About this file

This is a Question and Answer document for RFQ M67001-26-Q-0026, a new vehicle leasing contract for the United States Marine Corps with support operations in the vicinity of Fairbanks/Eielson, Alaska. The contract is based in Norfolk, VA and represents a short-duration exercise rather than a long-term fleet commitment. The government will cover liability for damages accrued during official business, and all vehicles require individual fuel cards with costs to be included in vendor quotes. Vehicle timelines and specific quantity requirements are detailed in the accompanying Performance Work Statement (PWS).

Vehicle requirements include 12-15 passenger vans (with flexibility to substitute multiple 8-passenger Premium SUVs for equivalent passenger capacity), SUVs with minimum 5-passenger capacity and 4WD preference (with 1/2 and 3/4 ton trucks accepted as alternatives), 4x4 vehicles meeting 5-passenger minimums, and stake bed vehicles with 14-18 foot beds equipped with winter tires (preferred over mud and snow rated tires). Backup alarms are not required unless mandated by federal safety regulations. The government may award to a single vendor for the entire contract or may award multiple contracts; vendors may submit quotes for partial requirements. Vehicle operations will occur primarily in the Donnelly Training Area/ISB with drop-off at Eielson Air Force Base Passenger Terminal. No vehicle upfitting is required.

6. Does each vehicle need a fuel card? Yes, all vehicles will need fuel cards for operator utilization.

8. Is the government going to cover liability for any damage to third parties or other vehicles while the Contractor's vehicles are in government possession? Yes, the government covers liability for damages accrued during official business.

9. Will the government pay for the cost of the fuel cards separate from the contracted rate or is it expected for them to be included in the quote?

10. Are back-up alarms required on passenger vehicles that are not required to have them under federal vehicle safety regulations? Unless required by federal regulations, no need for back-up alarms on vehicles that do not rate the feature.

11. For the required winter tires, will mud and snow (M+S) rated tires be acceptable or are dedicated winter tires such as Blizzaks required? Would prefer winter tires versus M+S tires on all vehicles unless it hinders the meeting of stated requirements.

12. What are the minimum dimensions, if any, required for the stake beds? 14-18 foot beds are requested.

13. Will 15 passenger vans be accepted as an alternative to 12 passenger vans? Yes.

4WD is preferred over AWD. Trucks will be accepted as alternatives.

15. For the vehicle requirements specifying 4x4, which classes of vehicles will meet this requirement? Premium SUV, 1/2 ton truck, 3/4 ton truck? All three will work as long as they meet the (5) passenger minimum.

16. Will the government consider alternate vehicle classes in place of some or all of the 12- or 15-passenger vans, such as multiple 8-passenger Premium SUVs? While larger passenger vans are preferred, will accept the passenger total equivalencies in larger SUVs.
