Question 1) Is the work in this RFQ is currently being performed under an existing contract, and if so, could you please share the contract number?

Answer 1) No current contract, previous contract was M6700122P1087, awarded to D2 Government Solutions, in the amount of $798,632.64 inclusive of all options.

Question 2) Will there be a site visit of the locations where the maintenance will be performed?

Answer 2) No, a site visit was not provided for with this solicitation.

Question 3) Can you provide a listing, by location, of the vehicles to be serviced, including make and model?

Answer 3) See PWS paragraphs 4.0 and 8.0 for approximate number of vehicles at each location. The listing has been included with response – please note this listing is fluid and changes per Unit’s current requirements and should only be considered as an estimate.

Question 4) Will the Government require maintenance technicians to be certified through the Automotive Service Excellence (ASE) program?

Answer 4) See PWS paragraphs 8.1.1, 8.1.2, and 8.1.3. There is no requirement for ASE certification but experience must be verifiable.

Question 5) Please confirm the locations where maintenance services will be performed

Question 7) Would you kindly confirm if this is an entirely new effort or is there an incumbent currently providing these services? If so, would you please provide the incumbent contract details?

Answer 7) This is not a new effort. There is currently no incumbent. Please see response to Question 1.

Question 8) What will be the contract value for this opportunity?

Answer 8) The contract value will be determined upon award, based on successful vendor’s pricing.

Question 9) Can you confirm if VALKOS CORPORATION is an incumbent on this requirement?

Question 10) “If parts are not on hand from the Aviation Supply Department, the contractor shall coordinate with the Ground Support Equipment Officer-in-Charge to submit an open purchase request through the respective MALS supply representative” (Reference: RFQ M67001-25-Q-

0015, PWS 7.1, PWS 7.3, PWS 7.4, PWS 7.5.2)

At what point do vehicles that are non-mission capable due to supply chain delays no longer count against required readiness rates? The required 75% readiness rate is primarily dependent on the government's ability to provide the necessary materials through its supply chain

Answer 10) Non-mission capable vehicles due to supply chain delays will always reflect on readiness numbers. In my 12 months as the COR, we have not fallen below the 75% threshold.

Question 11) “The contractor shall comply with CNAFINST 4790.2E programs.” (Reference:

RFQ M67001-25-Q-0015, PWS 7.9, PWS 7.10, PWS 7.11, PWS 7.12, PWS 7.13, PWS 7.14,)

a. If military programs such as the Naval Aviation Maintenance Program (NAMP) and the Navy Occupational Safety and Health (NAVOSH) Program are administered by the Marine Aircraft Wing (MAW) and/or the Marine Aviation Logistics Squadron (MALS) and contractors are operating in compliance with these established programs as outlined in the Request for Quotation (RFQ), are contract workers required to undergo training related to NAMP and NAVOSH?

b. If so, what specific training is mandated?

c. Additionally, is the MAW or MALS responsible for providing this training to contract personnel, and do they track and document the completion of such training?

Answer 11)

a. Yes, contractors are required to undergo training.

b. Contractors are required to complete NAMP Indoctrination Training and Initial

NAVOSH and Safety Training.

c. The MALS Quality Assurance conducts and logs this training.

Question 12) “The contractor shall provide an adequate staff of employees with the necessary management expertise, training, and certifications to ensure performance in accordance with the performance work statement and sound and efficient management practices. Due to the urgent and continuous nature of this requirement, the Government requires the contractor to maintain their proposed workforce at 100% manning. As such, the contractor is expected to develop a manning plan to fill any planned or unplanned vacancies on an expedited basis. Any vacancies that occur in the contractor's proposed manning must be filled within 14 calendar days. Any manning vacancies that remain unfilled after 14 days shall have an invoice offset calculated using the total proposed daily cost (including profit and overhead) for the position left vacant (based on a 30-day month) times the number of vacant days in the billing cycle plus an additional 10% of the cost calculated.” (Reference: RFQ M67001-25-Q-0015, PWS 8.0)

Can the two-week “penalty” be extended to 30 days to allow for the advertising and hiring process as well as two weeks’ notice to a previous employer?

Answer 12) Please see PWS update for paragraph 8.1 changing 14 calendar days to 21 calendar days.

Question 13) “Contractor personnel shall have the required experience and possess the necessary qualifications and certifications for the maintenance, modification, and repair of utility vehicle platforms at contract start, and maintain them throughout the Period of Performance (POP). A copy of these qualifications shall be provided to the COR at the start of the contract and upon renewal.” (Reference: RFQ M67001-25-Q-0015, PWS 8.1)

What NAMP-required physicals, qualifications, and certifications are needed for contractor personnel?

Answer 13) No NAMP related physicals, qualifications or certifications are required with the exception of the NAMP Indoctrination and Initial NAVOSH and Safety Training. Please see PWS update of paragraph 8.1 changes.

Question 14) “Automotive Mechanic: Required to have a minimum of three (3) years of ground support equipment maintenance or automotive mechanic experience at a commercial automotive shop or in one of the following military occupational specialties: US Marine Corps MOS 6072, 6073, US Army MOS I SH, or US Air Force AFSC 2A6X2.” (Reference: RFQ M67001-25-Q-

0015, PWS 8.1.1, PWS 8.1.2)

As a backup to manning levels, can a basic aircraft maintainer fill in or fill one of the positions permanently? For example, a 2X Series in the USAF or MOS 6000-6100. The RFQ states, “The Site Lead may be required to sign contractor personnel qualifications and certifications for contractor employees. (Reference: RFQ M67001-25-Q-0015, PWS 8.1)

Answer 14) The Flight Line Vehicles are automotive in nature, thus the mechanics must have an automotive maintenance background and training.

Question 15) “Vendors may submit at least three (3) relevant past performance references.”

Should this statement in the RFQ say “may submit up to three” or “must submit at least three?

Answer 15) See updated Addendum FAR 52.212-1.

Question 16) Is there a current incumbent contractor supporting this effort? If so, can the government identify who it is?

Question 17) Can the government please clarify the statement "Submit resumes and any other information for key personnel" since no key personnel are identified in the requirement.

Answer 17) There are no key personnel identified, therefore, resumes are not required for this effort.

Question 18) How does the government expect offerors to submit their quotes, i.e., Technical Volume, Past Performance Volume, and a Pricing Volume?

Answer 18) M6700125Q0015 is being solicitated using FAR Subpart 13.5 – Simplified Procedures for Certain Commercial Products and Commercial Services. See FAR 52.212-1(2) for Instructions. Pages 21- 22 of 79.

Question 19) Are offerors to include our firm-fixed price quotes in with the Technical Information?

Question 20) Can the government clarify the acronym "ADC"?

Question 21) In researching the AWD's that the government references, we noticed that: 2015- 5799 has not had a wage increase in the Automotive classification since 2020 2015-5781 has not had a wage increase in the Automotive classification for over 10+ years 2015-4389 has not had a wage increase in the Automotive classification since 2023 Does the government intend to address these issues with the DOL since they do not keep up with the annual cost of living increases?

Answer 21) That is a function of the Department of Labor. Vendors are always free to pay their employees whatever they determine to be a fair wage for the work they are doing. The Wage Determination is a bottom line amount, not a maximum pay rate.

Question 22) If there is a current incumbent contractor, are they currently represented? If yes, can the government provide a current Collective Bargaining Agreement (CBA)?

Answer 22) See response to Question 1. There is no Collective Bargaining Agreement.

Question 23) Can the government provide an anticipated Transition/Phase Time?

Answer 23) No transition will occur, as there is currently no incumbant to transition with.

Question 24) What is the government estimate of the first-year contract? 2nd? 3rd?

Answer 24) Contractor’s are responsible for pricing their quotes appropriately. The government does not share its estimates.

Question 25) What is the surety-bond requirement for this job?

Answer 25) No surety-bond required.

Question 26) How is the contract payment allocated?

Answer 26) See page 4 of solicitation: Quantity = 12 Unit = Monthly. Contractors will be responsible for reporting the work completed as required and for invoicing for services performed on a monthly basis.

Question 27) Is there any mobilization funding available?

Answer 27) No mobilization funding available.

Question 28) Does this contract begin FY 2026?

Answer 28) The contract is anticipated to be awarded on FY25 with and effective date to be within 21 days of award.

Question 29) The proximity of MCAS Cherry Point and MCAS New River leaves us wondering if traveling technicians would be acceptable. What is the government requirement for the number of technicians for this job?

Answer 29) See PWS paragraph 8.0. The Contractor is responsible for developing its own appropriate staffing. If it wants to use traveling technicians, as long as it has the appropriate manning, that would not be objectionable. However, it can’t use the same person in two locations to prove appropriate manning and there are no travel funds available.

Question 30) Please provide information regarding the current incumbent, the contract award number and the award dollar value.

Question 32) PWS, para 6.0, General Requirement: Comment: Requirement states that the Maintenance /Production Control representatives at each subordinate unit will provide utility vehicles for unscheduled maintenance requirements as they arise.

Will the Government arrange for transport (towing or trailered), to the respective shop facility, of vehicles that cannot be driven to the shop?

Answer 32) Yes, MALS’ can arrange transporting undrivable vehicles to the repair facility location. Points of Contact for these issues and ordering will be provided after contract award.

Question 33) PWS, para 7.2, Operation of Tracking system, Scheduling, Reception and Reporting

Comment: The only reference to a system of tracking vehicle information and historical service records is the requirement to maintain Records / Service Jacket folders for each assigned vehicle.

Does the Government have a data automated system available for contractor use to record, update, and report information in a real time mode, instead of relying on manually filing system for completed repair orders, parts consumption, labor costs, etc?

Answer 33) No, we do not.

Question 34) PWS, para 7.7 Records and Service Jacket Folder. Comment: Reference required the contractor to create and maintain a service life folder for each assigned vehicle.

a. Are files in existence and maintained by the incumbent contractor?

b. Are the files data automated with manual backup files of receipts, completed repair orders, manhour labor and total cost of maintenance and repair?

c. Are there any records of warranty work performed and reimbursement from the manufacturer for warranty work performed?

d. Are there any records of recall information and /or Technical Service Bulletin notifications of repairs to be accomplished?

Answer 34)

a. Yes, files are maintained by the contractor. We do not guarantee that all vehicles currently have a file. Contractor may need to add files for vehicles.

b. No, files were paper files, only electronic products were monthly updates sent via excel identifying the number of mission capable and non-mission capable vehicles.

c. No, records of any warranty work or reimbursement.

d. No, records of any recall information or bulletins.

Question 35) Ref: PWS, para 8.0 Contractor Management and Staffing Comment: Paragraph

8.0 indicates that all four shop locations will be staffed during the stated duty hours, “due to the urgent and continuous nature of this requirement”.

Is the service provider (contractor) required to staff each location M-F 0700-1500 hrs to provide support during day crew operations?

Answer 35) Yes. See PWS paragraphs 8.0 and 8.4. However, the Contractor can, at its convenience shift employees around to different locations as needed, with the understanding the government will not reimburse for travel and that overall manning must be maintained. Please see PWS update for paragraph 8.1 changes.

Question 36) PWS, para 8.4, Work hours. Comment: Referenced paragraph indicates that the shops operating hours are M-F, 0700-1500 hrs. If employees are given a one hour lunch period without pay, then the employee is paid only for seven (7) hours daily. The stated work hours do not take into account a lunch period.

Please clarify the work hours to include a non paid lunch period with total daily billable 8 hour days.

Answer 36) Please see PWS update for paragraph 8.1 changing the work hours to M-F, 0700- 1530 hrs. Which allows for 8 billable hours and a 30 minute unbillable period.

Question 37) PWS, para 10.4, GFE.

a. Are the maintenance shop facilities equipped with air compressors and battery charging capability to service multiple batteries simultaneously?

b. Is the battery charging area and acid storage enclosed with a spill containment barrier?

Answer 37)

a. Yes.

b. Yes, they are located in a battery locker.

Question 38) para 10.8, Pre-Expended Bins (PEBS) Replenishment and additions/deletions.

Comment: It is standard practice to inventory the PEB on hand weekly and replenish all those with less than 50% on hand balance. If PEBs have bin location labels, the authorized quantity will be shown on the bin label. Once a month, a complete inventory is usually made for replenishment action and to compute consumption for increases/decreases of the PEB inventory stockage level.

Does the Government have an automated system in place to conduct these types of inventory?

Answer 38) No, there is no automated system in place.

Question 39) Will the government furnished property identified in the PWS be provided at each location?

Answer 39) Yes

Question 40) Will the workspace/hangar facilities provided be adequate to keep contractor personnel from working in the environment?

Answer 40) Yes, the workspace/hanger facilities provided are protected from environmental elements, but not environmentally controlled.

Question 41) Previous requirements for this effort identified the number of FTE's required per location. Since this one does not, are offerors to determine the number of FTE's required IAW the number of vehicles per location? If so, can the government please identify if this will be a Low Price/ Technically Acceptable or Best Value Award?

Answer 41) See PWS paragraph 8.0. This will be a Best Value Award

Question 42) Will contractor personnel be working alongside other government/civilian mechanics or will they be working alone?

Answer 42) Contracted personnel will not be working alongside of other government mechanics while working on the utility vehicles as government mechanics are not qualified, however, there are government personnel in the vicinity of the workplace.

Question 43) Will the government please provide the Vehicle Density?

Answer 43) See response to Question 3.

Question 44) Will the government please provide maintenance workload data?

Answer 44) There are three (3) Preventative Maintenance actions a month, on average. Other required actions are ad hoc in nature.

Question 45) The RFP states that vendors "may" submit at least three relevant past performance references. Is the requirement up to 3 references or is it a minimum of 3?

Answer 45) See response to Question 15.

Question 46) Is there a requirement for a specific Page count, Font, Text Size and Margins?

Answer 46) No

Question 47) Will the government please provide the vehicle nomenclature, Make, Model, and Production year, if possible, for each vehicle at each MCAS.

Question 48) Referencing 7.15.4: Can you give more details on correcting deficiencies? Can you provide examples of deficiencies that had to be corrected previously?

Answer 48) When it comes to the COR, he/she will attempt to correct any deficiencies identified verbally first. If the deficiencies are not resolved, then a written memorandum will be placed in the files and given to the contractor. If deficiencies still exist after that, then the COR will reach out to the Government Support Contractor in person to develop a solution to correct the deficiency(ies). During my 12 months as the COR, there were zero deficiencies reported.

Question 49) Staffing: Can you provide the current staffing breakdown? Are there site leads and mechanics at each location or do they travel from location to location?

Answer 49) There is no current incumbent and Contractors are responsible for developing their own staffing plan to accomplish the required work. They will be held accountable to maintain manning at the level they initially establish. If the work is not getting accomplished, that would be a deficiency that would have to be corrected and may lead to a need to add additional personnel, but would not lead to an increase in contract price.

UPDATED ADDENDUM FAR 52.212-1

Addendum to FAR 52.212-1

1) SUBMISSION OF QUOTES.

a) The vendor is responsible for ensuring that quotes are received in the Contracting Office no later than 12:00 P.M. (EDT) on 2 June 2025 as indicated on page one (1) of this solicitation. Failure of vendor’s quote to be received prior to the hour and date specified may result in rejection of the quote.

b) Quotes shall be submitted electronically via e-mail to bobbi.webster@usmc.mil

c) RFQ Number M67001-25-Q-0015 must be clearly shown in the subject line.

2) INSTRUCTIONS FOR THE PREPARATION OF QUOTES: The vendor shall must submit the following as part of their quote:

a) Technical Personnel Information Instruction: The vendor shall must provide documentation demonstrating the ability to perform the services in accordance with the requirements of the Performance Work Statement, as well as education, experience, and knowledge in the stated subject fields as it relates to the requirements of the Performance Work Statement, to include the following:

a. Ability to Perform Services – The vendor shall describe in detail and provide information that demonstrates the ability to perform the services with properly qualified individuals and a thorough understanding of the requirements of the

Performance Work Statement. This shall also include an explanation as to how the vendor will comply with maintaining qualified staffing and fulfill all deliverables and tasks associated with the PWS. Each quote will be evaluated to determine the adequacy of the vendors proposed plans, methods, and procedures to accomplish the task contained in the PWS. Each quote will be evaluated for their completeness in addressing all areas contained in the PWS, their demonstrated understanding of the scope of the PWS, and their adequacy in proposing a work plan that will meet the Government’s requirement.

b. Provide an organizational chart that clearly describes proposed staffing meeting the staffing level stated/suggested in the PWS and how the work will be accomplished utilizing this staff.

c. Knowledge, skills, abilities, and competencies in the subject fields as it relates to the requirements of the Performance Work Statement

d. Submit resumes and any other information for key personnel, that demonstrate their experience and qualifications to perform the duties of this contract as stated in the PWS.

b) Quoted firm-fixed price for each line item shown – for completion of all services/supplies in accordance with the requirements of the Performance Work Statement. Vendor must include unit price and total amount for each line item.

c) Vendor shall must quote FOB Destination pricing.

Ground Support Utility Vehicle Maintenance Services

1.0 Introduction. The purpose of this non-personal service contract is to provide maintenance support for units within Second Marine Aircraft Wing (2d MAW) for their ground support equipment utility vehicle fleet at the Organizational and Intermediate level (O&I-Level). Maintenance support for the ground support equipment utility vehicles shall be provided aboard Marine Corps Air Station (MCAS) New River, North Carolina (NC), MCAS Cherry Point NC, and MCAS Beaufort, South Carolina (SC).

2.0 Scope. The contractor shall perform scheduled/preventative and unscheduled maintenance functions to support 2d MAW at MCAS New River, MCAS Cherry Point, and MCAS Beaufort with allocated Type/Model/Series ground support equipment utility vehicles in a safe and operational status. The contractor will perform labor and services for inspections and maintenance, both scheduled/preventative and unscheduled, on the total number of utility vehicles in accordance with the manufacturers' service manuals and Naval Aviation Maintenance Program (NAMP) CNAFINST 4790.2E regulations. The total number of ground support equipment utility vehicles is estimated at 134, but may shift due to the needs and requirements of the Marine Corps and the Table of Basic Allowance (TBA).

3.0 Period of Performance. The period of performance is for one 12 month base period and two 12 month Option Periods.

4.0 Location. The contractor shall perform maintenance of ground support equipment utility vehicles aboard MCAS New River, NC, MCAS Cherry Point, NC, and MCAS Beaufort, SC.

6.0 General Requirement. The Maintenance/Production Control representatives at each respective 2d MAW subordinate unit will provide utility vehicles to the contractor for scheduled/preventative maintenance in accordance with their maintenance plan, and utility vehicles for unscheduled maintenance requirements as they arise. The contractor shall perform scheduled/preventative maintenance and unscheduled maintenance, to include completion of alt calendar day inspections, in accordance with (IAW) the Original Equipment Manufacturer's Operation and Service Manuals for each utility vehicle. There are various types of utility vehicles anticipated to be serviced under this contract including, but not limited to: mules, mighty mites, primos, etc.

7.0 Tasks.

7.1 Vehicle Readiness. The contractor shall manage the total work effort associated with utility vehicle maintenance, and all other functions required for satisfactory and timely completion of these services. The contractor shall provide direct and indirect maintenance, troubleshooting, logistics support, and back-shop support services as required in order to maintain a minimum vehicle readiness rate of 75%. Services include, but are not limited to:

7.2 Operation of tracking system, scheduling, reception, and reporting;

7.2.1 Identification of misuse/abuse of utility vehicles;

7.2.2 Accountability of Government Furnished Equipment (GFE)/Government Furnished

Property (GFP); and

7.2.3 Customer support.

The contractor shall perform all services in accordance with the most current version of Commander Naval Air Forces Instruction (COMNA VAIRFORINST) 4790, also referred to as the Naval Aviation Maintenance Program (NAMP). and applicable maintenance instruction manuals, Technical Directives (TDs), Squadron Standard Operating Procedures (SOPs), and such other instructions as may be applicable in the support of these tasks. The contractor shall perform requirements in a manner that meets or exceeds CNAFINST 4790.2E, applicable Naval Aviation Maintenance Program Standard Operating Procedures (NAMPSOPs) (chapter 10), and local NAMPSOP instructions

7.3 Scheduled/Preventive Maintenance. Perform scheduled/preventative maintenance functions IAW operation and service manuals for each utility vehicle.

Scheduled/preventive maintenance shall be performed to achieve a 24-hour turnaround time. If the contractor Is unable to return the vehicle to service within 48 hours the contractor shall notify the Contracting Officer's Representative (COR) and submit a "Hard Down Report."

7.4 Unscheduled Maintenance. Perform unscheduled maintenance functions IAW the operation and service manuals for the utility vehicle. Unscheduled maintenance shall be performed to achieve 48-hour turnaround time. If the contractor is unable to return the vehicle to service within 48 hours the contractor shall notify the COR and submit a "Hard Down Report." Unscheduled maintenance is categorized whenever a utility vehicle becomes unsafe or non-operational outside of the prescribed scheduled/preventative maintenance intervals. Unscheduled maintenance may include exhaustive troubleshooting steps IAW the operation and service manuals in order to identify the issue and solution for corrective action that returns the utility vehicle to a safe and operational status.

7.5 Parts. The contractor shall order parts as required through the respective Marine

Aviation Logistics Squadron (MALS) representative to perform scheduled/preventative and unscheduled maintenance.

7.5.1 On Hand Parts. The contractor shall first check the availability of on hand parts through respective MALS Aviation Supply Department.

7.5.2 Open Purchase Request. If parts are not on hand from the Aviation Supply Department, the contractor shall coordinate with the Ground Support Equipment Officer-in Charge to submit an open purchase request through the respective MALS supply representative.

7.6 Beyond Economic Repair. The contractor shall notify the COR when vehicle repairs exceed 65% of the vehicle's current value. The contractor shall not make repairs or order parts unless they receive written approval for the repairs from the COR. If a vehicle is determined to be beyond economical repair by the COR, the COR shall coordinate with the respective MALS supply representative for follow on actions for Defense Reutilization Management Office (DRMO) disposition.

7.7 Records/Service Jackets. The contractor shall create and maintain a record/service jacket for each utility vehicle. At a minimum the record/service jacket must contain the following parts:

7.7.1 Make/Model of Vehicle

7.7.4 Scheduled/preventative maintenance tracker

7.7.5 Unscheduled maintenance tracker

7.7.6 Ordered parts tracker

7.8 Accuracy of Documents. The contractor shall ensure the accuracy of all documents created and maintained in performance of the contract. The contract shall review and ensure all documentation, reports, checklists, and record jackets are accurate and complete on a daily basis.

7.9 Tool Control. The contractor shall comply with the tool control program detailed in

CNAFINST 4790.2E and perform regular tool inventories.

7.9.1 Missing Tools. The contractor shall notify the respective MALS Production Control office of a missing or lost tool within one hour of discovery.

7.9.2 Accountability and Inventory of Tools. Follow established government tool accountability and inventory procedures. Loss, damage, destruction or theft (LDD&T) of government property shall be reported to the on-site COR no later than (NLT) one workday after discovery utilizing DD Form 200-Financial liability Investigation of Property loss.

7.10 Foreign Object Damage (FOD) Prevention. The contractor shall comply with the

FOD Prevention Program detailed in COMNAVAIRFORINST 4790.2E or most current version. After the completion of every scheduled/preventative and unscheduled maintenance action performed, ensure the utility vehicle is FOD free before issuing.

7.11 Battery Safety. The contractor shall comply with the battery safety program detailed in

CNAFINST 4790.2E and adhere to the battery safety guidelines provided in OEM manuals to ensure all battery removal and replacement maintenance is safely conducted.

7.12 Additional Training Requirements. Contractors will be trained by the respective

MALS Quality Assurance Representatives (QAR) on the applicable programs detailed in CNAFINST 4790.2E semi-annually. During performance of the contract the Government may identify the need for additional training. Contractor personnel shall complete all Government-provided local training and IAW local policy (e.g. safety, security, Information Assurance/Cybersecurity, etc.). The Government will provide any unique training that is not commercially available.

7.13 Environmental Compliances. The contractor shall ensure environmental compliances are maintained IAW OSHA, EPA regulations, current edition of Marine Corps Environmental and Safety regulations, MCAS Cherry Point ASO Environmental and Safety regulations/ directives, MCAS New River ASO Environmental and Safety regulations/directives, MCAS Beaufort ASO Environmental and Safety regulations/directives, MCIEAST CAMLEJ Environmental and Safety regulations/directives, and Base Environmental Compliance Standing Operating Procedures (ECSOP).

7.13.1 Unapproved Hazardous Material. In the event a hazardous material that is not approved for use on the installation, the local environmental office may provide the contractor a list of suitable substitutes; however, the contractor will retain responsibility for finding an acceptable substitute. The objective is to promote waste minimization and pollution prevention practices and the contractor will take appropriate actions to comply with this policy.

7.13.2 Environmental Pollution Control and Abatement. The Contractor shall properly handle hazardous materials/waste IAW the activity's SOS and local governing directives. The contractor shall comply with all applicable Federal, State, and local laws and regulations concerning environmental pollution control and abatement.

7.13.3 Storage of Hazardous Materials. The contractor shall comply with all Federal, State, and local laws and regulations when storing hazardous materials. At a minimum all containers shall be closed when not in active use, labels clean and clearly discernible, materials stored at a central location when not in use; storage area monitored periodically for leaks and spills; materials stored in appropriate cabinets with all warning labels clearly visible. Any hazardous material that is not completely used under this contract shall be disposed of as a hazardous waste in accordance with the Hazardous Waste requirements of this specification.

7.13.4 Recycled Contend Recommendations. The contractor shall use products with recycled content as recommended on the U.S. Environmental Protection Agency (EPA) web site provided below where economically feasible. U.S. EPA has formulated a Comprehensive Procurement Guideline with a list of products with accompanying recycled content information. This can be found on the U.S. EPA website http://www.epa.gov/epawaste/conserve/tools/cpg/products/index.htm. As part of the normal materials submittals, Contractor shall submit manufacturer's data indicating compliance with this requirement along with the Green Products Determination Form.

Once the product is purchased, contractor shall certify purchase of recycled material by submittal of product packaging label identifying the recycled content or the Manufacturer's Materials Safety Data Sheet (MSDS) that was provided with the product.

7.14 Safety Requirements. The contractor shall:

7.14.1 Comply with all safety regulatory guidance including those as detailed in appropriate

Occupational Safety and Health Administration (OSHA) and Environmental Protection Agency (EPA) instructions to include but not limited to Fall Protection Equipment (FPE).

The Contractor shall be responsible for the safety and accountability of all its employees and shall provide common personnel protective equipment (PPE) for team members.

7.14.2 Comply with the HAZMAT handling, storage, use, disposal, clean up, and emergency spill containment procedures of the applicable Marine Corps Air Station, Squadron, and/or MALS Hazardous Material Control and Management Program (HMC&MP).

Copies of these references can be requested from the COR.

7.14.3 Comply and report all accident, aircraft mishap reporting, and support investigations resulting from mishaps as required by CNAFINST 4790.2E and OPNAVINST 3750.6.

Disclosure of maintenance information and maintenance activity related to aircraft mishap is clearly defined in OPNAVINST 3750.6 and falls under the concept of privilege.

7.14.4 Ensure the procedures and processes defined in OPNAVINST 3750.6 for mishap investigations are disseminated to all Contractor personnel.

7.14.5 Immediately secure the accident area and wreckage until released by the accident investigative authority as designated by the MAG, Squadron and/or MALS Safety Officer.

Such release will be accomplished through the COR and Contracting Officer.

7.14.6 Comply with DoD Freedom of Information Act (FOIA) Program requirements. This provision includes compliance in handling sensitive but not classified and For Official Use Only (FOUO) materials.

7.14.7 Report any information or circumstances that may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information. The Contractor shall brief personnel upon initial on-base assignment.

7.14.8 Safeguard all Government property and controlled forms provided for contractor use. At the end of each work period, the Contractor shall secure all Government facilities, equipment, and materials.

7.15 Contractor's Quality Control Program (QCP). The contractor shall establish and maintain a quality control program that ensures staffing and maintenance services are performed IAW this contract, applicable laws and regulations, and best commercial practices. Plan shall be submitted within 30 calendars days of the award and shall be reviewed and accepted by the Government. Contractor format is acceptable. At a minimum, the plan shall include:

7.15.1 Inspection System. Describe in detail an inspection system to cover all services identified in the PWS. It shall specify the areas to be inspected on either a scheduled or unscheduled basis, how often inspections will be accomplished, and the title of the individual(s) conducting the inspection. A copy of the inspection report will be forwarded to the COR monthly.

7.15.2 Identifying Deficiencies. Procedures that present all aspects of quality control to include responsibility for surveillance, a description of records to be kept, methods for identifying and preventing defects in the quality of service, and availability of records of inspections upon Government request.

7.15.3 Inspection Files. The Contractor shall maintain a file of all inspections conducted and note any corrective action required and taken throughout the term of this contract. This file will be the property of the Government and be made available to the COR during regular hours. The file shall be turned over to the COR within 30 calendar days after completion/termination of the contract.

7.15.4 Failure to Maintain QCP. If the Government determines the Contractor has failed to maintain the approved QCP, the Government will give the Contractor written notice of deficiencies. The Contractor shall correct all deficiencies within five work days of receipt of written notice. If deficiencies are not corrected to the satisfaction of the Government, the Government may terminate the contract for default. The Contractor shall be responsible for all costs associated with correcting deficiencies.

8.0 Contractor Management and Staffing. The contractor shall provide an adequate staff of employees with the necessary management expertise, training, and certifications expertise and training to ensure performance in accordance with the performance work statement, and sound and efficient management practices.

Due to the urgent and continuous nature of this requirement, the Government requires the contractor to maintain their proposed workforce at 100% manning. As such, the contractor is expected to develop a manning plan to fill any planned or unplanned vacancies on an expedited basis. Any vacancies that occur in the contractor's proposed manning must be filled within 14 21 calendar days. Any manning vacancies that remain unfilled after 14 21 calendar days shall have an invoice offset calculated using the total proposed daily cost (including profit and overhead) for the position left vacant (based on a 30 day month) times the number of vacant days in the billing cycle plus an additional 10% of the cost calculated.

If practical Site Lead responsibilities may be provided by the Automotive Mechanic vice a separate individual. If provided by the Automotive Mechanic they must meet the minimum qualifications under Site Lead and perform all Site Lead Responsivities in additional to the requirements for an automotive Mechanic.

8.1 Contractor Qualifications. Contractor personnel shall have the required experience and possess the necessary qualifications and certifications for the maintenance, modification, and repair of utility vehicle platforms at contract start, and maintain them throughout the Period of Performance (POP). A copy of these qualifications shall be provided to the COR at the start of the contract and upon renewal.

The Site Lead may be required to sign contractor personnel qualifications and certifications for contractor employees. Contractor personnel shall possess and maintain qualifications on the maintenance, modification, and repair experience on the vehicle platforms at contract start and throughout the Period of Performance (POP).

8.1.1 Automotive Mechanic: Required to have a minimum of three (3) years of ground support equipment maintenance or automotive mechanic experience at a commercial automotive shop or in one of the following military occupational specialties: US Marine Corps MOS 6072, 6073, US Army MOS I SH, or US Air Force AFSC 2A6X2.

8.1.2 Automotive Mechanic/Site Lead: Required to have a minimum of five (5) years of ground support equipment maintenance or automotive mechanic experience at a commercial automotive shop or in one of the following military occupational specialties: USMC MOS 6072, 6073, USAF AFSC 2A6X2, USA MOS I SH.

8.1.3 Site Lead. Required to have advanced leadership capabilities.

8.2 Site Lead Responsibilities.

8.2.1 Site Lead shall be present on every shift when contractor personnel are performing duties under this contract.

8.2.2 Review and ensure accurate completion of all maintenance documentation of contractor personnel prior to submission to COR and/or Government personnel.

8.2.3 Coordinate with the Production Control Officer (PCO), MAG 14, 26, 29, and 31 for prioritization of work efforts.

8.2.4 Perform Quality Control Inspections of contractor personnel work.

8.3 Contractor Personnel. Contractor personnel are employees of the contractor and under their administrative control and supervision. The contractor shall be responsible for tasking its employees in accordance with the contract work required. The contractor shall perform all supervision, evaluation, and disciplinary actions for its employees.

8.3.1 Contractor Personnel Roster. The contractor shall provide a personnel roster at the start of the contract, each time personnel changes, and within 24 hours of a request from the COR. Report shall identify the following information: location, personnel name, qualifications, and type of certification, license, and expiration date, if applicable.

8.4 Work Hours. Provide support during day crew operations, Monday thru Friday: 7:00

A.M. - 3:00 3:30 P.M local time. Holidays observed by the Government are stated in the below table. Other designated days off may be agreed upon and authorized, by the Contracting Officer.

8.5 Identification of Contractor Personnel and Workspaces. The contractor shall:

8.6.1 Clearly identify contractor work areas, if assigned, with contractor supplied signs, name plates or other identification, in collocated space within a Government facility, such as offices, separate rooms, or cubicles.

8.6.2 Identify themselves when conversing with Government personnel during business meetings, over the telephone avia electronic mail to include signature blocks.

8.6.3 At all times wear and conspicuously display company identification clothing, which easily distinguishes themselves from government employees. Name badges shall be displayed on the outer garment above the waist at all times to allow for easy identification.

8.6 Non-Disclosure Agreements (NDA). Upon request, make Non-Disclosure Agreements

(NDAs) readily available between the contractor and contractor employees. NDAs should protect the contractor and the Government from unauthorized disclosure of classified/unclassified information.

8.7 Emergency/Exercise Drills. Contractor personnel shall comply with all local, emergency and/or exercise procedures or drills as required.

8.8 Contractor Personnel Security Requirements. The contractor shall:

8.8.1 Coordinate with the COR and unit Security Manager to ensure personnel obtain the badges and/or Common Access Cards (CACs) required to allow Contractor personnel access to designated workspaces and DoD networks.

8.8.2 Ensure all contractor employees maintain the public trustworthiness requirements of

SECDEF Directive Type Memorandum (DTM) 08-003 (or latest guidance) for CAC eligibility. Initial issuance of a CAC requires, at a minimum, the completion of an FBI fingerprint check with favorable results and submission of a National Agency Check plus Written Inquiries (NACI) to the Office of Personnel Management (OPM), or a DoD-determined equivalent investigation, prior to being allowed to work under this

PWS.

8.8.3 Comply with entry access procedures for the installation. Obtain base pass and identification (ID) badges from the installation security office for each contractor employee.
