RESPONSES TO RFP QUESTIONS

Gov’t Responses to Industry RFP Questions Chemical Toilets and Hand-Washing Stations

1. Can government provide estimate on how many units will be used at each of the 4 locations for base 5 year term?

Gov’t Response: The estimated numbers provided in the ELIN worksheet is a combined estimated total of all 4 locations. Each ELIN tab is for a 12-month period. The majority of the services and equipment needed will be at Camp Pendleton & Naval Weapons Station Fallbrook. A Task Order will be issued with the quantities needed for each location.

2. When new orders are placed will they only be for these 4 listed locations or would other delivery sites be named in future?

Gov’t Response: In accordance with (IAW) Performance Work Statement (PWS) section 2.1, the 4 locations listed are the areas of responsibility (AOR) for this requirement. Individual task orders will specify drop-sites within each location. No other delivery sites outside of the PWS’ AOR are anticipated.

3. Are the numbers of units fixed or there could be reduction or increase in numbers?

Gov’t Response: The numbers provided are historical estimates and there could be increases or decreases in accordance with a Requirement type contracts. Task Orders will be issued for the services. If there is a decrease/increase of units a modification may be required or a new Task Order will be issued.

4. How many of the sites require All-Terrain vehicles in order to get access to? Can you give an estimate percentage of work that will be carried in rough terrain?

Gov’t Response: Throughout Camp Pendleton, approximately 70% of Training Areas (TA) are generally rough terrain. The remaining 30% are barracks, offices, hospital, gymnasiums, theatre, recreational areas, etc. Basically, 4X4 vehicles are the recommended use vehicles to access the locations of chemical toilets (CT) and hand washing stations (HWS) on hilly terrains, and remote areas. Also, during winter weather and rainy weather – the normal access to rough terrains become even more difficult, requiring the need for 4X4 vehicles/All-Terrain type. The estimate percentage of work that will be carried in rough terrain will be approximately 70%.

5. You reference units in off road locations. How many portables are in off road locations?

Gov’t Response: Approximately 70% of equipment will be placed in off road locations.

6. You specify that requests made before 13:30 Pacific time must be responded same day. Do you expect a 2.5 hour response time on all requests? Can early morning requests be completed anytime the same day?

Gov’t Response: IAW the PWS in solicitation M00681-21-R-0001, there is no reference to a 2.5 hour response time. IAW PWS 3.12.3, any requests before 1330 shall be delivered at any time on the same day.

7. You state that this is a Requirements-type contract. Will there be a single award, multiple awards, or a primary and alternate award?

Gov’t Response: IAW 52.212-1 ADDENDUM - INSTRUCTIONS TO OFFERORS of the solicitation, this will be a single award.

8. The given estimated quantity is 12,628 for the standard chemical toilet for the full term. Does this indicate 12,628 individual toilets for the full year term of 12 months or is this a calculated aggregate number? If it is a calculated number, how is the calculation done?

Gov’t Response: The ELIN worksheet has been updated to clarify the estimate number of units per year/week.

9. Full term equipment will remain in place through the full term of the contract including any and all option periods exercised. But in the ELIN sheet, cost for full term is required for base year as well as each option year. This will cause repetition of Full 5 year pricing under each year. Do we have to price 1 year or full 5 years under Full term line item?

Gov’t Response: The ELIN is structured so that each contract period has a section for the cleaning services only (see ELIN section XA0X “Full Term Services - Includes Cleaning Only”). Another section is for delivery and/or pick-up charge (see ELIN XH0X section “Delivery and Pickup for Full Term Services”).

Example: If the units are delivered during the Base year (CLIN 0001), you will charge for delivery and cleaning only. The next three option years (CLIN 1001- 3001), task order(s) will be issued and will only have the cleaning fee. The last option year (CLIN 4001) task order(s) will include the cleaning and pick-up fee.

10. Long Term – unit will be placed for a period exceeding six months but no more than twelve month.

Do you require a single price whether you keep it 6 months or 12 months? If yes than what is the procedure to determine value of monthly invoice?

Gov’t Response: Long term pricing will be priced for up to 12 months. The task order will utilize the unit price on the ELIN worksheet and the period of performance will be identified in the task order.

11. What if government decides to end long term rental after 6 months. Will contractor receive full quoted price or half of it?

Gov’t Response: If a Firm Fixed Price task order is terminated, a Termination for Convenience in accordance with FAR 52.212-4(l) will be issued. The contractor shall receive a portion of the services provided.

Example: A long term task order is issued for 9 months, and after 7 months, services are no longer required. A T4C modification will be issued to reduce the period of performance (POP) and the contract may bill for services provided up to the new POP established with the T4C modification.

12. Will you accept a pair of 2-station sink instead of a 4-station sink?

Gov’t Response: Yes, a pair of 2-station (dual) sinks are acceptable instead of the 4-station sinks.

The ELIN worksheet has been updated to remove the 4-station sinks as they have not been utilized on the past contract.

13. Can you provide make and model of the two 5,000-gallon storage tanks? Are these tanks static or mounted on trucks?

Gov’t Response: These are static tanks manufactured in 2001 by the following:

So. California Tank and Fabrication 5489 Schaefer Avenue Chino, CA 91710

14. Can the enclosed lot be used to park service vehicles all the time during this contract?

Gov’t Response: Yes

15. Is there only one enclosed lot or you will have separate lots at each location? Can you provide details about total area of the lot?

Gov’t Response: There is only one staging area located on Camp Pendleton/NWS. Given the small amount of equipment needed at MCRD and MCAS, no additional areas are reserved for those two Bases under this contract.

16. Solicitation states that The Government reserves the right to request removal of full term chemical toilets and equipment at its discretion if there is no longer an identified need. What will be payment terms in such scenario, Payment of full quoted amount or prorated payment?

Gov’t Response: A modification to the task order will be accomplished in order to request removal and the one-time pick-up charge will be applied at that time. The invoice shall be submitted in Wide Area Work Flow (WAWF) in accordance with the terms and conditions of the task order. The payment terms will be based on the monthly services that have been provided.

Example: A full term task order is issued for 5 units at a specific rate and during the 6th month, one of the units will be removed based on a T4C modification. The contractor shall invoice only for services provided. The invoice for the 6th month will be for all 5 units and the invoice for the 7th month will be for the remaining 4 units and the cost to remove the full term unit.

17. The contractor shall invoice once a month. The contractor shall prepare a detailed invoice in electronic spreadsheet format for each task order received under this contract. How will we prepare monthly invoices for full term, long term or short-term items when each have a single amount for a non-firm range of rental period?

Gov’t Response: The contractor will prepare individual invoices for each task order based on terms.

Some task order will have multiple terms and the contractor shall track those terms in accordance with the ELIN worksheet. Normally, the vendor will invoice monthly for services provided under each task order.

18. How will you place the full-term items under different task orders? Will you issue all full-term items under first task order?

Gov’t Response: IAW with PWS 8.1, full term chemical toilets and hand-washing stations are placed from the start of the contract (initial task order) with the Government’s anticipation that the chemical toilets and equipment will remain in place through the full term of the contract including any and all option periods exercised; or, chemical toilets placed after the initial task order are placed with the Government’s anticipation that the chemical toilets and equipment will remain in place through the full term of the contract including any and all option periods exercised.

The intent is to place all full term toilets under initial base year task order but sometimes a new requirement will arise after initial base year task order is awarded due to emergencies and other unforeseen events. If a full term service is to be removed, a modification will be issued in accordance with the terms and conditions of the contract.

19. What will separate each task order? The year or quantities? Will you execute the base year and option years under separate task order?

Gov’t Response: Each task order will be assigned a new task order number and will be placed as a new requirement comes up. Different organizations will be utilizing this contract for their needs but this does not change how the Contractor is to perform. Task Orders will not include option contract line item numbers. A new task order will be issued even if continuation of the services are required.

20. Section 6.1 – States two 5,000 gallon storage tanks with vacuums motors will be provide and the contractor is required to provide preventative and routine maintenance of the storage tanks. If the tanks are not required or used by the contractor, is the preventative and routine maintenance still the responsibility of the contractor?

Gov’t Response: Preventive maintenance on 5K storage tanks not used by the contractor will not be the responsibility of said contractor.

21. Section 3.3.2 – applies to all waste within the serviced Chemical Toilets. The contract is to provide and service chemical toilets only.

Gov’t Response: The contract includes cleaning services to all equipment (chemical toilets and hand-washing stations) placed via task orders.

22. Section 2.2.1 – rough off-road locations applies to unpaved access roads, please confirm.

Gov’t Response: Yes, off road locations are roads or fields that are not paved by black top or concrete.
