ANSWERS TO VENDOR QUESTIONS
Question #1: Please confirm that you are looking for only 2 simulators with no motion platform ?
Answer #1: The Government requires three simulators, please refer to the Performance Work Statement (PWS) for details. The government has no requirement for a motion platform.
Question #2: What type of forklift is it for? counterbalanced?
Answer #2: Counterbalanced.
Question #3: Any needs for other training modules in the future? We provide over 15 modules available on the same simulator.
Answer #3: Future training modules are not a requirement of this contract. The government has a requirement to provide the simulations list on page 5 of the solicitation.
Question #4: Could you please clarify CLIN #0004 and CLIN #0005 - There is not enough information on what these two are.
Answer #4: CLIN 0004 is for a training aid that will be shipped to Beaufort, South Carolina. All the salient characteristics are listed on pages 5 through 7 of the solicitation, and in the Performance Work Statement.
CLIN 0005 is the cost of shipping to Beaufort, South Carolina.
Question #5: Is Virtual Reality (VR) absolutely necessary, considering COVID and hygienic concerns?
Answer #5: Yes VR is required.
Question #6: You mention 24/7 technical support - however there is no timeframe of said support - could you clarify exactly everything your looking for in terms of support?
Answer #6:
Duration and nature of support? The duration of the support shall be consistent with generally accepted practices, which is typically one year, unless otherwise specified or extended by agreement. The government expects the VR Forklift Simulation System to come with technical support. The support can be provided remotely via email, telephone, or VTC.
Software updates included? The type of software support must include: menu navigation help, software debugging, understanding and resolving system errors, resetting software to operating mode.
Hardware warranty included? The government expects the vendor to honor manufacturer’s warranties on all hardware and to repair or replace hardware that fails under normal use.
The following have been modified:
PERFORMANCE WORK STATEMENT
1.0 BACKGROUND: This Performance Work Statement (PWS) defines the requirements for the Forklift
Simulators that will be delivered to Marine Corps Logistics Base Albany, GA; Marine Corps Support Facility
Blount Island Command, FL; and Marine Corps Air Station Beaufort, SC.
2.0 SCOPE OF WORK: This is a non-personal services contract to provide stand-alone Virtual Reality
(VR) Forklift Simulators. The government shall not exercise supervision or control over the contract service providers performing the services herein.
3.0 REQUIREMENT: Contractor shall provide forklift simulators that meet the salient characteristics included in this solicitation. This requirement has specific delivery, installation and training requirements identified in paragraphs 4.0 and 5.0 below.
4.0 DELIVERY: Contractor will coordinate delivery with the designated point of contact, to be prvoided upon contract award, for each facility as follows:
-Marine Corps Logistics Base Albany, GA.
-Marine Corps Support Facility Blount Island Command, FL.
-Marine Corps Air Station Beaufort, SC.
5.0 INSTALLATION: (Marine Corps Logistics Base Albany, GA only) The contractor will be responsible for uncrating, unpacking, assembly, connecting cables and installation of the VR Forklift Simulator only at MCLB
Albany. Installation shall include the assembly, mounting, installation and software configuration of all equipment.
5.1 All materials and accessories shall be installed in accordance the industry standards and manufacturer’s written instructions.
5.2 The contractor shall provide all documentation, user guides, maintenance, operations and administrative manuals to the Government.
5.3 The contractor will provide the preventive maintenance, warranty replacement, firmware upgrades, software support and replacement of defective equipment for up to one year at the time of installation.
5.4 The contractor shall provide unlimited telephone support and Email support 24-hours a day, 7 days a week
Monday through Friday 0900-1700, Pacific Standard Time. The contractor shall not be required, except in case of emergency, to furnish services on Federal Holidays.
6.0 TRAINING. Training shall be conducted at Marine Corps Logistics Base Albany, GA only.
6.1 The contractor shall provide an authorized and proficient technical representative to deliver requisite training
For the VR Forklift Simulator in accorandance with industry standards.
6.2 Government personnel participating in the training will be from Marine Corps Logistics Base Albany, GA;
Marine Corps Support Facility Blount Island Command, FL; and Marine Corps Air Station Beaufort, SC.
6.3 The contractor shall not use Government facilities or other Government property for personal or other business not related to this contract.
6.4 The Government reserves the right to restrict the performance of this contract by any individual who is identified as a potential threat to the health, safety, security, general well-being, or operational mission on the installation and its population.
6.5 Sepcific training objectives are as follows:
6.5.1 Review of printed documentations to include all user guides, maintenance, operations and administrative manuals.
6.5.2 Describe and demonstrate how to properly operate and shut down the VR Forklift-Simulator.
6.5.3 Describe and demonstrate how to provide VR Forklift-Simulation training to include software menu navigation.
6.5.4 Troubleshooting the VR Forklift Simulator to return to an operational condition.
6.5.5 Share knowledge and best practices to conduct forklift simulation training.
6.5.6 Describe and demonstrate required preventive maintenance of all components.
6.5.7 Demonstrate how to properly clean and sanitize the components for healthful use.
6.5.8 Answer any questions related to the VR Forklift Simulator.
6.5.9 Conduct this training and remain available up to 6 hours in a single business working day.
6.5.10 Delivery will be made during normal business hours.
7.0 Support Requirements.
7.0.1 The duration of the support shall be consistent with generally accepted practices, which is typically one year, unless otherwise specified or extended by agreement. The government expects the VR Forklift Simulation System to come with technical support. The support can be provided remotely via email, telephone, or VTC.
7.0.2 Software updates. The type of software support must include: menu navigation help, software debugging, understanding and resolving system errors, resetting software to operating mode.
7.0.3 Hardware warrant. The government expects the vendor to honor manufacturer’s warranties on all hardware and to repair or replace hardware that fails under normal use during the manufacturer’s warranty period.
8.0 BASE ACCESS: Due to COVID-19 DBIDS access/applications are limited.
8.1 Contractors and or Delivery drivers must have in their possession: their contract number, delivery address and sponsors contact information in order to gain initial access to the base. The Government POC will be provided at time of award.
8.2 Contractors must be registered in the Defense Biometrics Identification System (DBIDS). It is the
Contractors responsibility to ensure all their employees and or subcontractors are properly registered within
DBIDS.
8.3 DBIDS credentials will be valid for the duration of your contract, not to exceed three years; however, re-vetting of individuals' information will occur each year.
8.4 Contractors requiring access for over 60 days will receive a credential valid for up to one year.
8.5 Contractors requiring access for less than 60 days will receive a temporary paper pass.
8.6 Contractor Common Access Card (CAC) Eligibility: Contractor personnel authorized CAC's are exempt from DBIDS enrollment.

9.0 CONTRACTOR'S UNAUTHORIZED WORK PERFORMANCE. The Contractor shall not Perform work that deviates from contract requirements and specifications. If the Contractor deviates from contract requirements and specifications without approval of the CONTRACT ADMINISTRATOR/OFFICER, such deviation shall be at the risk of the Contractor and any cost related thereto shall be borne by the Contractor.
