CLAUSES INCORPORATED BY FULL TEXT
52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014) (TAILORED)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
This Request for Quotation and subsequent order is set-aside exclusively for only those authorized FLC Navy Blanket Purchase Agreement holders within the Eastern and Western Region. Quotes from other than these vendors will not be considered.
BASIS OF AWARD. Award will be made on the basis of Best Value with price an other factors considered.
EVALUATION. The Government intends to make a single Firm Fixed Price award to satisfy this requirement. Award will be made to the vendor whose proposal represents the best value to the Government based on (1) vendor’s ability to meet technical specifications and delivery, (2) price, and (3) past performance.
1. Technical: Demonstrate the ability and capability to provide all items and service in accordance with the Performance Work Statement and Line Item Descriptions. The quote shall have all pertinent information in sufficient detail to provide the evaluators a clear understanding of the vendor’s ability to meet the technical requirements of this solicitation. It is the responsibility of the vendor to present enough information to allow the items to be meaningfully evaluated without discussions.
(2) Delivery: The Government requires delivery and installation within 90 Days After Receipt of the Award. Clearly state the delivery time after receipt of the award.
1. Price: All quotes must be the Contractor’s Best Pricing. Quoters shall provide pricing for each Contract Line Item Number (CLIN) to include the unit price and extended price.
1. Past Performance: Quoter shall submit “Past Performance Information.” Information provided in the quote shall include similar contracts with Federal, State and local governments, as well as commercial businesses. Similar contracts are defined as those similar in scope, magnitude, and complexity to this procurement. The Government will also check past performance via Federal Awardee Performance and Integrity Information System (FAPIIS).
The Government will evaluate the quoter’s, and (if applicable) its principal subcontractors’ demonstrated past performance within the last three (3) years in delivering quality products/services and in meeting requirements on similar programs. The currency and relevance of the information, source of the information, context of the data, and general trends in contractor’s performance, quality, service, schedule and customer satisfaction will be considered. The degree to which the quoter can demonstrate that it has successfully applied continuous systematic improvement to resolve past performance problems will be evaluated. Problems not addressed by the quoter will be considered to still exist.
References other than those identified by the quoter may be contacted by the Government and used in evaluating the quoter’s past performance. Past performance is an indicator of how current and/or previous customers assess contractor performance under a specific contract performed for them and address the full range of all functions required to make any contractual relationship work. Successful past performance indicates that a contractor understands and has the resources to successfully execute a contract; however, it does not necessarily mean a contractor has the resources and skills necessary to perform the specific work requirements of this solicitation.
In the case of a quoter without a record of relevant past performance or for whom information on past performance is not available, the quoter may not be evaluated favorably or unfavorably on past performance. Quoters without a record of relevant past performance will receive a neutral rating.
Submission Requirements for Contractor Past Performance Reference Form. Quoters shall furnish with their quotation at least three (3) past performance references for contracts which required the same or similar type services using the format attached to the RFQ, entitled Contractor Past Performance Reference Form. Quoters shall provide all the information designated for the Contractor Past Performance References on the form provided for contracts which have been completed or terminated within the last 3 years. This office will send a Past Performance Questionnaire Form to each referenced agency. Make sure your reference information is up to date. Do not give the name of references unless you have made sure that the individual can be reached at the referenced telephone number, e-mail address, and postal address that you have provided.
Quoters shall provide literature and description of all quoted items/service. A statement that the quoter will meet the Government’s requirement is NOT sufficient.
SUBMISSION REQUIREMENTS.
QUESTIONS. Questions related to this RFQ shall be received by the Contracting Department by Monday, April 27th, 2020 12PM Eastern. Responses to questions will be provided via Amendment to the RFQ.
SUBMISSION OF QUOTES.
