I. BACKGROUND

Menlo Park Campus There has been a substantial USGS presence in Menlo Park, CA since the 1960s. The Menlo Park campus hosts staff from a variety of USGS science centers and science support offices. Currently, there are approximately 200 federal employees and roughly 50 contractors, retired emeriti, and volunteers remaining in Menlo Park.

USGS relocated 220 Menlo Park employees’ to newly renovated and constructed office space in Building 19, 2nd Floor, in the Fall of 2019.

This Statement of Work for A/E services is the next step of a multi-phased facilities plan that will allow for the relocation of the remaining 200-250 Menlo Park employees to Building 19, 1st Floor.

Building 19, 2nd Floor

II. SCOPE OF WORK

A. The second floor of Building 19 was abated and renovated in 2018/2019 at approximately 45,000 GSF and sets the overall basis and theme for design of the 1st floor. Additionally, the basement of Building 19 was renovated for storage and the remaining office areas (~5,000 GSF) will be part of this project. Program elements will be very similar to the second floor, but include additional programmatic elements beyond standard office space such as Media Rooms and larger conference facilities. The A/E shall meet with all user groups and stakeholders to define and refine the space program of required net useable space. The validated space program will become basis of the conceptual planning and site planning.

B. A minimum of three (3) conceptual designs shall be generated, prepared, analyzed and presented to the USGS for review. The pros and cons of each shall be discussed and documented and the A/E shall make recommendations for USGS consideration. The preferred course of action will form the basis of schematic design.

C. The 1st floor will require full renovation to include complete asbestos and lead paint abatement. The A/E will be required to conduct a full asbestos and lead paint survey as necessary for preparation of demolition and abatement efforts and drawings. This shall include the full preparation of an early abatement and demolition bid package for work to begin in late 2021 while the final design documents are being completed.

D. The A/E shall support a CMGC project delivery method.

F. The A/E shall design a facility that is visually compatible with the surrounding historic environment and will be required to work with the NASA Historic Preservation Officer and the SHPO. The A/E will be required to prepare and submit all Section 106 Requirements and association documentation as necessary for this project to obtain NASA and SHPO approvals. The level of this effort will be dependent on exterior design impacts primarily related to MEP solutions. The historic and Section 106 documentation completed for the second floor will be available to the A/E.

G. The A/E shall provide commissioning services through a third party for design and construction in accordance with the DOI policy and Guiding Principles for Federal Sustainable Buildings.Commissioning shall employ total building commissioning practices tailored to the size and complexity of the project and its system components in order to verify performance of building components and systems and help ensure that design requirements are met. This should include a designated commissioning authority, inclusion of commissioning requirements in construction documents, a commissioning plan, verification of the installation and performance of systems to be commissioned, and a final commissioning report.

H. The proposed design shall meet all current local, state and federal regulations and codes including seismic requirements for the proposed location. The A/E shall identify and confirm each applicable law, code, executive order and regulation upon which the design is based. The A/E shall provide a complete list of applicable codes, regulations, policies and energy standards.

I. The A/E will be required to design minor and uncompleted elements of the second floor project that is included in the overall construction budget. This may include door changes, glazing, and other interior modifications.
