M67001Q0030 Logistics Service Support – Questions & Answers (Q&A)

This is a Questions and Answers document clarifying requirements for RFQ M67001Q0030 Logistics Service Support. The document confirms that excavation activities at Donnelly Training Area have been pre-coordinated and approved by range personnel. Excavation specifications are 1 foot deep by 2 feet by 2 feet in dimensions, located 50 meters ahead of one firing position at Stinger Range MFP 06V WR 55530 87425. The government clarified that temporary facilities including shower trailers, portable toilets, and handwashing stations will be collocated with existing hardstand facilities at DTA ISB to supplement six structures of which two are inoperable.

The document provides detailed rolling stock information for Wrecker Support Services (MHE) requirements, including cargo offload, recovery, and towing support. Equipment specified includes six JLTV Heavy Guns (13,430 lbs each), one Loader Scoop Type TRAM (37,220 lbs), one MK36 Wrecker (54,000 lbs), two 7-ton Cargo Trucks MTVR (45,751-48,711 lbs), multiple QUADCONs ranging from 2,864 to 5,070 lbs, two generators (2,215 lbs each), four ECUs (472 lbs each), fuel pump modules, and sixcon fuel tanks. M67001Q0030 Logistics Service Support – Questions & Answers (Q&A)

1. The RFQ notes a requirement to conduct excavation activities during winter. Given that the Donnelly Training Area is managed by Donnelly Training Area (DTA) Range Control / Range Operations, can the Government please confirm whether coordination for excavation activities has already been conducted, and if DTA Range Control / Range Operations has approved the proposed training activities that may require ground disturbance? – Coordination with Range Control has already taken place. Excavation has been approved by range personnel.

2. Can the Government confirm units of measure for excavation (1’ x 2” x 2” OR 1’ x 2’ x 2’) and whether the described excavation is required per firing position or as a single occurrence? - 1 ft deep, 2ft x 2ft in dimensions; 50 meters ahead of (1) firing position.

3. Can the Government identify the specific range or firing point where the excavation work would be performed? - Stinger Range MFP: 06V WR 55530 87425

4. The RFQ includes requirements for shower trailers, portable toilets, and handwashing stations. However, the identified location (DTA ISB) appears to have existing hardstand facilities that provide similar capabilities. Can the Government please confirm whether these requirements remain valid, and clarify whether the temporary facilities are intended to be collocated with and used in addition to the existing facilities, or if they are to be geographically separate from the ISB. – There are hard structures at the ISB, 2 of the 6 structures are inoperable. This requirement for temporary facilities will be collocated and supplement the hard structures.

5. Regarding the Wrecker Support Services (MHE), we acknowledge the requirement to provide cargo offload, recovery, and towing support. Can the Government provide the anticipated quantity and types of rolling stock to help us better understand the expected workload?
