The performance requirements recognize that the Contractor is not a perfect manager, and that unforeseen requirements and uncontrollable problems do occur.
Good management and use of an adequate Quality Control Plan will allow the Contractor to operate within specific performance requirements. QASPs are designed to be objective, fair, and consistent in evaluating Contractor performance against the provided standards. The Contractor's QC plan will be reviewed and approved prior to contract award.
9.4 Acceptable Quality Levels (AQLs). AQLs have been established in the PRS and provide performance standards that the Contractor will meet in performing the contract.

9.6 Notification. The Government POC will notify the Contracting Officer (KO), in writing, of unacceptable quality levels. The KO will promptly provide written notification of discrepancies as they occur, or immediately if the situation significantly affects the well-being of the project. The Contractor will be given the opportunity to respond, in writing, to each discrepancy.
9.7 Response. The Contractor shall provide a written response to the cause and the corrective action to prevent recurrence within two (2) working days after receipt of KO's notification. The Contractor shall cite specific quality assurance program procedures or new procedures instituted to prevent recurrence.

SOLICITATION M6700126Q0020 QUESTIONS AND ANSWERS
Questions and answers are as follows:
Question 1: Can a small business serve as the prime contractor while the qualified Catholic Priest serves an employee, independent contractor, or subcontractor of the small business?
Answer 1: No; only a qualified Roman Catholic Priest is eligible to compete for this requirement, due to the requirements of the Archdiocese for Military Services, USA (AMS); AMS will not endorse Priests serving as employees of or contractors/subcontractors for a third-party agency.
Question 2: Can the unit of issue be changed from monthly to biweekly?
Answer 2: No, the unit of issue will not be changed from monthly.
Question 3: Do vacation days include regular days off or only duty days when calculating how many days of vacation have been used?
Answer 3: Regular days off (RDO) are not counted in the use of vacation days - i.e., if the vacation period is Sunday to Wednesday, and Monday and Tuesday are RDOs, then vacation days would only need to be used for Sunday and Wednesday.
Question 4: Are vacation days paid?
Answer 4: Vacation days are paid if the Contractor has an approved substitute priest for the requested time-off.
Question 5: How many hours are expected each week? The schedule listed in section 5.1 of the Performance Work Statement (PWS) shows 35 hours, while section 8.1 states 40 hours.
Answer 5: The schedule is for 40 hours per week, and updates to the schedule listed in section 5.1 will be included with this amendment.
Question 6: Section 5.0 of the PWS reads "secure the officers of a Roman Catholic Priest," should it be "secure the services of a Roman Catholic Priest?"
Answer 6: Yes, the statement in section 5.0 should read "secure the services of a Roman Catholic Priest," and updates will be made to that section of the PWS with this amendment.
Question 7: How should pricing be entered on the solicitation?
Answer 7: When responding to the solicitation, the pricing entered should be the monthly amount in the "Unit Price" column and the total amount for the period ("year") in the "Amount" column for each line item.
