About this file
This document is a Questions and Answers (Q&A) addendum for a hazardous material (HAZMAT) pickup and disposal solicitation.
The Government requires contractor pickup and final disposal of hazardous waste from two locations: North Ramp (70 gallons) and Camp Blaz (5-10 bags of approximately 15 lbs each of double-bagged used work rags and diapers). The contractor bears full responsibility for arranging transportation, final treatment, disposal, manifest preparation, execution and retention, and obtaining certificates of disposal. Government escorts will be available at both pickup locations. The six-hour emergency response requirement applies only on the day of pickup (September 24, 2026). Authorized signers for hazardous waste manifests are HMLA and/or HMH. Section 8.0 military-cargo transportation language and Section 11.0 performance-based agreement language are applicable; however, the maintenance agreement section will be removed. The Government will provide waste profiles, labels, and Safety Data Sheet (SDS) documentation as needed. Replacement containers are not anticipated, and no specific licenses, permits, or certifications must be submitted with quotations. The revised quotation submission deadline is September 19, 2026 at 12:00 PM Japan Standard Time, extended due to clarifying questions received.

Questions: Hazmat Pick up
1. PWS states 220 gallons at North Ramp, but the itemized quantities total 70 gallons.
Should offerors price 70 or 220 gallons?
A: 70 gallons
2. The PWS states 220 gallons at Camp Blaz, while the listed containers have a combined capacity of 600 gallons. Are these containers full, partially full, or should offerors price their total capacity?
A: The only hazardous material that we currently need picked up at Camp Blaz is used work rags and diapers. These items will be double bagged in the trash bags prior to pick
up. 5-10 bags approximately 15lbs, listed containers were not utilized.

A: Work rags and diapers will be double-bagged, and SDS documentation can be provided if needed.
4. Will the Government provide the required generator information and authorized signature for hazardous-waste manifests?
A: HMLA and or HMH can be the authorized signer for hazardous waste.

A: Only the day of pick-up
6. Please confirm whether the military-cargo transportation language in Section 8.0 and the Basic Life Support/Maintenance Agreement language in Section 11.0 apply to this HAZMAT removal requirement.
A: Yes, both sections are applicable. The contractor is in charge of transportation and disposal of the HAZMAT, while considering safety. The language in 11.0 is for performance base agreement purposes, the maintenance agreement section is not applicable. I will remove this.
7. Will the awardee be responsible for arranging installation access after award, and will Government escorts be available at either pickup location?
A: An escort will be available at both locations
8. Quotation Deadline Please confirm the quotation submission deadline, including the applicable time and time zone.
