About this file

This document is a Determination and Findings (DnF) for a Sole Source Solicitation issued by the Marine Forces Special Operations Command (MARSOC) at Camp Lejeune, North Carolina. The document justifies sole-sourcing a contract to Atlantic Forced Entry & Solar Protection for repairing and replacing MechoShade Dual Manual Roller Shade Systems in building RR400. The sole-source justification is based on three key reasons: (1) ensuring system compatibility and integrity with the existing proprietary shade systems, (2) maintaining critical security requirements for classified information storage, and (3) avoiding potential functional incompatibility, aesthetic discrepancies, increased costs, and operational delays that could result from using an alternative vendor. The contractor's point of contact is Jason Mayer, and the contract is dated 7/31/25, with the document referencing FAR 13.106-1 and SOFARS & DCG Part 13 as regulatory guidelines.

DETERMINATION AND FINDINGS

DETERMINATION FOR SOLICITING FROM A SINGLE SOURCE (FAR 13.106-1(b)(1))

Subj: RR400 BLINDS REPAIR AND REPLACEMENT

FINDINGS

Marine Forces Special Operations Command (MARSOC), , Camp Lejeune, North Carolina has submitted a services requirement to: repair and replace the MechoShade Dual Manual Roller Shade Systems in and around building RR400. The required services will be sole-sourced through Atlantic Forced Entry & Solar Protection. Pursuant to FAR 13.106-1(b)(1), only one source is reasonably available to fulfill this requirement due to the following compelling reasons:

1. Compatibility and System Integrity: The existing window shade systems in building RR400 are MechoShade Dual Manual Roller Shade Systems, originally installed by Atlantic Forced Entry & Solar Protection. To ensure complete compatibility in form, fit, and function, and to maintain the integrity of the existing system, Atlantic Forced Entry & Solar Protection is the only vendor capable of providing the required repair and replacement services. They possess the proprietary knowledge, matching color materials, and access to potentially obsolete parts necessary for seamless integration.

2. Security Requirements: The repair and replacement of these shade systems directly supports MARSOC’s strict adherence to security policies mandated by Marine Corps Base Camp Lejeune regarding the storage and handling of classified information within building RR400. A consistent, fully functional shading system is crucial in preventing unauthorized visual access to sensitive materials. Introducing a non-compatible system would create a significant security vulnerability.

3. Potential for Functional Incompatibility, Aesthetic Discrepancies, Increased Costs & Delays: Utilizing a different vendor would likely result in:

a. Functional Incompatibility: New shade systems may not properly integrate with existing window frames, mounting hardware, or operational mechanisms.

b. Aesthetic Discrepancies: Variations in color or material would create a non-standard appearance, potentially drawing unwanted attention and signaling alterations to security features.

c. Increased Costs & Delays: Modifying existing infrastructure to accommodate a different system would be costly and time-consuming, potentially disrupting operations and creating unacceptable delays.

DETERMINATION

Based on the findings above, it is determined that Atlantic Forced Entry & Solar Protection is the only source reasonably available to provide the required repair and replacement services for the MechoShade Dual Manual Roller Shade Systems in building RR400. Soliciting from any other source would result in unacceptable risks to system integrity, security, and operational efficiency, and would likely incur additional costs and delays. It is hereby determined that the subject requirement involves services/supplies that must be sourced through the identified single responsible Contractor and is within the concept set forth by FAR 13.106-1(b)(1). Therefore, award and execution of the contract is appropriate.
