LOGISTICAL SUPPORT SERVICES QUESTIONS/ ANSWERS

Question 1: Could you please confirm the proper deadline for questions? The RFP states two different times.

Questions related to this Request for Quote (RFQ) shall be received by the Contracting Department by 25 March 2025 at 2:00 PM (Eastern Standard Time). All questions shall be submitted, in writing, by 12:00 pm (EST) on 25 March 2025.

Answer 1: The deadline for questions was 25 March 2025 @ 2 p.m. (EST). There will not be an extension.

Question 2: What is the due date for this solicitation? The SAM announcement states, "Original Date Offers Due:

Apr 05, 2025, 02:00 pm (EDT)." Solicitation page 1, column 8 states: "Offer Due Date/Local Time 02:00 pm 04 Apr 2025.”

Answer 2: Original solicitation due date is 4 April 2025 @ 2 p.m. (EST). New solicitation due date will be 28 April 2025 @ 1:00 p.m. (EST). There will not be another extension.

Question 3: Page 2 of the solicitation states " Quotes may be submitted via email (no larger than 2 MB)". We request the Government to raise the limit of email submittal to 5 MB.

Answer 3: Quotes may be submitted via email (no larger than 10 MB) if more space is needed; label your email 1 of _, 2 of _, (1/3, 2/3, 3/3), etc. A response will be given as received.

Question 4: Please allow submittal of the Technical Capability, Past Performance/Experience and Price volumes submittal via 3 separate emails.

Question 5: Page 40 of the RFP states: "-FAR 52.212-3 (Note: The offeror is only required to complete paragraph (b) if they have not completed annual representations and certifications via the System for Award Management (SAM) website.) Page 46 of the RFP states: "52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (MAY 2024) The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov.

Please clarify the correct requirement for compliance with FAR 52.213-3.

Answer 5: Offerors are only required to complete paragraph (b) if they HAVE completed the annual representations and certification electronically.

Question 6: Please confirm the file size limitation (2MB or 10MB). The file size limitation is larger than the email size limitation, could the email size limitation be increased to 10MB or larger than the file size? In order to stay under the email size limit of 2MB is it acceptable to submit each volume / partial volumes in separate emails?

Question 7: Is it possible to submit our response in DoD SAFE via a SafeLink to upload all documents in one location?

Answer 7: DoD SAFE can be used as a source of submission.

Question 8: Will the attendee list from the site visit held 3/21/25, be shared out?

Answer 8: No.

Question 9: On January 25, President Trump rescinded EO 14055 which covers nondisplacement of qualified workers under service contracts. Please confirm if FAR 52.207-3 is still applicable to this contract.

Answer 9: FAR 52.207-3 is not applicable.

Question 10: Since there is a current right of refusal for incumbents, how many incumbents are on staff at this time?

Answer 10: 15 on staff now, 1 stock clerk has been removed.

Question 11: It is our understanding a CAC is required to access these trainings through the NAVFAC Portal.

Please provide information regarding the timing, access to, and costs associated with these trainings as we cannot access them without a CAC.

Answer 11: CAC will be provided to all workers. Timing and access to training is under Section 6 of the PWS.

Associated costs depend on the type of class taken, attendance, and length of time selected. The current cost for classes ranges from $2,200.00 to $4,400.00 but are subject to change.

Question 12: To accommodate the full performance window (0600-1800) do staff currently work flex/staggered shifts to provide contractor support during the entire performance window or is it at the discretion of the contractor?

Answer 12: Staggered shifts.

Question 13: We noticed/ were informed during the site visit that the Production Coordinator sits about a mile away from the rest of the contract positions. Are they in a separate location based on operational commands?

Answer 13: Yes. This contract employee is physically located in an administrative space in the hazmat storage warehouse.

Question 14: We noticed/ were informed during the site visit that the Production Coordinator sits about a mile away from the rest of the contract positions. Are both production coordinators seated in the same location?

Question 15: What system does I&E Division use to generate and track work orders?

Answer 15: USMC Maximo (USMCmax)

Question 16: Who allocates work tasks to the Production Controllers?

Answer 16: Public Works Operations Supervisory Staff and Contract Site Lead/Project Manager.

Question 17: What system is used to produce procurement requisitions?

Answer 17: Defense Agencies Initiative (DAI). Contract employees will not initiate procurement requisitions. Only Government employees produce procurement requisitions.

Question 18: Who are the work orders provided to?

Answer 18: All parties involved in the completion of facilities maintenance work.

Question 19: Please clarify what "cost estimating methods" are to be applied.

Answer 19: Analyzing projects, utilizing Robert Snow Means (RSMeans), and expert knowledge to determine reasonable costs.

Question 20: What CAD software is being used?

Answer 20: AutoCAD 2024.

Question 21: Please identify what "computer design software" is being used.

Answer 21: Government-furnished: AutoCAD 2024 and ARC-GIS.

Question 22: Will this position require the ability to use GCSS-Marine Corps?

Answer 22: No.

Question 23: Does the requirement to operate a "10-ton motor vehicle" throughout the base require offerors to use the SCA Heavy Equipment Operator 23440 or Heavy Truckdriver 31363 labor category? There is a major difference in insurance requirements.

Answer 23: Offerors shall use the labor categories as specified in Section 5.1 of the PWS.

Question 24: Will MCLB Albany require a Government Driver’s license to operate cargo trucks on base?

Answer 24: State issued driver’s license will suffice for this requirement.

Question 25: Will a CDL be required to operate the "10-ton" cargo truck?

Answer 25: No.

Question 26: Will the offeror ever be required to operate the "10-ton" cargo truck off base or on commercial roads?

Answer 26: No.

Question 27: Paragraph 5.9 Computer Operator Support (a): Will this position require any specific software experience or certification?

Answer 27: Refer to the changes under Section 5.9 of the PWS.

Question 28: Paragraph 5.9 Computer Operator Support (a): If certification is required after contract award, will the Government provide the certification training?

Answer 28: Government provides the training, but contractor is responsible for the associated costs. See Answer 11 above.

Question 29: Paragraph 5.9 Computer Operator Support (a): This task requires support of a specific "computer database". Please define what that database is and what software it utilizes.

Answer 29: iNFADS web based Real Property Database.

Question 30: Will the Government provide all software applications and licenses required to perform the tasks in PWS Section 5.0?

Answer 30: Yes. The Government will provide all software applications and software licenses.

Question 31: PWS page 3, Notice to Offerors, states the contract is currently operating with a “full” staff of 15 positions. However, Section 5.1 states the contract requires a minimum of 14 FTEs with Section 4.4 stating one position operates with a dual, “collateral” role of Project Manager/Team Leader. Is the contract currently operating with an additional, Exempt leadership position outside of the 14 SCA Labor Positions noted in Section 5.1? Is the FTE scope of the contract being reduced from 15 FTEs to 14 FTEs?

Answer 31: Current contract is operating with full staff of 15 FTEs. 1 position operates with a dual collateral role of Project Manager/Team Leader. New contract is being reduced to 14 FTEs.

Question 32: Page 3 stipulates the proposal should be emailed with a file no larger than 2 MB. If our proposal exceeds the size, is there an alternative DoD Sage Dropbox we can submit it in?

Answer 32: See Answers #3, 4, and 7.

Question 33: What are the most critical priorities for this contract from the government’s perspective?

Answer 33: All positions in the PWS are critical priorities.

Question 34: Are there any current challenges with the existing contractor that we should be aware of?

Answer 34: No.

Question 35: Are there any anticipated seasonal surges or unexpected workload fluctuations that the contractor should plan for?

Answer 35: No.

Question 36: Would the government be open to flexible staffing solutions (e.g., part-time or surge staff) in case of increased workload?

Answer 36: No.

Question 37: Are there any historical contract performance issues that we should take into consideration when planning our execution strategy?

Answer 37: No.

Question 38: What are the biggest risks the government foresees in executing this contract, and how can the contractor best mitigate them?

Answer 38: Continuity of operations during the transition. Best way to mitigate risks is by implementing a strong transition plan.

Question 39: Will government personnel provide technical guidance or oversight, or is the contractor fully responsible for execution?

Answer 39: Government personnel will provide technical guidance, but contractor is responsible for full performance of duties described in the PWS.

Question 40: Is there an existing inventory tracking system that the contractor will need to use?

Answer 40: Yes- USMC Maximo (USMCmax) and HMMS.

Question 41: Are there specific software or database systems required for data entry, technical writing, attendance, or inventory management?

Answer 41: Inventory management is USMC Maximo (USMCmax) and HMMS. Database system is INFADS utilized by Computer Operator III. Attendance will be provided by the contractor.

Question 42: If yes, will training be provided by the government, or is the contractor’s responsibility to train employees on these systems?

Answer 42: Refer to section 6.0 contractor qualifications, education, and experience.

Question 43: How frequently are safety audits and inspections conducted, and what are the reporting requirements?

Answer 43: Government supervisory staff conduct safety walkthroughs weekly. Our government safety specialist conducts a full monthly inspection of all our division areas for compliance. Contract personnel reporting requirements will be to report safety hazards that they identify to government personnel for correction.

Question 44: Does the government already have employees in place for any of the positions outlined in this contract?

Answer 44: Yes, the positions are currently staffed with contractor employees.

Question 45: What is the government’s preferred timeline for full contract execution after award?

Answer 45: 30-days.

Question 46: Can you please provide us with the seniority list of the staff for this contract?

Answer 46: A list of current contractor employees will be provided to the awardee at the time of award.

Question 47: Page 3, Paragraph 3 states that “the contract is currently working at full staff of 15 positions.”

However, Page 21, Section 5.1 identifies fourteen (14) total SCA positions, and the total FTEs listed across the subCLINs also add up to 14. Can you please confirm the total number of FTEs required under this contract?

Answer 47: See Answer 31.

Question 48: Is there a required transition period for the new contractor? If not, are you expecting the proposal to include a recommended transition plan and timeline?

Answer 48: See Addenda to FAR 52.212-1.

Question 49: Page 26, Section 6.1.2.1 references an "initial HMMS for the conference." Can you please clarify what “HMMS” stands for in this context and what the expectations are for this conference?

Answer 49: Hazardous Material Management System

Question 50: Are any contractor personnel required to wear PPE while working in the facilities? If so, will the Government furnish PPE, or is the contractor responsible for providing it?

Answer 50: Yes. Refer to Section 4.5 of the PWS.

Question 51: Besides MAXIMO, is there any other system or platform currently used for hazardous materials documentation, tracking, or reporting?

Answer 51: HMMS. See Section 4.5 of the PWS.

Question 52: If any of the contracted employees listed in the subCLINs are later absorbed into Government roles, would such changes be handled through a mid-year contract modification, or would they only be implemented at the time option periods are exercised?

Answer 52: Sentence has been removed. At this time the Government has no plans to hire any federal civil servant positions.

Question 53: JPAS is referenced in the solicitation throughout paragraph 8.0 Security Requirement. It is our understanding that DISS replaced JPAS. Is JPAS still being used within your organization or is DISS the system you are using?

Answer 53: Defense Information System for Security (DISS) has replaced Joint Personnel Adjudication System (JPAS) and has been updated throughout the solicitation.

Question 54: In paragraph 8.3 Investigations, it is mentioned “The Government Security Manager will process the Trustworthiness NAC. The contract employee shall provide the completed Personnel Security Investigation (PSI) to the Security Manager along with the original signed release statements and applicant fingerprint card (FD87). The responsibility for providing the fingerprint card rests with the Contractor. The Security Manager will review the form for completeness, accuracy and suitability issues and will forward the completed SF85P along with attachments to OPM.” Does the Government Security Manager handle the whole process, or will the Contractor Security Manager handle the whole process?

Answer 54: Based on position requirements. A level T3 or higher requires the contractor security manager to handle whole process.

Question 55: Approximately how long does it take for the CAC being approved? Will the employee need the CAC prior to starting or can they start work during the investigation phase?

Answer 55: (1) Approximately 30 days (2) Will need CAC prior to starting work.

Question 56: Approximately how long does it take for the Trustworthiness NAC? Does an employee need to have this completed prior to the start of work?

Answer 56: Approximately 2 weeks. Yes.

Question 57: Under Submission of Quotes, it mentions 15 positions and in paragraph 5.1 it mentions 14 positions.

Please clarify the number of the positions for this effort.

Answer 57: See answer 31.

Question 58: Do the personnel that work in the HAZMAT area handle any materials that would require a HAZMAT pay differential?

Answer 58: No, these personnel are not responsible for handling hazardous material.

Question 59: Which positions require PPE? Is it the Government or the Contractor’s requirement to provide the

PPE?

Answer 59: See answer to question 50.

Question 60: 5.3 Requires the Production Controller to “Receive, screen, and classify all job orders.” Who generates job orders? Who authorizes the job orders the Production Controller is required to act on? How many job orders were processed at each location during the last fiscal year?

Answer 60: Base tenants generate work requests which are converted to work orders by the Production Controllers.

Contractor site lead and government supervisory staff review, and route work orders once processed by the Production Controllers. Approximately 8,000 work orders were processed by Production Controllers last year;

Government and contractors.

Question 61: What documentation is required to verify the material that the Forklift Driver will be unloading from delivery trucks?

Answer 61: Bill of Lading.

Question 62: What is the DOL Wage Determination and revision that is currently being used on the existing Contract?

Answer 62: The applicable DoL Wage Determination 2015-4467 Rev. 30 is reflected on solicitation and is posted in SAM.gov.

Question 63: On the second paragraph on page 3 of 81 it says, “Contract currently working at full staff of 15 positions. Contract started with 17 positions.” In 5.1 it says “Types of SCA Labor Positions with a total of fourteen

(14) positions. What current position is being eliminated in the new Contract?

Answer 63: 1 stock clerk is being eliminated.

Question 64: 5.1 e. identifies a Forklift Operator (one position), however 5.7 b. states “Operate up to 10-ton motor vehicle to empty recycling containers located at the recycling collection points throughout the base.” Does this require that the “Forklift Operator” needs to be a classified as Job Classification 31362 Medium Truck Driver rather than 21020 Forklift Operator?

Answer 64: See answer 23.

Question 65: Is there currently a Collective Bargaining Agreement covering these employees?

Answer 65: No, but there is an applicable DoL Wage Determination (see answer for question 62).

Question 66: 5.2 states that “Any manning vacancies that remain unfilled after 14 days shall have an invoice offset calculated using the total proposed daily cost (including profit and overhead) for the position left vacant (based on a 30-day month) times the number of vacant days in the billing cycle plus an additional 10% of the cost calculated.” If a vacancy occurs and the Contractor finds a replacement within the 14-day timeframe, will the government be able to process the replacement within the timeframe of 5.2? If not, then will the Contractor still be subject to the invoice offset and penalty set forth in this provision?

Answer 66: No, if the vacancy is filled within the 14-day timeframe the contractor will not be penalized for the time it takes to on-board. “Cycle plus an additional 10% of the cost calculated” has been removed.

Question 67: 5.3 i. Are there published standards or procedures for the number of man hours needed to perform work orders, or does the Production Manager rely solely on their own experience and judgement to determine the number of man hours for each work order along with the start and end dates/times?

Answer 67: This is a Firm-Fixed Price Level of Effort requirement. Refer to Notice to Offerors section.

Question 68: What is the funding for the current contract year?

Answer 68: The current contract is a Firm Fixed Price- Level of Effort contract with a 12-month base period, (3) 12-month option periods, and 6-month option to extend services with an award amount of $5,142,128.40 on 11 Jun 2021.

Question 69: Will this requirement be awarded to one single prime contractor responsible for all positions? Or will it be broken into multiple awards or allow subcontractor partnerships for specific portions such as logistics or technical services?

Answer 69: The Government intends to make a single award.

Question 70: Would the Government consider extending the allowable timeframe for past performance examples demonstrating similar size, scope, and complexity from three years to five years?

Answer 70: No.

Question 71: Could the Government confirm the accuracy of the Item Number listings?

Answer 71: Unclear of the question.

Question 72: Could the Government provide detailed scope of work descriptions and confirm the specific requirements for the following labor categories? (Note: The existing scope of work on pages 4 through 29 does not currently address these specific CLINs.) Base Support Services (Item Nos. 0001, 1001 Option, 2001 Option, and 3001 Option). Installation Environment Support (Item Nos. 0002, 1002 Option, 2002 Option, and 3002 Option).

Production Plant Albany (PPA) Support (Item Nos. 0003, 1003 Option, 2003 Option, and 3003 Option).

Answer 72: See PWS. Scope of Work is in the Performance Work Statement. The CLIN Titles are the sections the workers will be going to and the SubCLINs are the contractor positions.

Question 73: Could the Government clarify the required annual hours per FTE—are they 2080 hours, 1880 hours or 1920 hours?

Answer 73: Refer to 4.3 in the PWS.

Question 74: What is the exact number of positions expected, and what is the process for potential adjustments in staffing levels during the contract period? How will such changes affect the contract pricing or performance?

Answer 74: There are fourteen (14) positions expected. The contractor will demonstrate the process within their Staffing Plan. The Government does not anticipate any adjustments to staffing levels. See Section 5.2.

Question 75: Can you provide a detailed evaluation plan, including the weighting of each evaluation factor (technical capability, past performance, price), and the specific sub-criteria for each factor?

Answer 75: Refer to provision 52.212-2, Evaluation—Commercial Products and Commercial Services.

Question 76: Can you please confirm which executive order we need to use for pricing the benefits- EO 14026 or EO 13658?

Answer 76: Executive Order 14026.

Question 77: Can you provide clarification on Net Amount Ceiling Pricing?

Answer 77: Net Amount Ceiling Price is dealing with the sub/CLINs that are Firm Fixed Price – Level of Effort (FFP-LOE). Not all sub/CLINs are categorized as FFP-LOE.

Question 78: Can you provide further instructions on the formatting requirements for each of the volumes – page number maximums, font, etc.?

The Contractor shall provide the necessary resources and infrastructure” What is the necessary …infrastructure that the Government wants the contractor to provision? We believe the work is to be performed at the MCLB managed buildings and the infrastructure will be provided by the Government. Is our understanding correct, if so, please correct the RFQ.

Question 106: Government Furnished Items (GFI) are mentioned, but it is unclear whether forklifts will be provided as GFP or need to be contractor-furnished. Can the government confirm whether forklifts required for forklift operators will be provided as Government-Furnished Items or if the contractor is responsible for providing them?

Question 107: Can the government confirm whether there are any additional items, beyond the Government Furnished Items (GFI) list, that the contractor is required to procure at its own expense? Question 108: Can the government confirm which accountability system will be utilized for this contract, MAXIMO, GCSS-MC, or another system? If multiple systems are required, please specify their respective functions and integration requirements.

Question 109: Can the government confirm who is responsible for covering the cost of MAXIMO if it is required for contract execution? If the contractor is responsible, will the government reimburse these costs, and if so, under what terms (i.e., direct reimbursement, indirect cost recovery, or other method)?

Answer 109: The Government will be supplying the software.

Question 110: The solicitation requires a transition plan to ensure full performance capability after contract award.

Can the government confirm the required transition-in period, including key milestones, deadlines, and any phase-in/phase-out expectations to achieve full operational capability?

Answer 110: See Addenda to FAR 52.212-1.

Question 111: The PWS defines the general logistics support requirements but does not specify details regarding surge operations or contingency support expectations. Can the government confirm the full scope of logistical services required under this contract, including specific surge or contingency support requirements, response times, and the maximum workload capacity the contractor must be prepared to handle?

Answer 111: Workload remains steady. Government does not expect any surge operations or contingency support. If such support is needed, a contract modification would be required at that time.

Question 112: The PWS references technology and system requirements but does not specify whether integration with existing Marine Corps logistics management systems is required. Will the contractor be required to integrate with existing Marine Corps logistics management systems, and if so, which systems are required? Additionally, if integration is required, will the government provide system access, training, and required licenses?

Answer 112: Not required. See Section 4.5 of the PWS.

Question 113: Can the government confirm if this contract will be priced as Firm Fixed Price (FFP), Cost- Reimbursement (CR), Time & Materials (T&M), or a hybrid structure? If a hybrid, can the government specify which CLINs are associated with each pricing type?

Answer 113: The contract will be a hybrid structure of Firm Fixed Price and Firm Fixed Price Level of Effort contract. Refer to each CLIN in the solicitation for additional information.

Question 114: Are offerors required to submit pricing at the labor category level or at the total task order level?

Answer 114: The contractor is required to submit pricing that the main CLIN level.

Question 115: Can the government confirm the level of detail required in the price breakdown? Specifically, should offerors submit fully loaded labor rates per category, a total monthly or annual price, or another format?

Additionally, are indirect costs (i.e., overhead, G&A, fee) required to be broken out separately or included in a fully burdened rate?

Answer 115: Pricing information will be provided at the CLIN level. The contract will be a hybrid Firm Fixed Price and Firm Fixed Price- Level of Effort requirement.

Question 116: Will software licensing costs be included in a designated CLIN, or must they be accounted for within fully burdened labor rates?

Answer 116: Software is being provided by the Government. Refer to 4.5 of the PWS.

Question 117: Will the government accept contractor-defined assumptions on workload fluctuations or does the government have historical workload data that must be used for pricing?

Answer 117: No historical workload can be provided. Refer to 5.2 PWS contractor minimum staffing level.

Question 118: Can the government provide historical workload data or past contract pricing to allow offerors to develop more accurate cost estimates?

Question 119: Can the government confirm the method of best value tradeoff, will this be a Lowest Price Technically Acceptable (LPTA), Trade-Off, or Best Value selection?

Answer 128: All personnel under current contract are key personnel and the Government prefer to keep the incumbents because they already possess knowledge of the position duties and the installation mission requirements.

Question 129: Can you provide a detailed breakdown of the evaluation factors (e.g., technical approach, staffing plan, past performance, price)? How will technical capability be weighed against price in the evaluation process?

Question 133: Will the Government please indicate if there is a Transition Out period and a Transition Plan from the incumbent? The incoming contractor would need a transfer of information, documents, etc. as part of a transition-out to better ensure a successful transition.

Answer 133: There is no transition plan from the incumbent. Government maintains all records that the incumbents have created during the performance of the existing contract, so the next contract employees will have access to all these files. Refer to Addenda to FAR 52.212-1.

Question 134: Will the government provide a Transition OUT Plan from the incumbent contractor to guide the Transition IN process? Will the incoming contractor receive access to incumbent-developed documentation, including CAD files, PWS drafts, MAXIMO work order histories, and inventory records? Will the government facilitate any interaction with incumbent personnel to support continuity of operations and potential retention?

Question 158: Page 3 of the solicitation states that there are currently 15 staff supporting the contract. What position is being eliminated?

Question 159: Which labor category currently serves as the onsite Lead/Project Manager?

Question 160: Is the contractor required to provide PPE for the staff?

A capability statement/performance plan that demonstrates their ability to provide the required service in the solicitation. The offeror should address their experience providing this type of service and any other relevant information. A mere statement that the offeror “will meet the Government’s requirement” is insufficient. The offeror must demonstrate how it will meet the requirement. Do not reiterate the objectives or reformulate the requirements specified in the solicitation.

Quotes must be in three volumes and there is no page limit to the volumes:
