M6700119Q1251 Purchase, Delivery and Installation of 4 (four) ITW ASE Model 2400 (Brand Name) aircraft power converter system or equal Solicitation M6700119Q1251 Questions Received and the Government’s Response

Q1. Installation of new equipment is required as part of the solicitation. Will there be an opportunity for a site visit?

Gov’t response: No site visit offered at this time. New equipment will be installed in an enclosed aircraft hangar on a concrete floor.

Q2. Paragraph 3.1 Essential Characteristics is confusing in describing the output requirements. Is this a single output power supply at 270 volts dc or is it a dual output power supply with both 400 hz and 270 volts dc? See paragraphs 3.1.1.2 and 3.1.1.3.

Gov’t response: This is a dual output power supply with 400 hz AC and 270 volts DC outputs.

Q3. Paragraph 3.1.3 Weight provides weight for both a fixed unit and a mobile unit. Since installation is required are we correct to assume this unit is not mobile?

Gov’t response: This unit will NOT be mobile.

Q4. The way this is written, it looks like you’re looking for a project manager/general contractor to oversee this project. We only manufacture the equipment and aren’t equipped to oversee a project like this. Would you be interested in a quote for our products only?

Gov’t response: The Government’s requirement requires the contractor to deliver, install, startup, and provide training for the power converters.

Q5. There’s no mention of input or output cables or a stand for the converters. Are any of those required? If so, please provide specifics.

Government Response: input/output cables are required and converters shall be installed as required by manufacturer’s installation instructions/requirements. See attachment for revised Purchase Description in regards to input/output cables.

Q6. I need more information for the installation portion for this project. What building number, where and what panelboards are they feed from and what are they feeding? Please let me know how to proceed.

Government response: This is a Bldg. 188 expansion site. No site visit will be offered. Installation will be in an enclosed aircraft hangar on a concrete floor. Electrical connections to include disconnects will be ready and available at install site. No licensed electrician is necessary. Electrical install will be your technician placing existing power wires (Pigtail) into the input power lugs of your equipment, and tightening the wires in place.

Q7. Upon reviewing the RFQ, this solicitation requires installation, which would be performed by a local licensed electrical contractor. We do not see a site visit scheduled to review the installation and request one be granted allowing bidders to review along with a local electrical sub-contractor.

Government response: No site visit will be offered.
