A&E services in support of renovation of first floor of building 19 at Moffett Field – Attachment 3, Q&A1
(From prospective offeror 1)
General:
· Interested Parties – Is there a list of interested parties for this project? If so, can a list be provided to the prospective bidders?
Not available.
· Site Access – Are there any credentials needed to perform work at this juncture (i.e., background checks, access badges, etc.)?
No – the only requirement is a driver license to access Moffett Field and coordination with USGS to access the building as it still contains tenants at this time.
· SF330 Form – Is there a copy of the latest SF330 form that is required for submission available to the bidders? If so, can it be provided.
https://www.gsa.gov/forms-library/architect-engineer-qualifications
· Small Business Set-Aside – Will there be any small business set-aside for this project?
This acquisition is unrestricted.
Scope of Work:
· Project Bidding (Section VI, B) – Is each of the phase going out in separate bids?
We intend to release a single, competitive solicitation (request for proposals) to select the CMGC. The A&E will need to support that (“bid phase”) likely around 35% completion. The A&E may be required to develop two construction permit packages (one for demolition and abatement and one for tenant improvements) so the CMGC can begin demolition as soon as the existing tenants are out, but that is not relevant to source selection and will be discussed during price negotiation as necessary.
· Existing Equipment (Section V) – Is any existing equipment going to remain that serves the 1st floor or will the building surveys occur as specified in Section V?
The critical and formal documented surveys that will be required are asbestos and lead paint to be able to produce proper abatement and demolition drawings.
In terms of building equipment, the first floor is supplied only with an existing hot water boiler system that will be completely removed and there is no ventilation or conditioning system on the 1st floor. The usable portion of the basement does contain a small HVAC system and intended to stay in place. The existing fire panel would likely remain in place along with the single elevator.
The USGS renovated the entire second floor of which is separate from other building systems and all power is metered separately for the second floor. The HVAC systems serving the second floor are LG VRF systems. There are a total of (52) VRF indoor fan units and (5) VRF air-cooled outdoor condensing units located on the roof in (2) locations. The LG VRF system has an LG Smart Controller located on the 2nd floor. The LG system and smart controller is currently not configured for remote monitoring at this time.
Ventilation for the Tenant spaces is provided by (5) Energy Recovery Ventilators (ERV) ERV-1 thru ERV-5. ERV-1 and ERV-2 have an associated inline fan ILF-1 and ILF-2 at the outdoor air intake opening.
There are (3) split systems with air-cooled condensing units, each serving (1) room.
· User Groups & Stakeholders (Section II, A) – Are the user groups and stakeholders known at this point? If so, can the groups be identified?
Yes, they are known, but are irrelevant to the source selection process.
· Building Enclosure Cx (Section II, E) – Under Title 24-2019, if a TI/Renovation is greater than 10,000 sq ft. Commissioning (Cx) is required for the project which would include the Building Enclosure. For this renovation, will the renovation include the building envelope at all? If so, would building enclosure commissioning be a service that USGS would be interested in?
Due to the historic nature of this facility, we do not anticipate impacting or touching the exterior building envelope.
· LEED Certification (Section II, E, a) – Has the LEED certification level been determined at this point in time? If so, is there a copy of the LEED Scorecard available? I ask because there are multiple options for Cx within LEEDv4 which change the SOW for a Cx Authority. Please see the typical SOW listed below that begins in the design phase and is completed in the warranty phase.
· Design Phase – Review OPR & MEP BOD, Develop Cx Specifications, Design Review (DWGs & Specs), Develop Cx Plan, Maintain Cx Issues Log
· Construction Phase – Submittal Review, Controls Integration Meeting, Develop & Execute Pre-Functional Checklist, Equipment Start-up, Develop & Execute Functional Acceptance Tests, Trend Reviews, Maintain Cx Issues Log, Develop Final Cx Report, Review Operation & Maintenance Manual, Develop Systems Manual & Training Verification
· Occupancy Phase – Seasonal Testing & Post-Occupancy Follow-Up
A specific LEED Certification has not been determined and it may be possible to substitute LEED for Green Globes Certification pending a NASA policy change. Due to this project encompassing primarily a single floor in a two story building (w/ Basement) of which will additionally not include the western wing (NASA Lodge), the most applicable LEED Certification would be LEED ID+C (Commercial Interiors). The final decision will be made early in the project and consolation with NASA, USGS, and the selected A/E Firm.
Terms & Conditions:
· T&C Objections – If a bidder has any objections with the T&C’s, how do firms make them known to USGS? Is there a form that needs to be filled out?
No form required. If there are any objections, we would expect the interested A&E firm to provide a prominent statement on the first page of the submission specifying the extent of agreement/disagreement with all terms, conditions, and provisions included in this request for qualifications. Most terms/conditions/provisions are required by law and/or regulation and therefore are not negotiable.
(From prospective offeror 2)
1. Are any changes to the building exterior anticipated, apart from work necessary for installation of MEP equipment?
Due to the historic nature of this facility, we do not anticipate impacting or touching the exterior building envelope unless necessary to accommodate MEP equipment.
2. Are any changes to the building envelope anticipated?
None at this time except perhaps the replacement of doors at the entryways to improve security, accessibility, and accommodate access control.
3. To what extent are laboratories anticipated to be part of the 1st floor program? “Laboratory programming” is mentioned in Section II: item N of the Scope of Work.
There will be no laboratories in the typical sense for this effort. This project would be considered nearly a 100% office project. There may be the occurrence of an electronics/computer repair type lab and a specialize media room for public outreach and news services during emergencies.
4. Is any foodservice scope anticipated? IE: kitchens, serveries.
No official food service areas are in the scope other than a large break area/kitchen area used by employees and the housing of vending machines within a defined area. Small satellite coffee bars may also be incorporated throughout the floor.
(From prospective offeror 3)
1. Should we include a Letter of Interest or Executive Summary or do you simply want the SF 330 Parts 1 & 2?
Only the SF330 is required. You may submit a cover letter, executive summary, etc. if you would like. We will consider the totality of your submission in evaluating your qualifications.
2. According to SOL_140G0321R0003 form, it states the period of performance will be 02/01/2021 to 09/30/2023, however the proposal is due Friday, 1/29. Is this start date correct?
Consider that start date a placeholder. The intended start date is immediately after award, which will occur as quickly as possible subject to source selection and price negotiation.
(From prospective offeror 4)
· Can we get small business consideration?
See above; this acquisition is unrestricted.
· We are not licensed in California – do we need to be licensed to meet the seismic regulation requirements?
The prime contractor does not need any California licensure, but all documents must be appropriately stamped by California licensed professionals. This can be achieved through subcontractors. For example, a California licensed electrical engineer can stamp the electrical sheets. Do note, however, the evaluation criteria, which favor experience locally.
· Regarding historic preservation of the building – what aspects of the interior of the building on the first floor need historic preservation to be consistent with the second floor renovation?
The second floor renovation did not retain any historic interior elements and was a complete renovation. However, consultation with NASA and the SHPO will be required and a full Section 106 Consultation Report will be required as part of the design and permitting process. This was completed for the second-floor renovation and will be available to the selected vendor. There is the potential that the building entrance/lobby area which contains red tile and original light fixtures may be a contributing element and will need further study and consultation. We anticipate the remaining portions of the building to have no significance and will be treated the same as the second floor.
(From prospective offeror 5)
· Is there any accessibility compliance work that will need to be performed such as restroom upgrades, parking lot striping/signage?
Parking lot striping and signage was completed in Phase 1 and the building elevator is in good condition and was upgraded/modified to meet current security and access requirements. The official building accessible entrance and accessible parking is at the rear of the facility and we do not anticipate changing that relationship to the building. Further analysis may be conducted to accommodate additional accessible entrances, but only as required by code and/or available budget and historic discussions. The Phase 1 project on the second floor completely removed and replaced all restrooms to accommodate accessibility and program. We anticipate some level of this will be required on the first floor and all floor penetrations will be readily accessible from the basement and crawl space.
· Will the ground floor and basement level drawing packages need to be separate submittals to NASA for the purposes of permit application or any other procedure?
The basement and ground floor do not require separate packages, however we do anticipate an early demolition and abatement permit package and a final design package to expedite the overall timeline.
· How many user groups are involved in the planning?
There are multiple user groups identified but this is irrelevant to the source selection process.
· Are there other certifications beyond LEED (version TBD) that the project will be targeting?
Although not a certification, the design will have to adhere to California Title 24 requirements. No other certifications are planned at this time.
· Is there any seismic work associated with the base building core and shell that will need to be performed?
Phase 1 (Second Floor) project conducted a Tier 1 evaluation with the addition of some further investigation with Ground Penetrating Radar to qualitatively inspect the reinforcing steel in existing walls diaphragm joints, parapets, and basement walls and columns. It is not anticipated that any further investigation or seismic specific work to the main structure will be required, however follow up work may be warranted upon demolition and exposure of structural members throughout the first floor.
