About this file

This is a Purchase Order Request for Proposals (PORFP) issued by the Maryland Department of Health (MDH) Office of Enterprise Technology for NEC VOIP phones and associated telecommunications equipment. The PORFP seeks bids for hardware, peripherals, software, manufacturer's extended warranty and maintenance services under the PBX IV - Telecommunications Equipment and Services Master Contract. The equipment must be delivered to the MDH facility in Rockville, Maryland, with a required delivery date no later than June 30, 2026. Proposals are due on June 8, 2026, at 11:00 AM EST. This secondary competition is limited exclusively to Master Contractors previously awarded contracts under the PBX IV Master Contract #001B0600162. Specific equipment and quantities are detailed in Attachment A of the document. The evaluation will prioritize conformance to specifications as the primary criterion, followed by lowest bid pricing.

All bids must be password-protected and submitted via email to the Procurement Officer, Danae Augustyniak (mdh.oetprocurement@maryland.gov), with passwords sent separately after the bid due date, or alternatively through the eMMA portal (BPM057251). Master Contractors must be authorized NEC resellers and are required to provide estimated ship dates and lead times for each item, manufacturer's suggested retail pricing screenshots, and a Mercury Affidavit if applicable. Proposals must remain valid for a minimum of 90 days following the due date. The state reserves the right to purchase quantities greater or less than specified based on available funding and requires all equipment to be new and unused with no restocking fees imposed for items damaged or incorrectly shipped. Invoices must be directed to specified state representatives and must satisfy all requirements defined in COMAR 21.06.09.01 and .02, with one-time pricing items billed within 30 days of acceptance.
