The shall Contractor provide overall expertise for successful completion of these tasks.
4.1 MCMWTC IMO Support. The SME requirement for Information Management is for support to formal schools, Service Level Training Exercise (SLTE) and Base/Installation Operations.
4.1.1 Information Management Officer SME Support. The technology revolution and resulting abundance of new C2 systems and applications have exponentially increased the complexity and amount of data that must be viewed, sorted, collated, disseminated, and managed by military forces. Operational level headquarters can no longer rely solely on the electronic mail (e-mail) inbox to understand, visualize, plan, and direct operations.
Organizations that do not adapt to technological advances may become overwhelmed or distracted, losing the ability to maintain relevant situational awareness and/or make timely and informed decisions. Leaders make decisions based upon their personal understanding of a situation; such an understanding develops through information assimilation and refines through the lens of personal experience, intuition, and judgment.
Historically, commanders achieved this understanding or situational awareness by personally viewing and visiting the battlefield; however, as the size, tempo, and complexity of the modern battlefield expanded, this approach became untenable. To compensate for modern realities, commanders and their staff gain perspective from situation maps, text documents (e.g., messages, reports, status boards), and voice reports. The situation map and text information, combined with the commander's experience, intuitive reasoning, judgment, and personal contact with subordinate units, enables the commander to attain a level of understanding necessary to make informed decisions. Contending with the complexity characterized by conflicts in the 21st century, warfighters not only need integrated systems, but also structured policy and guidance. Such direction should be combined with procedures that collect, process, and safeguard data and thereby facilitate efficient information assimilation, sharing, and collaboration. The aggregate of today's technology, procedures, people, and policy must provide shared situational awareness and decision support across a distributed network in dynamic and chaotic arenas.
4.2 The Contractor shall analyze business and information requirements and designing SharePoint/Internet content prototypes and products. Will work with customers to test developed content against requirements, monitoring and assuring quality, functionality, security, and integrity of the designed content to include writing and maintaining documentation, troubleshooting, and resolving technical problems with the design and delivery of products. This will include collecting and analyzing content use and performance statistics, providing design and delivery advice to content providers, applying information security /information assurance policies, principles, and practices as well as performing other duties as assigned. This role has both technical and administrative aspects and the Contractor must demonstrate clear proficiency in both aspects.

A7. Prefer governmental past performance as operating systems are different from commercial applications as they do not use NIPR/SIPR.
Q8. Will the Government permit the prime contractor to satisfy the Factor 3 (Past Performance) requirement, in whole or in part, through the recent and relevant past performance of a proposed subcontractor (for example, a teammate with documented IMO/IM support for DoD or another Federal agency)? If yes, please indicate any limitations on the percentage of effort, dollar value, or role the subcontractor may perform (e.g., major subcontractor vs. minority role), and whether Section H clauses cap subcontractor labor pricing.
A8. There are no percentage or limitations, The Government will consider affiliate and joint venture past performance.
Q9. The Performance Work Statement describes providing 'a liaison to coordinate information management activities' and SharePoint/Power Platform subject matter expertise. Please clarify: (a) the minimum number of FTEs/contractor personnel required; (b) estimated labor hours or work-days per base and option year; (c) whether the 180-day per-CLIN per-day pricing structure assumes one full-time equivalent per year or a different mix of personnel; and (d) whether the contractor may propose additional surge, part-time, or after-hours support outside the priced CLINs. This determines our staffing plan and ceiling calculation.
A9. (a) MCWTC only requires (1) FTE/Contractor,
(b) 8 hr. day, 5 days a week (M-F),
(c) MCWTC only requires (1) FTE/Contractor
(d) No surge capability required
Q10. The price evaluation references 'base plus all options (RFO FAR 52.217-5 and 52.217-8)' and a per-CLIN per-day price multiplied by 180 days added to the total contract price. Please confirm: (a) the number and length of option periods (for example, four 12-month options); (b) whether each option year also assumes 180 work-days of effort at the same per-day rate; (c) the total evaluated contract ceiling inclusive of the base and all options;
and (d) whether any option exercise is at the Government's sole discretion.
A10. (a) No option years but an extension of the contract up to 6 months.
(b) No option years but the optional extension would assume the same work-days of effort at the same per-day rate.
(c) The total evaluation would include the base year of 12 months plus the optional 6 months extension. So all 18 months will be evaluated.
(d) optional extension would be a unilateral (Government's discretion), unless the intent to exercise is not provided in the window outlined in the option clauses. Which for 52,217-8 is within 10 days. Anything later than that is bilateral.
Q11. The Performance Work Statement names 'Microsoft 365, SharePoint Online, and Power Platform' as the primary platforms and incorporates DFARS 252.239-7010 (Cloud Computing Services). Please clarify: (a) which Power Platform products are in scope (Power Apps, Power Automate, Power BI, Power Pages, or all); (b) the tenant environment into which we will build (e.g., MilCloud, M365 GCC High, DoD Cloud Compute, or commercial M365 GCC); (c) whether IL4/IL5 data residency, FedRAMP-High, or DoD Impact Level authorizations apply; and (d) whether an existing MCMWTC SharePoint site architecture, list of portals, or content will be handed off to the incoming contractor. This will shape our Technical Capability narrative.
A11. (a) The contractor should have experience in Power App Development, Power BI (Business Intelligence) Development, and Power Automate Development.
(b) The tenant environments included are USMC NIPR and SIPR.
(c) All products are built under the USMC IL5 environment.
(d) Yes, there is an existing site structure composed of two teams (SLTE and Command Deck) and two sites (Internal and Home SharePoint) that fall under TECOMs site structure. These sites have a plethora of custom-built lists and document libraries for processes aboard the installation with numerous automated flows linked to these different processes as well. There are two active Power Applications and two in development. There are eight different active Power BI dashboards in an MCMWTC Workspace and a MCMWTC App that display dashboards to the Marine Corps for open access to visualized data.
Q12. Factor 2 (Technical Capability) requires a narrative covering PWS deliverables, Personnel Qualifications and Experience, Management Approach, and Quality Assurance/Continuous Improvement, and notes that Microsoft Applied Skills / Modern Work / Business Applications credentials 'may be considered.' Will the Government permit (or accept) a short demonstration, prototype, screen-recorded walkthrough, or sample workspace (e.g., a sandbox SharePoint Online site with Power Apps/Power Automate flows) submitted within Volume II as evidence of capability, in lieu of or in addition to a narrative description?
A12. Demonstration not required. Provide narrative description.
Q13. The Phase-3 evaluation criterion states QASP acceptable quality is met 'when support has been determined to meet Government objectives; no more than three tasks completed late or incorrectly each quarter.' Please provide or reference the full Quality Assurance Surveillance Plan (QASP) and clarify: (a) how the Government defines a discrete 'task' for the three-per-quarter tolerance (each deliverable? each ticket? each portal change?);
(b) the roles of the COR and the MCMWTC Deputy Operations Director in determining acceptability; and (c) any underlying response-time or availability SLAs (for example, ticket turnaround, portal uptime, or release cadence).
A13. There is an existing ticket system for the IM Specialist to record their work with automated notifications to users and a dashboard connected to the ticket system to show productivity as well as an automated feedback form that gets sent out for customers to review the IM Specialist's work. The COR will determine suitability based off project size, difficulty, and time associated with project.
Q14. Microsoft Certifications: PWS Table 1 identifies MS-900, MS-700, PL-300, PL-900, PL-400, MS-721, and PL-600 as qualification requirements, while PWS 5.4 states that the SME must possess the minimum qualifications prior to the start of contract performance. Please confirm whether the single proposed SME must individually hold all seven certifications at the time of quotation submission, or whether the certifications may be obtained prior to the start of contract performance.
A14. Certifications can be obtained prior to period of performance.
Q15. Instructional Experience: PWS Table 1 requires one year of "teaching experience," while the quotation instructions specify over one year of "instructional experience delivering Information Management (IM) training." Please clarify whether experience providing end-user training, workshops, demonstrations, coaching, or instruction on SharePoint, Microsoft 365, and Power Platform solutions would satisfy this requirement, or whether formal classroom/instructor experience is required.
A15. Documented coaching or instruction is acceptable.
Q16. Please confirm whether SME resumes and copies of required certification documentation are included within the 15-page limitation for Volume II, or may be submitted as attachments outside the page limit.
A16. May be submitted as an attachment.

A23. 65% Trouble Ticket, 25% Development, 10% Process Improvement
Q24. Please provide the Past Performance Worksheet (Attachment 1) that needs to be completed by Offeror.
A24. Evaluation document has been revised to remove this as there is not a worksheet.
Q25. Required Certifications: Please confirm whether the proposed SharePoint Online and Power Platform SME must individually possess all seven certifications identified in Table 1 (MS-900, MS-700, PL-300, PL-900, PL-400, MS-721, and PL-600) at the time of proposal submission/start of performance, or whether the Government will accept equivalent/current Microsoft credentials or qualifications collectively satisfied across contractor personnel.
A25. Have training complete before period of performance.
Q26. Use of Additional/Reach-Back Personnel: The PWS identifies a requirement for one SharePoint Online and Power Platform SME. Please confirm whether the Government expects all PWS tasks to be performed exclusively by the proposed SME, or whether the contractor may utilize additional corporate/subcontractor reach-back personnel for specialized technical support, quality assurance, development, or surge requirements at no additional cost to the Government.
A26. All work performed by single SME. No reach-back capability required.

Can the Government confirm whether an active, in-hand Secret clearance is required of the proposed SME at the time of quote submission or at award, or whether clearance-eligibility (i.e., no active clearance yet, but investigation-eligible) is acceptable, with the investigation and adjudication to occur post-award?
Ref: PWS Table 1, (S) 5.1.12; PWS (S) 10.1
A32. Need clearance investigation started before performance date.
Q33. Given the interval between the anticipated award date and the 26 August 2026 performance start date, what is the Government's expected timeline for CAC issuance and SIPRNET access sponsorship for a non-incumbent contractor's SME, and will a short administrative onboarding period be accommodated if needed?
Ref: PWS (S)(S) 10.1, 11.3, 12.1
A33. CAC issued upon arrival and SIPR access granted two weeks after T3 adjudication.
Q34. The solicitation references classified (Secret) information handling but does not include a DD Form 254 among the listed contract documents, exhibits, or attachments. Will a DD Form 254 be issued with the awarded contract, and does the requirement contemplate any facility-level clearance obligation for the offeror, or is this solely an individual/personnel-level access requirement sponsored by MCMWTC?
Ref: Block 9/16, List of Contract Documents, Exhibits, or Attachments; PWS (S)(S) 10.1, 11.3
A34. Vendor will provide DD 254 upon award of contract.
