PERFORMANCE WORK STATEMENT

LAUNDRY SERVICES

24th Marine Expeditionary Unit

1.GENERAL: This is a non-personnel services contract to provide laundry and alteration services for the 24th Marine Expeditionary Unit operating at Fort Barfoot, Virginia. The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1.Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Laundry for Marine Corps Combat Utility Uniform (MCCUU) uniforms. The contractor shall perform to the standards in this contract.
2.BACKGROUND: The 24th Marine Expeditionary Unit will approximately have 1800 Marines who wear the MCCUUs that need to be laundered during the exercise. Approximately 3000 MCCUU need to be laundered.
3.OBJECTIVES
3.1.Launder MCCUU per label instructions.
3.2.Maintain accountability and tracking of all laundry. Include copies of the DA form 2886 per laundry bag.
4.SCOPE
4.1.Services shall include but not limited to laundry, pick-up and delivery of uniforms.
4.2Each laundry bag contains utility uniforms that may include a blouse/top, trousers, shorts, shirts, underwear, and socks that may vary in size/weight up to an estimated 10 lbs.
4.3Up to a total of 1800 laundry bags may be collected at each scheduled pick-up date. The contractor must contact the Government Representative in section 6.3 to confirm bag count prior to pick up and delivery.
5.GENERAL INFORMATION
5.1.QUALITY CONTROL: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract.
5.2.HOURS OF OPERATION: 24th Marine Expeditionary Unit hours of operations are 8:30 am – 5:00 pm except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Pick-up and delivery outside of these hours require prior coordination with the 24th Marine Expeditionary Unit Contracting Officer.
5.3.PLACE OF PERFORMANCE

The contractor shall pick up/drop off from W. Parade & W. 21st Ave, Blackstone, Virginia 23824 and provide their own facilities to perform the required tasks.

5.4CONTRACTOR SCHEDULED PICKUP AND DROP-OFF: The contractor shall pick up from W. Parade & W. 21st Ave, Blackstone, Virginia 23824 between the hours of 8:30 am and 5:00 pm on. Laundry services shall occur at the contractor’s normal place of business. Laundry pick-up date: 12 January.
5.5DROP OFF: Laundry drop-off date: 16 January.
6.0CONTRACTOR UNAUTHORIZED WORK PERFORMANCE: The Contractor shall not perform work that deviates from contract requirements and specifications. If the Contractor deviates from contract requirements and specifications without approval of the Contracting Officer, such deviation shall be at the risk of the Contractor and any cost related thereto shall be borne by the Contractor.
6.1GOVERNMENT POINTS OF CONTACT: The Government points of contact are not warranted Contracting Officers and do not have the authority to take any action, either directly or indirectly, that would change the pricing, quantity, place of performance, delivery schedule, or any other terms and conditions of the contract.
6.2Contracting Officer: Given at award.

7.0BASE ACCESS

The Contractor is responsible for acquiring base access.

Army Installations across the region are transitioning to a new government-owned access control system called Defense Biometric Identification System (DBIDS). This new and enhanced system replaces RAPIDGate and MCESS for contractors and other non-DoD-affiliated personnel requiring installation access. DBIDS is already installed at more than 320 sites with over 5 million registered personnel and unlike previous systems, this one is a free service.

Here’s what you need to know:

Current DoD ID Card Holders

- If you currently hold a valid Common Access Card (CAC), dependent ID card, reserve ID card, or retiree ID card, issued by the Defense Enrollment Eligibility Reporting System (DEERS), no further action is required.

- You will be automatically enrolled in DBIDS when your ID card is initially scanned at the gate. Expect a one-time delay of 3-6 seconds as the DBIDS system initially registers your information.

New Contractors

- DBIDS credentials will be issued beginning June 25, 2018

- New contractors requiring access for over 60 days will receive a credential valid for up to one year.

- New contractors requiring access for less than 60 days will receive a temporary paper pass.

Reminder: Beginning June 5, 2018, all personnel in possession of a RAPIDGate/MCESS credential will also be required to provide a second valid U.S. government form of identification. Beginning June 25, 2018, DBIDS credentials will be issued or exchanged in place of a RAPIDGate/MCESS credential. The last day RAPIDGate/MCESS credentials will be authorized for entry onto the installation is September 30, 2018.
