Requirements (May 2014) (41 U.S.C. chapter 67) has been selected. No Wage Determination applies.
