PERFORMANCE WORK STATEMENT
1. Scope. Building 1808 located aboard Naval Weapons Station Yorktown is the headquarters for 3 independent commands. The installed electronic security systems include electronic access control (ACS) and intrusion detection (IDS) along with a local closed circuit television system (CCTV). All exterior and several interior doors are equipped with electronic access control and intrusion detection systems.
Marine Corps Security Force Regiment requires the ability for visitors to signal their presence and request access, remotely communicate with the visitor, and upon successfully vetting the visitor remotely unlock the door.
All doors covered by this contract are equipped with an active electronic access control system utilizing the Lenel
On Guard program and using the DOD CAC card as the access token. Lenel client terminals are located in Building
1808 room 113 and Building 2122 room 126.
All work will be completed no later than 30 March, 2020.
a. This contract is to provide the capability to signal the presence of a visitor at certain doors located in building 1808, conduct visual and audio communications with that visitor, and remotely unlock the door once the visitor’s request for access has been vetted.
b. Supplied products must be able to interface with the Lenel “On Guard” system.
c. The individual commands will be able to remotely communicate both visually and audibly with the visitor and remotely unlock the door(s).
2. Applicable Documents. None.
3. Tasks.
Install 3 independent systems for the following building sections or doors:
1. System 1:
a. 3 announcing stations at doors 104B, 117A, and 115.
b. 2 receiving stations customer located in offices 117B-M
2. System 2:
a. 4 announcing stations at doors 101, 104A, 105A, and 116.
b. 3 receiving stations:
2 to be customer located in offices 105B-M.
1 to be customer located in room 103.
Note the receiving station located in room 103 will only have the capacity to unlock doors 101 and
104A.
3. System 3:
a. 2 announcing stations at doors 106 and 106A.
b. 2 receiving stations customer located in offices 106B-R
4. Contractor Quality Assurance.
All products recommended under this contract will be products of manufacturers regularly engaged in the production of such products with a satisfactory commercial or industrial use history of at least 2 years
The contractor will provide cut sheets of all products recommended under this contract. The Marine Corps Security
Force Regiment Physical Security Officer will approve all recommended products.
The contractor will be a Value Added Resource (VAR) recognized by the Lenel Corporation.
The Contractor’s installing technicians will meet any product manufacturers training and certification requirements.
Proof of completion of training or certifications will be provided to the Marine Corps Security Force Regiment
Physical Security Officer
An operational test of the installed systems will be conducted by the contractor. The test will ensure that all components function as designed. The operational test will be observed by the Marine Corps Security Force
Regiment Physical Security Officer or his designate
UNAUTHORIZED WORK
CONTRACTOR'S UNAUTHORIZED WORK PERFORMANCE
Contractor’s Unauthorized Work Performance. The Contractor shall not perform work that deviates from contract requirements and specifications. If the Contractor deviates from contract requirements and specifications without approval of the CONTRACT ADMINISTRATOR/OFFICER, such deviation shall be at the risk of the Contractor and any cost related thereto shall be borne by the Contractor.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014) (Tailored)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
BASIS OF AWARD: Offers will be evaluated based on (1) Price; (2) Technical Capability of the Offer to Meet the Government’s Requirement; and (3) Past Performance.
The Government reserves the right to award without discussions, but reserves the right to engage in discussions if later determined to be in the best interest of the Government. This acquisition will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items and FAR 13, Simplified
Acquisition Procedures.
A mere statement that the vendor “will meet the Government’s requirements” is insufficient; the vendor must demonstrate how it will meet the requirement. Vendor quotes shall include the following information:
a. Price: The price quote must reflect unit prices, extended amounts per line item, and overall total.
(Note: All prices must be actual “face-value” pricing having already accounted for any discounts offered and extended to the Government).
b. Technical Capability of the Offer to Meet the Government’s Requirement: The vendor shall provide a capability statement/performance plan that demonstrates their ability to provide the required services in the solicitation. The vendor should address their experience providing this type of service, equipment supplied, and any other relevant information.
c. Past Performance: The contractor shall provide contact information including name, phone number, and email address for a minimum of three (3) references. The references should be for work performed within the last four (4) years and of similar size, scope and complexity.
SAM. Offerors must be registered in the System for Award Management (SAM) database. Information on registering in SAM may be obtained by contacting Gunnery Sergeant Joy White-Sanchez by email @ joy.white@usmc.mil or by telephone at 757-445-4290.
WIDE-AREA WORKFLOW – RECEIPT AND ACCEPTANCE. As a condition of receipt of any resulting order, the Contractor agrees to implement the Department of Defense (DOD) web-based application. Information on registering in WAWF-RA may be obtained by contacting Gunnery Sergeant

SUBMISSION REQUIREMENTS. Quotes submitted in response to this RFQ shall include:
(a) Technical Quote to include Delivery
(b) Price/Quote
(c) Vendors must complete and return FAR 52.212-3 Deviation and return with their quote package. FAR 52.212-3 is incorporate by FULL TEXT in this solicitation, under the Clause and Provision section.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the
Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (DEC 2018)
(a) Definitions. As used in this clause—
“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.
“Document type” means the type of payment request or receiving report available for creation in Wide Area
WorkFlow (WAWF).
“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of
Payment Requests and Receiving Reports.
(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-
7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall—
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training
Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data
Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:
(1) Document type. The Contractor shall submit payment requests using the following document type(s):
(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.
(ii) For fixed price line items—
(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting
Officer.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

252.232-7010 LEVIES ON CONTRACT PAYMENTS (DEC 2006)
(a) 26 U.S.C. 6331(h) authorizes the Internal Revenue Service (IRS) to continuously levy up to 100 percent of contract payments, up to the amount of tax debt.

(c) DoD shall promptly review the Contractor's assessment, and the Procuring Contracting Officer shall provide a written notification to the Contractor including--
(1) A statement as to whether DoD agrees that the levy may result in an inability to perform the contract; and
(2)(i) If the levy may result in an inability to perform the contract and the lack of performance will adversely affect national security, the total amount of the monies collected that should be returned to the Contractor; or
(ii) If the levy may result in an inability to perform the contract but will not impact national security, a recommendation that the Contractor promptly notify the IRS to attempt to resolve the tax situation.
(d) Any DoD determination under this clause is not subject to appeal under the Contract Disputes Act.
