PERFORMANCE WORK STATEMENT

1. BACKGROUND

This requirement is for a contractor to inspect for serviceability and repair all commercial washer and dryer machines as necessary at lower base camp aboard Marine Corps Mountain Warfare Training Center (MCMWTC), Bridgeport, CA. This service is required in support of mountain exercises throughout the calendar year aboard

MCMWTC.

2. LOCATIONS

Lower base camp, MCMWTC on California highway 108 (Sonora pass), four miles west of California Highway

395. (39) Machines (combination of washers and dryers) in Bldg. 7048, (5) in Bldg. 7042, and (5) in Bldg. 7044. All buildings are within close proximity to each other.

3. SCOPE OF WORK:

Requirements: The contractor shall furnish all labor, supervision, tools, materials, vehicles, equipment, transportation, and other items necessary for performance. MCMWTC lower base camp currently has (21) top load washers and (28) dryers for a total of (49) machines. There is a reasonable expectation that the number of washers and dryers may increase up to 55 total machines, comprised of (25 top load washers and 30 dryers).

3.1 Each requirement for inspection and service will be ordered by the government utilizing individual task orders.

Each task order will dictate the dates for services to be conducted and the number of washers and dryers to be inspected and/or serviced. The task orders will generally not require services more than twice per month. The location of each washer/dryer will be provided via:

i. Building number location aboard MCMWTC installation.

ii. Escort to the building aboard the installation until the Rapid Gate access from our base police department is obtained by the vendor. (The Authorized Escort for the period of service will be determined in each Task Order.)

3.2 The contractor is responsible for inspecting, repairing, and servicing in the locations designated in the individual task order. If need be, the vendor will be required to uninstall machines for servicing or replacement of parts then once complete, re-install the machines. All services provided under this contract shall be in conformance with standard commercial practices. Rebuilt assemblies or sub-assemblies may be used in the repair of appliances with prior approval of the government when such use is standard commercial practice. Rebuilt assemblies or sub-assemblies shall carry the same warranty as a new assembly or sub-assembly. The contractor will advise the

Contracting Officer Representative (COR) if, in its professional opinion, an appliance is beyond economical repair, stating the estimated cost of repairs. Final determination will be made by the COR in accordance with standard guidelines. As a general rule, if the estimated one time repair cost for the machine exceeds 50% of the replacement cost, the machine will be considered beyond economic repair. The contractor will be compensated for the service attempts if the COR determines the repair is not cost effective.

3.3 January through March and June through October are the peak periods of performance which is based on the training schedules for service members maximizing the use of these machines aboard MCMWTC. MCMWTC will require (6) service requests/visits per year, one per mountain exercise.

3.4 Each service will be in accordance with standard commercial practices, in compliance with prescribed federal, state, and local regulations, and will include at a minimum:

• Repairing machines not in operation with trouble shooting and parts brought by vendor.

• Replacing missing parts of machine i.e. washer/dryer knobs and switches that are missing.

3.4.1 Minor repairs. (CLIN 0001AA, 1001AA, 2001AA, 3001AA, and 4001AA) Typically, these are repairs that can be done from the front of the machine and simple replacement of missing knobs. Parts for minor repairs will be billed under these CLINs. Not every machine will require repair during each visit.

3.4.2 Major repairs. 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(i) Technical capability of the item offered to meet the Government requirement;

(ii) Price;

(iii) Past performance

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. ADDENDUM-2

EVAL-COMMERCIAL ITEMS-ADDENDUM

52.212-2 EVALUATION--COMMERCIAL ITEMS—ADDENDUM

Basis for contract award - This acquisition is being conducted under FAR Parts 12 and 13. Offers will be evaluated using the factors identified in FAR 52.212-2, Evaluation – Commercial items. Noncompliance may be grounds to eliminate the proposal from consideration for contract award. Award will be made utilizing a Lowest

Price Technically Acceptable (LPTA) source selection method. By submission of its offer in accordance with the instructions provided in provision FAR 52.212-1, Instructions To Offerors, the offeror agrees to the terms of this solicitation.

Specifically, the evaluation process shall proceed as follows:

The following factors shall be used to evaluate offers:

First, the quotes will be ranked in order from lowest to highest based on the price. The lowest priced quotation will then be evaluated and receive a rating of Acceptable or Unacceptable based on the criteria below. In order to be rated as Acceptable, the Technical quote must meet the Government's minimum requirements as described in the schedule. Quotes deemed Unacceptable are those that fail to meet the Government's minimum requirements.

Past performance will then be evaluated and assigned a rating of Acceptable or Unacceptable. In order to be rated as Acceptable, the past performance must present a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.

If the lowest priced offeror’s Technical quote and past performance are rated acceptable, the Government will then evaluate pricing to determine fair and reasonableness per FAR 13.106-3.

If the lowest priced quotation is evaluated to have an acceptable technical quote, acceptable past performance, and fair and reasonable prices, per FAR 13.106-3, the Government will complete a responsibility determination IAW the criteria specified in FAR 9.104-1. If found responsible, the Government may stop the evaluation process at this point as that quote represents the best value to the Government. Award shall be made to that offeror without further consideration of any other offers.

If the lowest priced quotation is assigned an unacceptable rating, or if the price is determined not fair and reasonable or if the quoter is found to be non-responsible, the next lowest priced quote will be evaluated. This process will continue (in ascending order) until an offeror is evaluated to have an acceptable technical rating, fair and reasonable prices and the offeror is deemed responsible or until all offers have been evaluated.

The Government reserves the right to evaluate all quotes. The award will be made to the offeror whose proposal represents the best value to the government on a LPTA basis, factoring in price and non-price factors

– Technical Capability and Past Performance.

Factor 1: Technical Each offeror’s technical proposal will be evaluated as Acceptable or Unacceptable as defined below:

Technical Acceptable/Unacceptable Ratings Rating Description

Acceptable Proposal clearly meets the minimum requirements of the solicitation.

Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.

Factor 2: Price

In order to be considered for award, price must be determined fair and reasonable and balanced (or if unbalanced pricing exists that it does not pose an unacceptable risk to the Government) using one or more techniques set forth in FAR 13.106-2(b).

Options. IAW the provision at FAR 52.217-5, the government will evaluate offers for award purposes by adding the total price for all options including the option under FAR 52.217-8, to the total price for the basic requirement. Evaluation of options will not obligate the government to exercise options. The government may determine that an offer is unacceptable if the option prices are significantly unbalanced.

Offerors are advised that the Option to Extend Services Clause at 52.217-8 is included in the solicitation and will be included in the awarded contract. When proposing prices for base and option years, Offerors should consider that the government may choose to exercise the option to extend services at the end of any period of performance (base or option periods), utilizing the rates in effect during the period of performance in which the option is exercised. The government assumes that any price proposed for base and option periods reflects the possibility that a period of performance may be extended. For evaluation purposes, the government will take the total price for the last option period, divide it by two and add it to the total contract price.

Factor 3: Past Performance

The Government will conduct a performance risk assessment the offeror’s record of past and current performance, as well as that of its proposed subcontractors and team member as it relates to the probability of successfully performing the requirements of the solicitation. The past performance evaluation will consider the offeror's demonstrated recent (within the past three years) and relevant (providing the items identified in the schedule) record of performance in supplying supplies that meet the solicitation’s requirements. Offerors are advised that in conducting the past performance assessment, the Government may use data provided in the

Offeror’s proposal and data obtained from other sources.

Past performance will be rated on an “acceptable” or “unacceptable” basis.

Past Performance Evaluation Ratings

Rating Description

Acceptable Based on the offeror’s performance record, the

Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. (See note below.)

Unacceptable Based on the offeror’s performance record, the

Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.

Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”

The Government reserves the right to award no contract at all depending on the quality of the quotes submitted and availability of funds for the requirement. The Government intends to evaluate proposals and award a single contract without requesting or accepting revised proposals. Therefore, the offerors will be advised that their initial offer should contain the most favorable terms and reflect its best possible performance potential. The Government does reserve the right to clarify aspects of the proposals and hold discussions.

All proposals are to be submitted electronically as a PDF document to james.housel@usmc.mil or may be hand carried or delivered to:
