PERFORMANCE WORK STATEMENT

PERFORMANCE WORK STATEMENT

1.0 OBJECTIVE

Provide squadrons aboard Marine Corps Air Station (MCAS), Beaufort with weekly delivery of laundered shop rags. The base will require approximately 2000 rags delivered and cleaned each week.

The contractor shall furnish all personnel, equipment, transportation, and supplies necessary to provide laundry rental services, including pickup and delivery for Marine Corps Air Station, Beaufort, SC.

2.0 BACKGROUND

Squadrons utilize all items for various mechanical operations. These operations include, but are not limited to, motorized vehicle maintenance (trucks, tanks, cars, etc.). Items to be laundered could be exposed to chemicals and/or agents such as petroleum-based products, paint, oil, grease, metals, plastics or other foreign materials.

3.0 SCOPE

Contractor shall provide rental and cleaning of shop rags. The towels shall be laundered and dried by the best commercial practices and shall be free of paint, oil, grease, metal, plastics, or other foreign materials and shall have no objectionable odor. The initial supply of new rags will be 2000 each.

Soiled rags shall be swapped weekly on a one for one basis with new and/or cleaned rags.

*The minimum amount of soiled rags to be swapped out each week is one (1).

*The maximum amount of soiled rags to be swapped out each week is 2000.

The replacement quantities should be estimated, not to exceed 10% of the total quantity without prior authorization of the Contracting Officer, such replacement costs should be included in the monthly fee.

Rags which may be classified as Hazardous waste or contain hazardous materials which has been generated by the Government shall be the responsibility of the Contractor to dispose and/or clean, in accordance with legal and/or regulatory requirements.

Any missing towels and their cost-of replacement must be determined and documented by the contractor. This information will then be provided to the designated government contracting personnel and Natural Resources and Environmental Affairs Office (NREAO) individual (POC) as listed. Inventory must be verified by designated station personnel to ensure contractor compensation.

Rags shall meet the basic specifications listed below:

1) Dimensions of rag minimum/maximum size 12 inches x 20 inches (any combination of these sizes are acceptable).

2) Rag shall be made of cotton (free of lint).

3) The rags shall be free of holes, not torn, nor shall they be frayed or have tattered edges.

4) Rags shall be white.

4.0 PLACE OF PERFORMANCE, HOURS OF OPERATION, AND PERIOD OF PERFORMANCE

4.1 Place Of Performance

Shop rags will be delivered Tuesday of each week to the Environmental Office, Building 1205. Deviation must have prior approval from NREAO POC. In no case shall shop rags not be delivered once per week. In the event scheduled delivery date falls on or is impacted by a military/civilian holiday, the contractor must reschedule the delivery for a day later in the same week coinciding with or shortly after the scheduled return of personnel from holiday leave. This provision is to ensure personnel are routinely available at the delivery site to receive/exchange that particular week's shop towel delivery.

4.2 Hours of Operation

Work Schedule: The normal work week is Monday through Friday 0730-1600.

Holidays: For purposes of scheduling work the Contractor is advised that access to the Government installation may be restricted on Federal holidays:

Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day

Unauthorized Work Performance: Under no circumstances shall the contractor obligate any additional expense to the government outside the scope of work specified within this contract without the express written approval received in advance from the contracting officer or his designated representative.

4.3 Period of Performance

The resultant contract will include a Base Period of 12 months and two (2) 12-month option periods to be exercised at the Government's discretion.

Base Period: 21 May 2024 through 20 May 2025

Option Year 1: 21 May 2025 through 20 May 2026

Option Year 2: 21 May 2026 through 20 May 2027

5.0 SPECIAL ADMINISTRATIVE INFORMATION AND SERVICES

5.1 Drug Detection Procedures

Pursuant to Marine Corps policy applicable to both Government and Contractor personnel, measures will be taken to prevent the introduction and utilization of illegal drugs and related paraphernalia into

Government work areas.

In furtherance of the Marine Corps' drug control program, unannounced periodic inspections of the following nature may be conducted by installation security authorities:

a. Random inspections of vehicles on entry or exit, with drug detections dog teams as available, to eliminate them as a safe haven for storage of or trafficking in illegal drugs.

b. Random inspection of personnel possessions on entry or exit from the installation.

When there is probable cause to believe that a contractor employee onboard a Marine Corps installation has been engaged in use, possession, or trafficking of drugs, the installation authorities may detain the employee until the employee can be removed from the installation or can be released to the local authorities having jurisdiction.

Trafficking illegal drug and drug paraphernalia by Contractor employees while on a military vessel/installation may lead to possible withdrawal or downgrading of security clearance, and/or referral for prosecution by appropriate law enforcement authorities.

The Contractor is responsible for the conduct of employees performing work under this contract and is, therefore, responsible to assure that employees are notified of these provisions prior to assignment.

The removal of Contractor personnel from a Government vessel or installation as a result of the drug offenses shall not be cause for excusable delay, nor shall such action be deemed a basis for an equitable adjustment to price, delivery or other provision of this contract.

5.2 Administrative or Technical Assistance

Government representatives are provided below. These individuals will be available for answering

Contractor employee questions and providing administrative or technical assistance as required.

Contract Administrator: Tammie Cassell, tammila.cassell@usmc.mil, 910-451-6357

Government POC: To be provided at time of award.

5.3 Security Forms

The Government will provide the sponsorship form to the Contractor to apply for base flight line access.

The Government will assist the Contractor with acquiring any personnel passes, identification cards and vehicle permits needed in the performance of this contract.

6.0 HAZARDOUS WASTE

Typically, towels used in these areas have the potential to be contaminated with a variety of petroleum-based products, oils, greases, cleaning solvents and paints as well as by-products of lead, cadmium, and chromium. Further, dirty shop rags are expected to be laundered or cleaned in a manner that optimizes reuse/recycling but not for the sole purpose of avoiding disposal as a hazardous waste which is a violation of federal and state environmental laws. Periodic inventory of shop rags will be performed by the contractor (minimum four times each year) to verify contract award quantity is on hand and correct.

Contractor must fully comply with all applicable federal, state and local environmental regulations regarding any handling, transport, recycling and /or disposal of all dirty and/or used shop rags delivered to or removed from MCAS Beaufort.

Contractor will make provision on weekly delivery invoices for signature and receive such signature by appropriate government personnel and/or employee at the Environmental Office prior to contractor departure from MCAS Beaufort.

Any problems encountered by the contractor completing delivery of shop rags must be immediately reported to the NREAO department POC designated.

Contractor shall make every reasonable effort to accommodate changes in quantity or delivery locations due to changing mission requirements. Additional and/or different delivery sites (not to exceed a total number of six each additional) which do not result in or require an increase in the original contract quantity of shop rags shall not incur any additional expense to the government.

7.0 BASE ACCESS

Contractors, and/or delivery drivers, must have in their possession: the contract number, delivery/service address, and sponsor’s contact information in order to gain initial access to the base.

(9) Acknowledgment of Solicitation Amendments;

(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and

(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.

(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with FAR subpart 4.10), or alternative commercial products or commercial services for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.

(f) Late submissions, modifications, revisions, and withdrawals of offers:

(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.

(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--

(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or

(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or

(C) If this solicitation is a request for proposals, it was the only proposal received.

(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the

Government, will be considered at any time it is received and may be accepted.

(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent

Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.

Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.

(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.

(i) Availability of requirements documents cited in the solicitation.

The Offeror also shall enter its Electronic Funds Transfer (EFT) indicator, if applicable. The EFT indicator is a four-character suffix to the unique entity identifier. The suffix is assigned at the discretion of the

Offeror to establish additional SAM records for identifying alternative EFT accounts (see FAR subpart 32.11) for the same entity. If the Offeror does not have a unique entity identifier, it should contact the entity designated at www.sam.gov for unique entity identifier establishment directly to obtain one. The Offeror should indicate that it is an offeror for a Government contract when contacting the entity designated at www.sam.gov for establishing the unique entity identifier.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government price. The following factors shall be used to evaluate offers: (1) Technical Capability; (2) Period of Performance; (3) Price.

BASIS OF AWARD: Award will be based on price.

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.

Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
