PERFORMANCE WORK STATEMENT

Chemical Toilets and Hand-Washing Station Support Services

1.0 Introduction. The Marine Corps Installations West – Marine Corps Base Camp Pendleton (MCIWEST-MCB

CAMPEN) Consolidated Material Service Center (CMSC) is responsible for providing support and services for portable chemical toilets and hand-washing stations to multiple locations in Southern California.

2.0 Scope. The purpose of this acquisition is to provide support 24 hours a day, 7 days a week, via a

Requirements-type contract to deliver and maintain chemical toilets and other equipment (i.e. hand-washing stations) as identified in the Exhibit Line Item Number (ELIN) worksheet.

2.1 The Contractor shall support the following installations:

Marine Corps Base (MCB) Camp Pendleton, California, (approx. 145,000 acres) Marine Corps Recruit Depot (MCRD) San Diego, California Marine Corps Air Station (MCAS) Miramar, California Naval Weapons Station (NWS) Fallbrook, California (approx. 8,850 acres)

2.2 Most chemical toilets are permanently located, which will require frequent cleaning services.

Additional chemical toilets and hand-washing stations will be used for shorter periods to support special events, field training exercises, and other mission objectives.

2.2.1 Many of the services needed will be in rough off-road locations. The contractor shall be required to access off-road locations via contractor owned all-terrain vehicles.

2.2.2 Work will be performed in, but not limited to range areas, field training areas and populated areas.

2.2.3 Delivery and locations will be detailed in individual task orders.

2.3 The services will include delivery, pick-up, restocking of consumable supplies (see section 3.3 below) and cleaning TWICE per week on all equipment issued via task orders regardless of term. Additional cleanings may be required on non-scheduled days and shall be charged accordingly.

3.0 Tasks:

3.1 The contractor shall furnish all labor, supervision, tools, materials, cleaning supplies, vehicles, equipment, transportation and other items necessary to provide the services required.

3.2 The contractor shall ensure that chemical toilets and hand-washing stations are operational at all times.

3.3 The contractor shall ensure that all services will be in accordance with standard commercial practices, in compliance with prescribed Federal, State and local regulations and will include at a minimum:

3.3.1 Thorough cleaning and sanitizing of equipment

3.3.2 Removal of all waste (including human waste, toilet paper, and any trash or debris)

3.3.3 Restocking of toilet paper (minimum 2 rolls per chemical toilet)

3.3.4 Refilling of hand-washing stations with soap and paper towels

3.3.5 Refilling of waterless anti-bacterial hand sanitizer

3.4 The contractor shall be responsible for all delivery, placement, cleaning and relocating of equipment as required by the contract and task order guidelines.

3.5 The contractor shall be responsible for removing all waste collected from units and the respective installation(s) and transportation of the waste to an approved waste disposal site.

3.5.1 There shall be no waste discharge aboard any Federal installation for services performed under this contract. The contractor shall be responsible to the Government for any illicit waste discharges by contractor personnel aboard any Federal installation, to include any regulatory enforcement actions by Federal, State and/or local authorities that may be levied against the Government as a result of contractor performance.

3.5.2 Contractors transporting hazardous materials are obligated to comply with all applicable laws and regulations.

3.6 The contractor shall pay the costs for all waste discharge fees and transportation associated with removal of waste to the disposal site.

3.7 The contractor shall have an adequate inventory to meet the estimated quantities of chemical toilets and hand-washing stations that may be required during each contract period, as identified in the ELIN worksheet, and an adequate number of vehicles to make the deliveries.

3.8 The contractor shall conduct an initial joint inventory and thereafter a joint semi-annual inventory of all full term units placed via task orders. This inventory shall be conducted with the Contracting Officer Representative. The inventory is expected to remain accurate between the joint inventories because of the twice weekly cleaning/maintenance requirements.

3.9 The contractor shall have a method to locate, via maps, maintenance/service checklists, or other methods, the chemical toilets and hand-washing stations located throughout the installation(s), to ensure that service technicians are able to locate and service chemical toilets and hand-washing stations that may not be readily visible throughout the installation(s).

3.10 The contractor shall provide copies of contractor owned vehicle service documentation upon request of the Contracting Officer Representative or Contracting Officer. Additionally, vehicles must be equipped with appropriate backflow or air gap devices in accordance with California State Regulations and must be able to navigate through rough terrain.

3.11 The contractor shall ensure their company name and telephone number are predominately displayed on all vehicles.

3.12 The contractor shall ensure that delivery of chemical toilets and hand-washing stations are performed as required per task order and on time.

3.12.1 Delivery and relocation charges are one-time charges.

3.12.2 Relocation charges will be applied when equipment is placed more than 50-feet from the current location.

3.12.3 Equipment relocation requests issued before 1330 Pacific Time shall be delivered the same day.

3.12.4 Equipment relocation requests issued after 1330 Pacific Time shall be delivered the next day, unless same day service is requested. Expedited charges will apply to same day requests if issued after 1330 Pacific Time.

3.12.5 Pick-up and delivery of a unit due to equipment failure will be at no additional cost to the Government.

3.12.6 The contractor shall ensure that all pick-ups of chemical toilets and hand-washing stations are conducted on time at the end of the performance period.

The contractor shall submit a resume to the Contracting Officer’s Representative and must be approved by the Contracting Officer within three (3) days of any Project Manager changes after award.

4.5.11 After normal hours, the Project Manager or alternate shall be available within four (4) hours.

4.6 The contractor shall provide an employee plan of proposed staffing to ensure all needed personnel are provided to accomplish the PWS requirement. This employee plan shall be submitted at the time of proposal submission. The contractor shall provide an updated employee plan within three (3) days of any personnel changes (Deliverable 16.4).

4.7 Subcontract Management. The contractor shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement.

5.0 Damages. The Government will only pay for the replacement of equipment that is damaged by the

Government, and is not due to normal wear. Damages that are a result of Acts of God, such as but not limited to abnormal heat, excessive winds and flooding, will be repaired or replaced at no cost to the Government.

For the purposes of this contract, a worn, stretched, or broken spring or other door closing mechanism is considered normal wear and tear resulting from use. The contractor is advised that strong winds can occur and that damages to unit doors, hinges, and frames resulting from an unsecure door may occur. The contractor may take any action necessary to prevent potential damages from high wind or prop/rotor wash at no cost to the Government. The Government is not responsible for failure to take the appropriate measures. In turn, the contractor will provide preventative and routine maintenance of the storage tanks at no additional cost to the Government.

6.1.1 The contractor shall address the preventative maintenance of the storage tanks and vacuum motors in the Quality Control Plan. Charges for maintenance beyond routine and preventative maintenance will be negotiated prior to work being performed as authorized and approved by the Contracting Officer.

6.1.2 Problems, damaged equipment, and any other necessary issues will be documented and brought to the attention of the Contracting Officer Representative immediately.

6.2 The Government will provide a fenced-in lot at MCB Camp Pendleton for the storage and issue of chemical toilets and hand-washing stations. Under no circumstances will the contractor use the Government provided facilities to support any business venture other than services performed under this contract.

The Government reserves the right to request removal of full term chemical toilets and equipment at its discretion if there is no longer an identified need. A modification to the task order will be accomplished in order to request removal and the one-time pick-up charge will be applied at that time.
