About this file
This document is a Justification for Other Than Full and Open Competition (J&A) for the United States Marshals Service (USMS) to acquire a Digital Evidence Management System (DEMS) and Body Worn Camera (BWC) Enterprise License Agreement from Axon Enterprise, Inc. The procurement is for a sole-source contract to renew the Video Retention System (VRS) for body-worn cameras and digital evidence management, with a base year and four option years from 2026 to 2030.
The contract will provide Axon's Evidence.com DEMS, which includes cloud-based storage, AI-powered redaction, mobile evidence ingestion, and secure case sharing capabilities. The USMS determined Axon is the only vendor capable of meeting their specific operational, cybersecurity, and interoperability requirements after conducting a pilot program and extensive market research. The total estimated contract value is redacted, but will be a firm fixed-price agreement. A notice of intent to sole source will be posted on Sam.gov on November 24, 2025, with a closing date of December 15, 2025, and USMS will continue to assess the market for potential future competitive solutions.
