Questions and Answers for Shop Rag Laundry Service
Q1) “Dimensions of rag minimum/maximum size 12 inches x 20 inches (any combination of these sizes is acceptable).” Could you confirm if this means that you would accept different sizes such as 12x12 or 16x16 as long as they don’t fall below 12 inches and 20 inches respectively?
A1) The government requires 18 inches wide x 18 inches long. See bold in section 3.0 of Performance Work
Statement (PWS).
Q2) How should we calculate the unit price?
A2) Provide unit pricing inclusive of all costs.
Q3) Should the unit price be for a total of 8000 rags?
A3) No. The requirement is for 2000 rags to be on hand at any one time.
Q4) Pages 3-4 of SF1449 mentions 3 item numbers (0001, 1001, and 2001). Can you please provide clarification on what’s these 3 items are specifically and the way in which your department would like the quote broken down?
A4) Each contract line item (CLIN) (0001, 0002, and 0003) represents a different period of performance. This requirement is for a base year (12 months) and two (2) 12-month option years.
Q5) Would you like the quote based on the total cost per unit (2,000 units) per week, month, or year?
A5) The contract requires monthly pricing.
Q6) Do you want quote for the rental, cleaning, replacement and picking/delivery itemized or just as a total cost per unit for all charges for the specified period?
A6) No. See A2 for response.
Q7) Is there an incumbent awardee and would you be able to share with me the contract award amount or desired budget for this request?
A7) There is no current contract.
Q8) Page 6 mentions “Additional and/or different delivery sites (not to exceed a total number of 6 each additional) which do not result in or require an increase in the original contract quantity of shop rags.” Please advise if all of these potential sites would be located on the MCAS or if this would require our delivery team to potentially deliver to 6 different air stations outside of MCAS.
A8) There is only one drop off/pick-up location.
Q9) Do you require the laundered rags to be delivered in any particular style (folded, stacked in certain quantities, etc.)?
A9) Laundered bags are to be delivered, stacked, and bundled in batches of 100 each.
Q10) Per page 4, we have noted the request for the shop rags to be a minimum/maximum of 12 inches x 20 inches.
We have a 14x14 model available (100% cotton, shop rag, all white) and want to confirm this is acceptable/desirable size.
A10) No. The required size of the shop rags is 18 inches wide x 18 inches long.
Q11) Next size up would be 18x18. We want to confirm this an acceptable/desirable size.

5.0 SPECIAL ADMINISTRATIVE INFORMATION AND SERVICES
5.1 Drug Detection Procedures
Pursuant to Marine Corps policy applicable to both Government and Contractor personnel, measures will be taken to prevent the introduction and utilization of illegal drugs and related paraphernalia into
Government work areas.
In furtherance of the Marine Corps' drug control program, unannounced periodic inspections of the following nature may be conducted by installation security authorities:
a. Random inspections of vehicles on entry or exit, with drug detections dog teams as available, to eliminate them as a safe haven for storage of or trafficking in illegal drugs.
b. Random inspection of personnel possessions on entry or exit from the installation.
When there is probable cause to believe that a contractor employee onboard a Marine Corps installation has been engaged in use, possession, or trafficking of drugs, the installation authorities may detain the employee until the employee can be removed from the installation or can be released to the local authorities having jurisdiction.
Trafficking illegal drug and drug paraphernalia by Contractor employees while on a military vessel/installation may lead to possible withdrawal or downgrading of security clearance, and/or referral for prosecution by appropriate law enforcement authorities.
The Contractor is responsible for the conduct of employees performing work under this contract and is, therefore, responsible to assure that employees are notified of these provisions prior to assignment.
The removal of Contractor personnel from a Government vessel or installation as a result of the drug offenses shall not be cause for excusable delay, nor shall such action be deemed a basis for an equitable adjustment to price, delivery or other provision of this contract.
5.2 Administrative or Technical Assistance
Government representatives are provided below. These individuals will be available for answering
Contractor employee questions and providing administrative or technical assistance as required.
Contract Administrator: Tammie Cassell, tammila.cassell@usmc.mil, 910-451-6357

6.0 HAZARDOUS WASTE
Typically, towels used in these areas have the potential to be contaminated with a variety of petroleum-based products, oils, greases, cleaning solvents and paints as well as by-products of lead, cadmium, and chromium. Further, dirty shop rags are expected to be laundered or cleaned in a manner that optimizes reuse/recycling but not for the sole purpose of avoiding disposal as a hazardous waste which is a violation of federal and state environmental laws. Periodic inventory of shop rags will be performed by the contractor (minimum four times each year) to verify contract award quantity is on hand and correct.
Contractor must fully comply with all applicable federal, state and local environmental regulations regarding any handling, transport, recycling and /or disposal of all dirty and/or used shop rags delivered to or removed from MCAS Beaufort.

Contractor shall make every reasonable effort to accommodate changes in quantity or delivery locations due to changing mission requirements. Additional and/or different delivery sites (not to exceed a total number of six each additional) which do not result in or require an increase in the original contract quantity of shop rags shall not incur any additional expense to the government.
