52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014) (TAILORED)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Contracting Department, Marine Corps Installations East-Marine Corps Base, Camp Lejeune, NC, is issuing

Request For Quotation (RFQ) M67001-18-Q-1003 to procure uniform rentals and laundering services. This procurement is conducted in accordance with FAR Part 12 (Acquisition of Commercial Items) utilizing Simplified

Procedures For Certain Commercial Items (Subpart 13.5).

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

This procurement is for the rental and laundering of High Voltage Uniforms. The proposed acquisition is

UNRESTRICTED. The associated North American Industrial Classification System (NAICS) code for this requirement is 812332. The industry description for this NAICS code is Industrial Launderers. The size standard for this NAICS is $38.5 million.

Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-86, effective

February 19, 2017 and DFARS Change Notice (DCN) 20161222, effective December 22, 2016.

BASIS OF AWARD: Award will be made to the Lowest Price Technically Acceptable (LPTA) quote.

EVALUATION: The Government intends to make a single Firm Fixed Price award to satisfy this requirement on an “all or none” basis. Award will be made on the initial evaluation of quotes received in response to this RFQ.

Therefore, quoters are cautioned to ensure that initial quotes contain your best terms from a technical and price standpoint. The following factors will be used to evaluate quotes:

TECHNICAL ACCEPTABILITY: Evaluated in accordance with solicitation requirements to meet or exceed brand name or equal salient characteristics. The vendor must demonstrate how it will meet the delivery requirement; a mere statement indicating the vendor will meet the government’s requirements will be deemed unacceptable.

DELIVERY: Your quote must clearly state the ability to meet the government’s required delivery date of 30 days

ADC.

PRICE: All quotes must be the Contractor’s Best Pricing. The Government intends to evaluate quotes and award a contract without discussions with vendors. Vendors should not expect requests for clarification or additional information from the Government. Therefore, the vendor’s initial quote should contain the vendor’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions with vendors if later determined by the Contracting Officer to be necessary and in the best interest to the Government. The

Government may reject any or all quotes if such action is in the public interest; and may waive informalities and minor irregularities in quotes received. Quoters shall provide pricing for each Contract Line Item Number (CLIN).

SYSTEM for AWARD MANAGEMENT: Offerors must be registered in the System for Award Management

(SAM) database. Information on registering in SAM may be obtained by contacting Mrs. Crystal Turner by email at crystal.turner@usmc.mil or by telephone at (910) 451-3071.

WIDE AREA WORKFLOW – RECEIPT AND ACCEPTANCE: As a condition of receipt of any resulting order, the Contractor agrees to implement the Department of Defense (DOD) web-based application. Information on registering in SAM may be obtained by contacting Mrs. Crystal Turner by email at crystal.turner@usmc.mil or by telephone at (910) 451-3071.

SUBMISSION REQUIREMENTS: Quotes submitted in response to this RFQ shall include:

Quotes related to this RFQ shall be received by the Contracting Department by the date and time indicated in block

8 on the front page of the solicitation to be considered for award. The information submitted shall be clear and legible (Note: repetitively copied data loses its clarity and legibility.) LATE QUOTES WILL NOT BE

CONSIDERED.
