ANSWERS TO QUESTIONS 20200326
Question #1: Are we interpreting the solicitation properly when it says we have 48 hours to make repairs? Does that mean we have to diagnose within that time frame, or does that mean we have to have everything
Operational within 48 hours? I have this question because that impacts the decision on purchasing equipment upfront, so we have it on hand or if we are able to order it as needed.
Answer #1: The standard is repairs must be completed in the 48 hour time frame. However, in some instances such as major part replacement (i.e, items that must be ordered), this time frame may be flexible. In these instances the flexibility with the timeframe will be based on: impact to mission, nature of the repair, and lead time to get the piece of equipment.
Question #2: My other concerns would be our ability to get some of these products, as we know the lifespan of some of this product has passed. Manufacturers have upgraded technology etc and if that is the case, are we responsible for the upgrade to make the newer model work with the other older equipment? Reprogramming etc?
Answer#2: If a piece of equipment is required to be replaced the vendor will: (1) be responsible for any upgrades,
(2) be responsible for reprogramming necessary to make the newer model work effectively with the older equipment.
The following have been modified:

In these instances the flexibility with the timeframe will be based on: impact to mission, nature of the repair, and lead time to get the piece of equipment.

3.0 QUALITY CONTROL
3.1. A Contracting Officer’s Representatvie (COR) will utilize the Government's Quality Assessment Program
(QASP) and may evaluate the contractor's performance any time during the duration of this contract. The COR will record all assessment observations. When observation indicates defective performance, the COR will require the contract manager to provide a representative at the site to initial the observation. This initialing of observations does not necessarily constitute concurrence with the observation; only acknowledgement that he or she has been made aware of the defective performance. If performance defects are identified and validated by the COR, the contractor shall be provided the opportunity to re-perform. Disputes between the COR and contractor personnel over performance standards shall be referred to the contracting officer for final determination. The government reserves the right to inspect tasks not shown on the Service Summary.
3.2. Acceptable Performance: Acceptable performance is achieved when performance meets or exceeds the minimum contract performance standard(s).
3.3. Unacceptable Performance. Exists when the contractor does not meet the minimum contract performance standard(s). Re-performance of unacceptable services at no additional cost to the government is the preferred course of action when appropriate.
3.4. Unacceptable performance re-performed by the contractor and acceptable to the COR will not be considered a defect. However, unacceptable performance not corrected with the specified time frame or re-performed and still considered unacceptable by the COR will be considered a "defect". When defect(s) in service(s) cannot be corrected by re-performance, the government may reduce the contract price to reflect the reduced value of the service(s) performed and require the contractor to take the necessary action to ensure future performance conforms to contract requirements.
3.5. Re-performance. When service performed does not conform to contract requirements, the contractor shall re-perform the service in conformity with the contract specifications at no additional cost to the Government. Re-performance of the services shall commence immediately upon notification by the COR. Contractor shall have a sufficient workforce dedicated to ensure corrections are accomplished by the time frame specified by the contracting officer's representative without degradation of normal services.

USMC has security responsibilities.
6.2 The contractor shall be responsible for safeguarding all government property provided for use. At the end of each work period, all government facilities, equipment, and materials shall be secured. 9.0 BASE ACCESS
9.1 Marine Corps Installations across the region have transitioned to a new Government-owned access control system called Defense Biometric Identification System (DBIDS).
-New contractors requiring access for over 60 days will receive a credential valid for up to one year.
-New contractors requiring access for less than 60 days will receive a temporary paper pass.
More information on DBIDS can be accessed by current CAC holders at https://dbids.dmdc.mil/#!/resources. If you are a new contractor seeking enrollment into DBIDS, please contact the Pass/ID office at 229-639-5100.
