SOLICITATION/CONTRACT FORM
The required response date/time has changed from 30-Jun-2025 04:30 PM to 07-Jul-2025 04:30 PM.
The following have been added by full text:
Q&A Response
Q1. The PWS states that the Special Operations Forces (SOF) SME “shall support all five Mountain Training Exercises (MTX) per fiscal year” (PWS 1.0.2). However, we have been advised that the current requirement consists of three (3) Active Duty and one (1)
Reserve Component. rotation per year. Could the Government please confirm the exact number of MTX rotations the contractor SME is expected to support annually?
Response: Currently executing three (3) Active Duty and one (1) Reserve Component exercises under the current contract. However, a total of four (4) Active Duty and one (1) Reserve Component exercises are expected to be executed annually.
Q2. The PWS states the SME “shall be present during all phases of the exercise”
(PWS 6.2, Table 2). However, we understand the incumbent SME does not remain for the full duration of each MTX but only for the portion involving SOF forces along with a day or two on front and back ends. Will the Government please confirm whether the SME is required to remain on site for the entire MTX and specifically what Formal Schools events he is required to be present for or only for the duration of SOF participation and what the average number of days are so accurate pricing can be developed?
Response: Personnel will need to be physically and fully present from training day 1-30, during exercise execution.
For the formal schools events, the personnel is needing to be present for the supporting SOF participation.
Q3. The PWS indicates that the SME “shall participate in all phases of the planning process (PWS 1.0,2 and 2.0).” Please confirm whether the SME attendance requirements for in-person or virtual and for which conferences the SME is required to travel to MCMWTC
Bridgeport for?
Response: Contractor is needing to physically participate in all MTX/ Joint Exercise Life Cycle (JELC) events.
Q4. We understand it is the desire of the Government for the SME to be located at Bridgeport, CA. How long is the Government willing to support remote SME work before that individual is required to work full time at Bridgeport, CA? Is the
Government open to remote SME support between planning conferences and MTX execution? Also, will a government-furnished workspace be provided when the SME is on site at MCMWTC or other locations?
Response: The intent is to have a full-time physical presence at MWTC Bridgeport. The Contractor shall schedule and conduct a post-award kickoff meeting within seven (7) calendar days of contract award. This meeting will be held at the MCMWTC facilities, and attendance by the Contractor’s Program Manager and/or Site Lead is required.
The purpose of the meeting is to ensure mutual understanding between the contractor and the government regarding roles and responsibilities, the requirement and its external influences, and the overall mission. Additionally, the meeting will be used to establish a schedule for regular updates and communication. If necessary, working remotely for a temporary timeframe may be permitted during the transition period to allow for proper arrangements for permanent onsite staffing throughout the contract period.
Q5. Can the Government clarify the expected Level of Effort (LOE) for the SOF
SME role—e.g., standard weekly hours, hours during exercise execution, and whether the contractor may invoice for overtime or surge support when the SME is required to work extended hours (e.g., during 24/7 MTX operations)? Furthermore, will overtime be treated as part of the fixed price labor rate or handled separately via reimbursable mechanism or labor hour ceiling, or compensation time after MTX completion?
Response: Contractor can/ may flex hours with the training schedule. As an observer/controller there can be extended periods in a field environment. Any potential overtime is part of firm-fixed price.
Q6. For pricing realism, can the Government confirm whether the Independent
Government Cost Estimate (IGCE) was based on four rotations or five rotations per year?
Was travel estimated from a particular home of record, or should offerors propose a notional location for basis of estimate?
Response: The Independent Government Cost Estimate (IGCE) was based on five rotations per year and was developed with the assumption of a full-time, permanently assigned individual working at MWTC Bridgeport, CA, and residing in the surrounding area.
Q7. The solicitation states that Technical Capability and Past Performance are
“approximately equal” in importance. Will the Government provide clarity on whether a tradeoff or LPTA (Lowest Price Technically Acceptable) evaluation methodology is being used?
Response: Award will be made to the quoter whose quote is determined to represent the overall best value to the
Government using a tradeoff evaluation process. Price and non-price factors (like technical capability, past performance, etc.) are compared to determine which offer provides the greatest overall value to the Government.
Q8. Would the Government consider including "travel plug figures" for all offerors, which is allowable under the FAR Part 13? The Government can specify a not-to-exceed
(NTE) amount or fixed travel estimate for proposal and evaluation purposes, and offerors typically, are instructed not to deviate from the travel plug number in pricing, as it’s for evaluation only. This would allow evaluation of offers on a level playing field using uniform estimated travel costs.
Response: The contractor is required to be onsite at MWTC on 16 August. Any deviations from this requirement will be addressed during the kickoff meeting, as outlined in paragraph 9.2. Required travel is specified in paragraph 8 and should account for four (4) trips to MCAGCC Twentynine Palms, CA, with each trip estimated at five (5) days in duration. Travel costs may be proposed as a separate line item. For example, CLIN 0001 may reflect $120,000.00 over 12 months for the services provided by the SOF SME, while CLIN 0002 may reflect $25,000.00 as a travel
CLIN to cover the estimated cost of travel to and from Twentynine Palms over the specified period. The total cumulative cost of $145,000.00 will be evaluated as the overall price, in conjunction with non-price evaluation factors.
Q9. Will the resume for the SOF SME suffice at time of submission for documentation of qualification. Any certifications or copy of DD214 would have to be redacted or will the government provide a DOD Safe Link if anything more than a resume is required.
Response: Yes, the resume of a SOF SME will suffice at time of submission for documentation of qualification. A
DoD SAFE link can be provided to securely transmit sensitive information.
Q10. Is the requirement for the "SOF Master Mountaineer Level 1” waiverable or are there acceptable equivalents?
For example, would the USASOC Mountaineering Course, Army Mountain Warfare School, or other service mountaineering courses qualify?
Response: The employee needs to be a graduate of USMC Summer/Winter Mountain Leader Course or Special
Operations Mountain Training Center (SOMTC) Summer Mountain Leader/Winter Mountain Leader. SOMTC recently changed their name from the Special Operation Advanced Mountaineering School (SOAMS). Certificates from either or are acceptable. If they have documentation of critical task list completion from NAVMC 3500.70C or
M350-34, that is acceptable.
The closing date of this solicitation has been extended to July 07th, 2025 at 04:30 PM PDT.
All other terms and conditions remain the same.
