The following have been added by full text:

SITE VISIT RESULTS

Items of discussion:

1) What are the quantity and description of weapons to be stored?

Response: There are 132 each of M240s, 276 each of GAU 21 and 45 each of GAU 17 (21 each for V22s and 24 each for Hueys).

2) What do you want on the ends of storage systems?

Response: Have Admin openings on each end of the storage system.

3) Customer specified that they wanted vendors to provide specifications and product line of what they are quoting on.

4) What are the measurements of the vault?

Response: The vault was locked and could not be accessed at time of site visit, but would be accessible the next day. When the vault was accessed, the measurements were confirmed by customer to be 10’2” deep and 5’5” wide with a door width of 40” and the door height of 79”.

5) Are there any other weapons to be stored?

Response: There are (8) pistols to be stored.

6) What type of locking mechanism is required?

Response: Locking mechanism should have a changeable 3 digit combination lock.

7) How will the storage systems be locked together?

Response: It was decided that the locks would be in the floor at the end of the storage systems to lock each cabinet system with one lock (the Government will provide this lock(s)) for a maximum of two locks utilized to secure all crew-served weapons inside the armory.

8) Customer requested that the vendors are to provide a floor layout and diagram of which weapons are stored in each section.

9) How does the customer want the weapons arranged in the storage system?

Response: All category of weapons are to be arranged together and not be split up.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014) “TAILORED”

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

THIS IS A BRAND NAME or EQUAL PROCUREMENT.

THIS PROCUREMENT IS FOR A SMALL BUSINESS SET-ASIDE. ALL RESPONSIBLE SMALL BUSINESS

SOURCES MAY SUBMIT A RESPONSE WHICH, IF TIMELY RECEIVED, WILL BE CONSIDERED BY THE

AGENCY.

THIS PROCUREMENT IS SUBJECT TO THE BUY AMERICAN ACT. IF THE PRODUCT YOU ARE

QUOTING ON IS NOT AMERICAN MADE, YOU MUST IDENTIY THE COUNTRY IN WHICH IT IS MADE.

Quotes will be evaluated and ranks according to price, from lowest to highest. The Government reserves the right to evaluate only the technical proposal of the lowest price offeror. Other technical proposals may not be evaluated unless the Government determines the lowest price offeror to be unacceptable or non-responsive. In the event that

Government determines the lowest price offeror to be unacceptable, the technical proposal of the next lowest price offeror will be evaluated. This process will continue until a technical proposal is determined to be acceptable.

Technical acceptability will be based on the demonstrated ability to meet the technical requirements, including the security, functionality, and durability of the items, and delivery requirement. A mere statement that the vendor “will meet the Government’s requirements” is insufficient; the vendor must demonstrate how it will meet the requirement.

Lowest Price Technically Acceptable (LPTA) will be evaluated on: (1) price; (2) technical (Brand Name or Equal);

and (3) delivery.

To ensure technical compliance with the requirements, vendor quotes shall include the following information:

a. Vendor Specifications. The manufacturer’s name and manufacturer’s complete part numbers of items shall be submitted in the quote.

b. Vendor’s quote shall include an active Cage Code and Federal Tax Identification number. Vendors are required to be registered with SAM database and have an active cage code at the time of award.

c. Delivery Information. Clearly state if the quoter can meet the requested delivery as stated in each CLIN. If not, then state the best delivery date.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
