SPECIFICATIONS
Item(s) Requested: Weapons Storage.
Installation: This request includes equipment installation.
Specifications: MCAS New River MALS-26 Armory needs a high-density mobile weapons storage system. The system will house the following weapons: GAU 21s, GAU 16s, GAU 17s, and M240 machine guns. Specially designed weapons inserts are necessary to protect the barrels, firing mechanisms, and weapon housings. The inserts must be of solid non-marring wear resistant high-density polyethylene (HDPE) material that can be molded in the field as necessary.
Rails: The rails shall consist of a structural aluminum extrusion with built-in, anti-tip grooves fitted with a ¾-inch square steel bar. The rail joints shall overlap, interlock, and be pinned together. The rail extrusion must have a flange on each side, which allows the system floor to be fastened directly to the rail. The rail shall be level. The rail shall be grouted and anchored to the building floor. (A one-piece rail with tongue and groove splices offering only vertical alignment is unacceptable)
Floor: The system floor shall consist of five-ply ¾-inch tongue and groove plywood that rests on, fastens to the rail extrusion, and anchors to the building floor. The system floor shall be level. A 19-inch transition ramp made of the same material as the floor and laminated with 1/8-inch-thick bright finish aluminum tread plate is necessary to transition from the existing floor to the elevated system floor to meet the ADA requirement of one-inch rise in twelve inches of run. (Plywood without tongue and groove joints or particleboard is unacceptable.) (Floor covering will be commercial grade VCT.)
Carriages: The carriage frames shall be jig welded, high strength, and lightweight aluminum extrusions providing a noncorrosive frame with 1000 pounds per foot weight capacity. All wheel housings shall consist of a one-piece structural extrusion welded directly over the wheels and bearings allowing the carriage load to be distributed directly to the bearings and wheels. Each wheel section must support a minimum load of 7000 pounds. (Formed steel carriages, two-piece wheel housings, and side-mounted bearings are unacceptable.)
Wheels: The wheels shall be five-inch diameter dual flanged guide wheels of machined solid steel. All drive wheels shall mount on a one-inch solid steel shaft between two permanently sealed and lubricated ball bearings. All wheels on the carriage shall connect to a one-inch solid steel line driveshaft running the length of the carriage. All mechanical parts, including bearings and wheels, shall be replaceable without modifying, removing, or unloading of carriages. (Carriages not driven at every rail are unacceptable.)
Stationary Platforms: The stationary platforms shall be of the same construction as the carriages and be fastened to the system rails to provide a secure and unified Weapons Storage System.
End and Back Panels: The exposed carriage end and back panels shall be powder coated steel panels. All end panels shall sit on, interlock with the carriage and platform extrusions, and fasten to the shelving. (End Panels not interlocking with the carriage and platform frame and non-structural panels are unacceptable.)
Crank Assemblies: The crank assemblies shall consist of a ¾-inch drive shaft fitted with a drive sprocket mounted between two permanently sealed and lubricated ball bearings fitted in welded aluminum housings and mounted to a structural face panel. Crank assemblies shall accept three spoke ergonomic handles of powder coated aluminum construction equipped with three rotating soft rubber knobs. Knobs are to have bronze bearings for smooth operation. The crank assembly shall be mounted at the height of 40 inches above the system floor to meet ADA regulations. The drive chain for the crank assembly shall be adjustable without removing end panels or requiring the use of special tools. (Crank Assemblies using bronze or non-sealed ball bearings and plastic ergonomic handles are unacceptable) The carriage gear ratio shall be 5000 to 1.
Triple Lock System: The weapons storage system shall be designed to comply with the security specifications of
Marine Corps Order 5530.14A, “Marine Corps Physical Security Manual.” (Carriage safety locks mounted to the crank handles are unacceptable.)
Weapons Racks: The weapons racks shall be made from a solid non-marring wear resistant high-density polyethylene (HDPE) material. (Steel supports and components with rubber coatings and plastic or rubber guards that can bend, break, fall off, or wear away are unacceptable.)
Barrel Supports: Barrel supports shall be machined from one piece of solid HDPE material having no guards or coatings to fall off or wear away. The GAU 21s, GAU 16s, GAU 17s, and 240 machine guns require specialized barrel supports.
Large Weapon Storage: The system shall be capable of storing large weapons and have racks ranging from 36 to
48 inches wide. All racks shall be 12 inches deep. The weapons racks shall be designed to store one barrel and one support equipment bag directly behind one gun and have the capability for one lock to secure each set of two barrels and one gun. (Storing barrels beside the weapons or separate from the gun is unacceptable.)
Weapon Rack Open Uprights: The open uprights shall be of 18-gauge cold rolled steel.
Weapon Rack Closed Uprights: The closed uprights have the same specification as open uprights except the 18 gauge spacers are replaced by welding a 24-gauge closure sheet with an offset stiffener flange at the bottom.
Shelves: The shelves shall be of 18-gauge cold roll steel with a 25 to 32-inch high channel formation on all sides.
Shelf Support: Shelf supports are of 11-gauge hot rolled pickled steel.
Rack Back Panels: The back panels are of 24-gauge cold rolled steel and held in place by reverse flanges on each side.
Finish: All steel parts shall be phosphate coated to ensure paint adhesion and rust resistance. The paint shall be of the highest grade of industrial enamel available and applied with electrostatic spraying equipment. The finish shall have the ability to withstand a minimum of 250-hour salt spray test per (ASTM) method number B-117 in a salt spray chamber as well as all normal resistance of a quality finish.
Cabinet Dimensions: Depth: 12” and 15”; Width: 36”; Height: 88” and 91”

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014) “TAILORED”
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
THIS IS A BRAND NAME or EQUAL PROCUREMENT.
THIS PROCUREMENT IS FOR A SMALL BUSINESS SET-ASIDE. ALL RESPONSIBLE SMALL BUSINESS
SOURCES MAY SUBMIT A RESPONSE WHICH, IF TIMELY RECEIVED, WILL BE CONSIDERED BY THE
AGENCY.
THIS PROCUREMENT IS SUBJECT TO THE BUY AMERICAN ACT. IF THE PRODUCT YOU ARE
QUOTING ON IS NOT AMERICAN MADE, YOU MUST IDENTIY THE COUNTRY IN WHICH IT IS MADE.
Quotes will be evaluated and ranks according to price, from lowest to highest. The Government reserves the right to evaluate only the technical proposal of the lowest price offeror. Other technical proposals may not be evaluated unless the Government determines the lowest price offeror to be unacceptable or non-responsive. In the event that
Government determines the lowest price offeror to be unacceptable, the technical proposal of the next lowest price offeror will be evaluated. This process will continue until a technical proposal is determined to be acceptable.
Technical acceptability will be based on the demonstrated ability to meet the technical requirements, including the delivery requirement. A mere statement that the vendor “will meet the Government’s requirements” is insufficient;
the vendor must demonstrate how it will meet the requirement. Lowest Price Technically Acceptable (LPTA) will be evaluated on: (1) price; (2) technical (Brand Name or Equal); and (3) delivery.
To ensure technical compliance with the requirements, vendor quotes shall include the following information:
a. Vendor Specifications. The manufacturer’s name and manufacturer’s complete part numbers of items shall be submitted in the quote.
b. Vendor’s quote shall include an active Cage Code and Federal Tax Identification number. Vendors are required to be registered with SAM database and have an active cage code at the time of award.
c. Delivery Information. Clearly state if the quoter can meet the requested delivery as stated in each CLIN. If not, then state the best delivery date.
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(c) Quotes are to be submitted via email to deborah.woleslagle@usmc.mil or by fax at 910-451-2331 by the response date notated on the solicitation.
