About this file
This is a Questions and Answers document clarifying the requirements and operational details for the 2d MarDiv CUAS ADFOR Support contract (Solicitation M6700126QM011).
The Q&A addresses 36 substantive inquiries from potential contractors regarding the Performance Work Statement (PWS) and contract execution. Key clarifications include: contractor-owned UAS platforms manufactured in covered foreign countries (such as DJI) are permissible for field training use despite DFARS 252.204-7018, provided they remain unconnected to Government information systems; the requirement spans seven training days in October with a maximum 10-hour daily flight operations window; persistent surveillance of 1-2 aircraft is a daily baseline requirement that the White Cell may adjust within operational parameters; the Government will provide spectrum-clearance support and further technical details upon award, including jamming protocols, daily report formats, and security procedures; contractor representation at the 2 September Final Planning Conference is highly recommended; and aircraft losses directly caused by Government active jamming will be handled under FAR 52.212-4 claims procedures. The document confirms that no additional training days are currently scheduled beyond the 4-10 October window, that simulated target ramming requires wave-off procedures to prevent physical damage, and that further information regarding CUAS lane quantities, swarm event specifics, Group 2 aircraft requirements, ground operations support, secure storage, communications infrastructure, and RF technical coordination timelines will be provided upon award. Several PWS sections were amended as a result of contractor questions, particularly addressing thermal/FLIR performance characteristics, event time documentation, final briefing structure, Group 2 aircraft employment frequency, and threat profile development responsibilities.

Question 1: PWS paragraph 3.0 states that "the assets used by the Contractor in this training requirement are not required to be Blue UAS or NDAA compliant." The solicitation's incorporated clause list also includes DFARS 252.204-7018, Prohibition on the Acquisition of Covered Defense Telecommunications or Video Surveillance Services or Equipment.
Can the Government confirm that, notwithstanding 252.204-7018, contractor-owned UAS platforms manufactured in a covered foreign country (e.g., DJI or comparable Group 1/2 commercial platforms) are permissible for use in performance of this requirement — given that these platforms are contractor-owned/operated field equipment used solely for adversary-force replication on the training range, and are not connected to or integrated with any Government information system or network?
· Answer: Due to the urgency of this requirement, the Government has amended the PWS. See PWS Section 3.0.
Question 2: Scope & Workload Clarity: To ensure we staff and equip correctly, can the Government confirm the expected maximum number of 10-drone swarm events across the seven training days?
