About this file
This file is a Question and Answer document for federal contract solicitation M0068126Q0082, addressing vendor inquiries regarding the procurement of TEMPEST Tents for the Marine Expeditionary Force (MEF) Rotation. The U.S. Marine Corps is the procuring agency, with delivery required to Camp Pendleton.
The Q&A clarifies critical requirements and the Government's position on component substitutions and alternative materials. Key findings include: (1) MIL-STD-188-125 and IEEE 299-2006 certifications are mandatory with no waivers or additional testing time permitted; (2) the magnetic RF door must meet specification requirements, rejecting vendor-proposed hook-and-loop and EMI zipper alternatives; (3) the TRIPP Lite UPS must be sized to support aggregate electrical loads within the shielded enclosure, with specific commercial models acceptable if meeting capacity and configuration requirements; (4) stitched seams and PVC support frames are required construction specifications, with alternative materials such as adhesive-bonded seams or carbon fiber frames rejected unless supported by complete system-level test data; (5) Copper/Silver construction is specified, though alternative materials like Copper/Nickel may be considered with demonstrated equal or superior RF shielding performance through system testing; (6) the delivery location can accommodate palletized freight; and (7) delivery timeframes of six to eight weeks are acceptable, providing flexibility beyond the stated six-week requirement. The Government's consistent position emphasizes system-level compliance and validated testing over vendor assertions of equivalency.

Solicitation: M0068126Q0082 Title of Requirement: TEMPEST Tents for MEF ROTO Q&A #1-7 as of 03 September 2026
Questions
Answers
1
MIL-STD-188-125 and IEEE 299-2006 certification: Our system has not yet been tested to these standards. Would the Government consider additional time to complete the testing or a waiver for this requirement?
No. The Government will not consider additional time or a waiver for this requirement. Compliance with MIL-STD-188-125 and IEEE 299-2006 is a mandatory requirement and must be demonstrated prior to acceptance of the system. The Government will not accept an untested system in lieu of the specified certification requirements.
Magnetic RF door: Our system uses a double-layer hook-and-loop closure combined with an EMI zipper. We believe this provides an equivalent or potentially superior solution, particularly around sensitive electronic equipment. Would the Government accept this as an equivalent alternative?
No. The Government is requiring demonstrated system level compliance, not accepting an unvalidated component substitution based on the vendor's assertion of equivalency.
3
TRIPP Lite SMART TOWER: A1 lists this component without a model designation. Capacity in VA or watts, outlet count and receptacle type, and whether the unit sits inside or outside the shielded envelope would let us match the requirement exactly rather than substitute.
The UPS is intended to be located inside the RF Shielded enclosure and provide conditioned/uninterruptible power to multiple workstations and associated equipment. The contractor shall size the UPS to support the aggregate electrical load and provide sufficient capacity, outlets, and appropriate receptacle types. A specific commercial model may be proposed provided it meets the required capacity, configuration, operational requirements, and is suitable for installation within the shielded envelope.
4
Equal products: A1 specifies stitched seams and a PVC support frame. We offer adhesive-bonded seams and a carbon fiber modular frame, both of which we believe exceed the stated characteristics. Please confirm these will be evaluated against the underlying performance requirement.
No. The proposed adhesive-bonded seams and carbon fiber modular frame will not be considered equivalent solely based on the contractor's assertion that they exceed the specified characteristics. The stitched seams and PVC support frame are part of the required enclosure construction and configuration. Substitution of these components could affect RF shielding, structural integrity, electrical characteristics, durability, and overall system performance. Any proposed alternative would require objective test data demonstrating equivalent or better performance of the complete system against all applicable requirements.
5
Construction Materials: Could the Government please clarify whether the specified Copper/Silver construction is an exact mandatory material requirement, or whether an alternative shielding-material construction, such as Copper/Nickel, would be acceptable if the offeror provides manufacturer documentation demonstrating that the proposed solution meets or exceeds all required RF shielding performance and applicable standards?
The Government requires the specified Copper/Silver construction. Alternative shielding materials, such as Copper/Nickel, may be considered if the offeror can demonstrate that the complete system provides equal or better RF shielding performance and meets all applicable testing, durability, and security requirements. Manufacturer documentation by itself will not establish equivalency when system level testing or certification is required.
6
Delivery: The manufacturer ships the systems palletized and requires the receiving location to be able to accept pallet deliveries. Would you mind confirming that the designated Camp Pendleton delivery location can receive palletized freight?
Yes, the designated delivery location aboard Camp Pendleton can receive and accommodate palletized freight deliveries.
7
Delivery Timeline: Would the Government be able to accept delivery within a six-to-eight-week timeframe, or should we plan strictly around the six-week requirement stated in the solicitation?
The Government can accept delivery within a six-to-eight-week timeframe, as this delivery period is consistent with industry standards for comparable products.
