Question 1: Are you able to send a picture of the Haltron wheel unit?

Answer 1: Picture provided as an attachment.

Question 2: Can you specify if you have a preferred manufacturer for this service?

Answer 2: There is no preferred manufacturer for the service.

Question 3: Will the Government provide clarification regarding the requirement for contractors to supply additional Halotron agent at no cost, considering potential atmospheric losses during reclaim/recharge?

Answer 3: Servicing company will not have to provide additional agent.

Question 4: Can the contractor propose an alternative approach to on-site servicing if it meets all DOT and NFPA compliance standards?

Answer 4: No. Requirement is for onsite service.

Question 5: Can the Government confirm whether annual inspections are part of this contract or handled separately?

Answer 5: Annual inspections will not be included in this contract.

Question 6: Is there a preferred or required method of reclaiming Halotron agent that must be used during service?

Answer 6: No. The intent is that any agent that is reclaimed will be used to re-fill the extinguishers.

Question 7: What level of documentation or reporting is expected regarding Halotron usage, losses, or recovery during maintenance?

Answer 7: We would require that the servicing company reports the weight of all serviced extinguishers at the completion of the service.

Question 8: Would the Government accept certification from a nearby RIN-authorized facility in lieu of on-site capabilities?

Answer 8: No. Requirement is for onsite service.

Question 9: Can you provide clarification on whether or not the Contractor shall provide additional agent in the event it is necessary to recharge an extinguisher? Will there be an additional cost in addition to the service?

Answer 9: The vendor will fill as many extinguishers as possible with recovered agent and the agent we have on hand (Approximately 2,820 pounds), and once all agents is exhausted then the vendor will not be responsible for filling with additional agent, only to complete the maintenance on the remaining extinguishers.

Question 10: Are any of the extinguishers partially or fully discharged?

Answer 10: Yes. We have 110 extinguishers that are currently full.

Questions 11: Who is responsible for the costs to refill those extinguishers?

Answer 11: The vendor will fill as many extinguishers as possible with recovered agent and the agent we have on hand (Approximately 2,820 pounds), and once all agents is exhausted then the vendor will not be responsible for filling with additional agent, only to complete the maintenance on the remaining extinguishers.

Question 12: Within the scope of work, the word "repair" is associated with the 6 year internal/external and 12 year hydrostatic test cycle. In many of these types of extinguishers, there is significant sun damage to the hoses and any other non-metallic parts due to time sitting on an airport ramp. As it would be impossible to determine on sight the extent of damage until after the award and kick-off meeting, will there be an avenue in place to amend the contract to provide funding for any deteriorated, replaceable parts downstream of award?

Answer 12: The servicing company will not be responsible for replacing sun damaged hoses but will need to identify how many need replaced. The servicing company will be responsible for replacing all seals, gauges (as necessary) and completing hydrostatic testing on the extinguishers as is required for the 6 and 12 year maintenance.

Question 13: Is it too late for a site visit so potential clients can assess the fire extinguishers?

Answer 13: The Government has determined that a site visit is not necessary.

Question 14: Can you provide access to the Technical Manual ™ 13271A-12&P/1 and the NAVAIR 00-80R-14?

Answer 14: The references at paragraph 3.1 and 3.3 of the Performance Work Statement have been removed.

PERFORMANCE WORK STATEMENT

Performance Work Statement for

Marine Corps Air Station New River Portable Fire Extinguisher Maintenance

1.0 Introduction. This Performance Work Statement (PWS) outlines the maintenance, repair, and recharge of United States Government owned portable flightline fire extinguishers that are located at

Marine Corps Air Station New River, North Carolina. To maintain its mission capabilities, the Marine

Corps Air Station New River, Aircraft Rescue & Firefighting section has a requirement to maintain, recharge, and perform hydrostatic testing on 140 Halotron 150-pound flightline fire extinguishers. These fire extinguishers are required to be serviced every six (6) years to have parts replaced that deteriorate over the life of the equipment and twelve (12) years to be hydrostatically tested in accordance with manufacturer and references listed in paragraph 3.0 of the PWS. All 140 fire extinguishers are due for both cycles of maintenance. The PWS lists required tasks to be performed by the contractor. The contractor shall provide all necessary resources and knowledge to perform these services.

2.0 Location. All services will be performed aboard MCAS New River, North Carolina. Specific dates, times and location will be determined at the kick-off meeting after award. The contractor is not permitted to remove the fire extinguishers, or any components, from the installation. The Government will provide access to the work site in accordance with paragraph 14 of the PWS.

3.0 References.

3.1 Technical Manual (TM) 13271A-12&P/1

3.2 NFPA 10, Standard for Portable Fire Extinguishers, current edition

3.3 NAVAIR 00-80R-14

4.0 Applicable Certifications. Contractor personnel must be certified to perform all services in accordance with NFPA 10, Standard for Portable Fire Extinguishers, current edition.

5.0 Requirements. The contractor must be able to perform all maintenance and repair services aboard the installation. The contractor shall provide all labor, supervision, tools, equipment, listed manufacturer’s repair parts, collar rings, tamper seals, chemical agent, maintenance tags, and transportation necessary to perform services.

5.1 Contractor Provided Facility. The contractor must provide its own mobile facility (i.e., tent, trailer) to perform services. Any hazardous materials must be properly contained and disposed of by the contractor. The contractor may be held responsible for remediation of any hazardous material that escapes from its mobile facility during the performance of services. The contractor is permitted to use a staging area to be designated by the Technical Representative to perform its services.

5.2 Condition of Fire Extinguishers. The Government makes no representations or guarantee as to the condition of the fire extinguishers on the start date of work. The contractor shall assess each extinguisher and relative condition before service is performed. If an extinguisher exceeds its economic value to repair, or should an extinguisher fail hydrostatic testing, the contractor shall return the extinguisher emptied of its contents and marked “CONDEMNED” on the cylinder.

5.3 Work Limits. The Contractor shall not perform any work over what the quantities or cost of this contract allows. If at any point the number of fire extinguishers exceeds the quantities or cost stated within the contract before work is performed, a modification must be requested to the CONTRACTING

OFFICER and approved before any work can continue.

6.0 Tasks.

6.1 Repairs, Inspections, and Maintenance. All repairs, inspections and maintenance shall be made in accordance with the manufacturer’s specifications and the references listed in paragraph 3.0 of the

PWS, and shall return equipment to its original operating condition. Equipment repair and service shall be conducted on-site by the contractor. The contractor will be responsible for replacing all seals, gauges

(as necessary) and completing hydrostatic testing on the extinguishers as is required for the 6 and 12 year maintenance.

6.1.1 Six-Year Maintenance. The contractor shall provide six-year internal/external examination, maintenance, and repair of Halotron 150-pound flightline fire extinguishers.

6.1.2 Twelve-Year Hydrostatic Testing. The contractor shall provide twelve-year hydrostatic testing, external/internal examination, maintenance, repair, refill, and recharge of Halotron 150-pound flightline fire extinguishers. Clean Agent shall be reclaimed and used for recharge. In the event additional agent is necessary to recharge extinguishers, the contractor shall provide additional agent at no additional cost to the Government. the Government will provide the agent up to 2,820 pounds. The contractor will not be responsible for providing additional agent.

6.2 Inspection Tags. Upon the completion of maintenance for each extinguisher, the contract shall affix an inspection tag that indicates the month/year maintenance was performed, identifies the person and agency performing the maintenance. Inspection tags shall be capable of documenting a minimum of

(60) monthly user checks. All inspection tags shall be presented to the Technical Representative for approval prior to being affixed to any extinguisher.

7.0 Final Report. The contractor is responsible for maintaining records for all extinguishers serviced under the contract. Within five (5) business days of service completion, the contractor shall furnish a final report to the Technical Representative. The final report shall provide for a breakdown of each extinguisher repaired, what repairs were completed, and whether hydrostatic testing was completed.

8.0 Warranty.

8.1 Contractor Warranty. Each repair accomplished by the contractor shall be warranted for a minimum of six (6) months from its date of completion. If the contractor’s commercial warranty exceeds six months, the commercial warranty’s length will apply. The contractor is responsible for repairing items covered by the warranty at no cost to the Government. The contractor shall be responsible for providing proper documentation of warranty period and items to the Technical Representative and contract administrator upon completion of the contract.

8.2 Manufacturer’s Warranty. Manufacturer’s warranties for parts will apply, and the contractor shall be responsible for ensuring compliance when a repair action falls under the warranty provisions.

The contractor shall also be responsible for providing proper documentation of warranty period and items to the Technical Representative and contract administrator.

9.0 Kick-Off Meeting. Within three (3) business days of contract award, a kick-off meeting shall be held between the Technical Representative and the contractor to make final detailed plans and coordination. Meeting minutes shall be provided to the contract administrator within one (1) business day following the meeting.

11.0 Contractor Unauthorized Work Performance. The contractor shall not perform work that deviates from the contract requirements and specifications. If the contractor deviates from the contract requirements or specification without the approval of the CONTRACTING OFFICER, such deviation shall be at the risk of the contractor and any cost related thereto shall be borne by the contractor.

12.0 Government Point of Contact.

13.0 Work Site. Upon completion of services, the contractor shall remove all trash, debris, waste, or any other materials resulting from work under this contract at their expense. Defective parts will be retained by the Government for subsequent disposal. In the event the contractor encounters any discrepancies in the work site(s), the contractor shall immediately report findings to the Technical

Representative.

14.0 Base Access Instructions. To gain initial access to the base, Contractors and/or Delivery Drivers must have in their possession: their contract number, delivery address, and sponsor’s (Government Point of Contact’s) contact information.

Contractors must be registered in the Defense Biometrics Identification System (DBIDS). It is the

Contractor’s responsibility to ensure all their employees and/or subcontractors are properly registered within DBIDS.

DBIDS credentials will be valid for the duration of the contract, not to exceed three years; however, re-vetting of individual’s information will occur each year.

Contractors requiring access for over 60-days will receive a credential valid for up to one-year.

Contractors requiring access for less than 60-days will receive a temporary pass.

Contractor Common Access Card (CAC) Eligibility: Contractor personnel authorized CACs are exempt from DBIDS enrollment.
