About this file
This document is an amendment to Solicitation No. M0068124R0006 for Media Monitoring Subscription services. The Regional Contracting Office (RCO) - MCIWEST has a requirement to provide news and social media analysis services for 1st Marine Expeditionary Force (1MEF) Communications Strategy and Operations (COMMSTRAT) at Marine Corps Base Camp Pendleton, CA.
The key updates in this amendment are: extending the deadline for offerors to submit questions to July 25, 2024 and the deadline for receipt of proposals to August 12, 2024; adding defined rating structures for the technical sub-factors; clarifying proposal organization and format requirements; and providing details on the evaluation criteria and basis of award. The Government intends to award a firm-fixed-price contract with a base year and four 1-year option periods. Offers will be evaluated on technical factors and price, with an unacceptable rating on any technical sub-factor resulting in the offer being deemed unacwardable.

PROPOSAL ORGANIZATION AND FORMAT:
a. The proposal submitted in response to this solicitation shall be clear, concise, and shall contain sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposals should not simply rephrase or restate the Government’s requirements, but rather should demonstrate convincing rationale to address how the offeror intends to meet these requirements. Nonconformance with the solicitation requirements, specified organization and content may result in elimination or misevaluation of the proposal. All claimed technical capabilities to meet the requirements shall be realistic and are subject to verification by the Government. b. Proposal Organization: The proposal shall be written to the greatest extent possible on a stand- alone basis so that its content may be evaluated with a minimum of cross-referencing to other volumes of the proposal. Cross-referencing within a proposal volume is permitted where its use would conserve space without impairing clarity.
Hyperlinking of cross-references is permissible. Information required for proposal evaluation, but not provided in its designated volume or cross- referenced, is assumed omitted from the proposal.
c. All applicable documents shall be marked “PERSONALLY IDENTIFIABLE INFORMATION (PII)

ADDENDUM TO 52.212-2
Evaluation Factors Proposals will be evaluated on the following factors:
1. Technical Package
A. Sub-factor 1: Technical Approach to PWS Requirements
i. Identify the maximum number of supported users and the maximum number of searches and unique filters that can be created within the system by the end user.
ii. Provide a list of proposed data sources that can be monitored by the platform across online, print, broadcast media, and social media and describe the platform’s ability to segregate and display that data by geographic, language, and other factors. Provide a narrative and pictorial example of how the system tracks and maps the propagation of content within social media and traditional news reporting across media types/platforms, geography, and time. Include a description of the user’s ability to integrate user-managed social platforms and other data into the platform.
mailto:timothy.johnson@usmc.mil mailto:maria.caceres@usmc.mil
iii. Describe, in narrative format, the platform’s ability to translate content without transitioning to a third-party website.
iv. Provide an example of a depiction of both an influencer network and a thematic/narrative network based on data sources or searches within the platform and describe the underlying processes used to generate that network.
Acceptable Based on the quote, the Government has determined the contractor has demonstrated a technical approach to meet all PWS requirements; technical subfactor 1 receives an acceptable rating.
Unacceptable Based on the quote, the Government has determined the contractor did not demonstrate a technical approach to meet one or more of the PWS requirements; technical subfactor 1 receives an unacceptable rating.
B. Sub-factor 2: Quality Control Plan.
The offeror shall provide a plan that identifies the quality control measures that will be implemented to ensure high standards of service and compliance with the PWS.
Acceptable Based on the quote, the Government has determined the contractor has submitted Quality Control Plan identifying measures to maintain contract performance standards; technical subfactor 2 receives an acceptable rating.
Unacceptable Based on the quote, the Government has determined the contractor did not submit a Quality Control Plan and has not identified measures to maintain contract performance standards; technical subfactor 2 receives an unacceptable rating.
C. Sub-factor 3: Company Organizational Chart
Acceptable Based on the quote, the Government determined the contractor has submitted a company organizational chart; technical subfactor 3 receives an acceptable rating.
Unacceptable Based on the quote, the Government determined the contractor has not submitted a company organizational chart; technical subfactor 3 receives an unacceptable rating.
D. Sub-factor 4: Management Plan to address the following:
i. Proposed Key Personnel
ii. How the Offeror will provide oversight and administration of the entire effort, communication with the Government representatives, and provide administrative support.
Acceptable Based on the quote, the Government determined the contractor has submitted a list of key personnel to provide oversight, communication with the government, and administrative support; technical subfactor 4 receives an acceptable rating.
Unacceptable Based on the quote, the Government determined the contractor has not submitted a list of key personnel to provide oversight, communication with the government, and administrative support; technical subfactor 4 receives an unacceptable rating.
2. Price will be evaluated in accordance with FAR 15.403-1(c). Offers shall provide the following:
A. Signed solicitation (SF1449) with completion of Unit Price and Total Price on all CLINs [0001 – 4001].
B. All applicable provisions completed (if information is “None” or Not Applicable” please state accordingly).
C. If applicable, all signed solicitation amendments.
D. All pricing shall be stated in two decimal places. (For example: $10.10, not $10.009)
Basis of Award: The Government intends to award a Firm-Fixed-Price (FFP) contract that enables analysis of the news and social media environment. The Government will evaluate quotes based on technical specifications and price.
The Government will evaluate and focus on the Offeror’s approach to meeting the requirement of the PWS utilizing the ratings supplied above for the technical sub-factors. Based on the information and documentation provided by the Offeror, the Government should have a reasonable expectation that the Offeror will successfully perform the required effort. An unacceptable ratings on any technical sub-factor will result in the quote being deemed unawardable.
The Government intends to evaluate proposals and award a contract without discussions (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
The Government intends to award based on the total price. Total price consists of the basic requirements and all option items. The Government intends to evaluate all options and has included the provision FAR 52.217-5, Evaluation of Options. In accordance with FAR 52.217-5, Evaluation of Options will not obligate the Government to exercise the option(s). Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:
1) Competitive Offers
2) Comparison of proposed prices with the IGCE
3) Comparison of proposed prices with available historical information
The Government anticipates awarding a firm fixed-price (FFP), base year with four (4) 1-year option periods for a total of five (5) years. The option to extend services up to 6-months will be included in accordance with FAR 52.217-8, Option to Extend Services. Quoters are advised that the Option to Extend Services Clause at 52.217-8 is included in the solicitation and will be included in the awarded contract. When proposing prices for base and option years, Quoters should consider that the government may choose to exercise the option to extend services at the end of any period of performance (base or option periods), utilizing the rates in effect during the period of performance in which the option is exercised. For purposes of evaluation, the government will take the final option period pricing and divide it by two, and add that dollar amount to the overall contract price.
