SOUTHWEST REGION FLEET TRANSPORTATION (SWRFT)
MOTOR VEHICLE OPERATOR SUPPORT
1. INTRODUCTION
The United States Marine Corps (USMC) Southwest Region Fleet Transportation (SWRFT) Department provides commercial vehicle transportation support management of garrison mobile equipment assignments, and maintenance support to Marine Corps Installation Commanders and Tenant activities located in the Southwestern United States.
2. SCOPE
The purpose of this acquisition is to provide an Indefinite Delivery Indefinite Quantity (IDIQ) contract for commercial vehicle transportation support. A firm fixed priced CLIN shall be utilized for the On-Site Coordinator support and a Labor Hour CLIN shall be utilized for the motor vehicle operators. Ad-hoc travel will utilize a Cost Reimbursable CLIN. This contract structure shall support the SWRFT department with an on-call responsive, and efficient means of obtaining qualified motor vehicle operators to meet the needs and operational objectives.
SWRFT is frequently required to provide transportation of property and personnel to various civilian and military installations throughout California, Arizona, and Nevada in support of military operations. In order to support the mission, the contractor shall provide support for vehicle operators with Class A, Class B, and Class C driver’s licenses. This contracted support supplements existing government motor vehicle operators and will be provided as needed on an on-call basis. The required occupations and descriptions are provided as follows “These are not recommendations of what labor mix to propose, nor does the inclusion or exclusion of these categories guarantee success or failure during the proposal evaluation process.”:

3. GENERAL REQUIREMENTS
The Contractor shall provide non-personal services for on-call qualified motor vehicle operators (MVO) and on-site supervision services necessary to operate Government- owned/leased tractor-trailers, buses, and medium duty cargo vehicles for transporting USMC property and personnel throughout California, Arizona, and Nevada.
3.1 On-Call. On-call support is to provide MVO support and capabilities when the SWRFT mission is met with surge requirements. The SWRFT environment is in constant fluctuation and this contract is imperative to meeting the SWRFT mission.
3.2 Compliance. The contractor shall be in compliance with all Federal, State, and local laws and regulations, including, but not limited to, the Federal Motor Carrier Safety Regulations and Marine Corps Installations West Order 11240.3. (Appendix 1)
3.3 Contractor Personnel Qualifications. The contractor shall provide qualified MVOs with appropriate combinations of education, training, physical capabilities, licensing, and experience.
3.3.1 The Contractor shall only provide employees that have the proper licenses and endorsements required to operate equipment the motor vehicle operator is scheduled to perform.
3.3.2 The Contractor shall provide proof of driving experience for all MVO’s within 10 days of contract award and within 3 days when new MVO’s are supporting this requirement. (Deliverable 7.1) Proof of experience shall be validated with a DMV printout and resumes/certifications.
3.3.3 All Motor Vehicle Operators must have been employed as a commercial driver, for at least two years, immediately preceding employment under this contract and have operated a vehicle representative of the vehicles that are used in support of the contract.
3.3.4 The contractor shall provide an On-Site Contract Coordinator (OCC). This position is a Key Personnel position.
3.3.5 The contractor shall provide operators capable of meeting the physical requirements to include, but not limited to, securing cargo loads using chains, binders, and straps; in addition to lifting up to 50lbs.
3.3.6 Contractor personnel must be authorized to work in the United States and carry appropriate documentation accordingly.
3.3.7 Contractor personnel must be capable of understanding and speaking the English language.
3.3.8 The Contractor shall ensure all MVO’s follow SWRFT protocols.
3.3.8.1 An initial overview of SWRFT protocol shall be provided by a SWRFT POC at the beginning of the contract on the utilization of government equipment/vehicles to the OCC and all MVO’s available for the overview.
3.3.8.2 The OCC shall be responsible for disseminating this information for all MVO’s that have not attended the SWRFT protocol meeting and all new MVO’s supporting this contract.
3.4 Contract Management. The Contractor shall provide the necessary resources to manage, perform, and administer the contract. See Appendix 2 for an ESTIMATION (historical data) of the number of Motor Vehicle Operators that MAY be required for any given day.
3.4.1 The contractor shall provide an organizational chart within 10 days after award and as needed that provides up-to-date contact information (phone/email).

3.4.2 The contractor shall provide an On-Site Contract Coordinator (OCC) as a single point of contact between the support operations at Marine Corps Base (MCB) Camp Pendleton, Marine Corps Air Station (MCAS) Miramar, Marine Corps Recruit Depot (MCRD) San Diego, Marine Corps Air Ground Combat Center (MCAGCC) 29 Palms, Marine Corps Mountain Warfare Training Center (MCMWTC) Bridgeport, Marine Corps Logistics Base (MCLB) Barstow, MCAS Yuma, and the contractor's corporate offices.
3.4.3 The contractor shall establish processes and assign appropriate resources to effectively administer this requirement.
3.4.4 The contractor shall maintain proper and accurate time keeping records of personnel assigned to this requirement. These records shall be verified against the SWRFT daily trip ticket reports. All discrepancies shall be addressed before invoicing.
3.5 Subcontract Management. The contractor shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement.
3.5.1 The prime contractor shall manage work distribution to ensure there are no Organizational Conflict of Interest (OCI) considerations.
3.6 Key Personnel - On-site Contract Coordinator (OCC). The Contractor shall provide an On- site Contract Coordinator with at least 2-years of commercial vehicle management experience. Management experience shall include, at a minimum, managing multiple sites and at least 50 motor vehicle operators simultaneously. The OCC shall have and maintain a valid Class A commercial driver’s license.
3.6.1 The contractor shall provide 24 hours 7 days a week (24/7) contract coordination support via phone for after-hour and holiday operations as identified on the organizational chart.
3.6.2 The contractor shall provide an On-Site Contract Coordinator during SWRFT core hours. The SWRFT core hours are 0700 -1500 Pacific Time (PT), Monday through Friday.
3.6.3 SWRFT government personnel observes the following legal holidays, and the government facility will not be available for OCC use:

3.6.4 The OCC shall have the knowledge and experience of operating commercial vehicles representative of the vehicles that are used in support of this contract.
3.6.5 The OCC shall be responsible for the daily performance of this contract and shall be the primary point of contact for scheduled and non-scheduled work.
3.6.6 The name of the On-site Contract Coordinator and any alternate(s) shall be designated in writing and submitted to the Contracting Officer 5 days after award.

3.6.6.1 Alternate OCC’s shall meet the minimum qualifications set forth in PWS paragraph 3.6.
3.6.6.2 The contractor shall ensure that if the OCC is unable to be onsite, the alternate OCC shall report to the position at SWRFT building 22143T located on Camp Pendleton.
3.6.7 Scheduling: The OCC shall provide a roster to DISPATCH by 1000 daily, with all available MVO drivers for the next workday for each location. (See PWS 4.2 for additional details on roster)
3.6.7.1 Normal Operations. By 1000 each day SWRFT will provide to the OCC the next day's run sheet (Note: Run Sheets show what the run will consist of, i.e., time to show up at the motor pool, time to report to the pick-up location, type and specific vehicle being driven, where the load is being delivered to, and who the POC is). The OCC shall complete and submit the run sheet back to SWRFT by 1200 (noon) each day. The exception would be weekend runs, which shall be completed by 1300 on Friday for Saturday, Sunday, and Monday (Holidays included).
3.6.7.2 Emergency Operations. The contractor shall provide confirmation within 15 minutes of being notified, by the Contracting Officer Representative (COR) or authorized government designee, that MVO support is available and shall be provided within 3 hours for the operational support.
3.6.7.3 Special Events. The contractor shall provide the required number of operators within 36 hours of receipt of notification, by the COR or authorized government designee, for Special Events. Special event examples are parades and airshows where overnight stays may be required. (See PWS 11.0 for more details on Travel). These requirements are normally other locations in AZ, CA, and NV as identified in Appendix 3.
3.6.7.4 The contractor shall provide the required number of qualified Motor Vehicle Operators for the next workday(s) operations based on receipt of the Government's requirements.
4. TASKS.
Operators shall drive and load SWRFT vehicles in and around the primary sites identified in Appendix 3 for both daytime and nighttime operations except for infrequent special events at other locations within NV, AZ, and CA.
4.1 Motor Vehicle Operator Requirements. Contractor shall provide vehicle operators to provide support at the following Marine Corps locations:
• MCB Camp Pendleton, CA (CPEN)
• MCAS Miramar, San Diego, CA (MCAS-M)
• MCRD San Diego, CA (MCRD)
• MCAS Yuma, AZ (MCAS-Y)
• MCAGCC, Twentynine Palms, CA (MCAGCC)
• MCLB, Barstow, CA (MCLB)
• MCMWTC, Bridgeport, CA (MWTC)
4.2 Rosters. Availability Rosters will be provided by the OCC to DISPATCH each week on Fridays, by 1000. The availability rosters will include the name and available hours of all MVO's for the upcoming week's schedule. Availability Rosters will be provided to DISPATCH by 1000 on the last workday prior to a Holiday, and it will include names and available hours of all MVO's through the Holiday schedule and upcoming week.

4.2.1 The contractor shall utilize Appendix 2 for estimating the MVO’s for the roster on any given day.
4.2.2 The contractor shall provide a roster of MVOs by 1000 on Friday, listing operators available - for Saturday, Sunday, Monday, and Holidays.
4.2.3 The roster shall identify MVO’s by Name, Class of Driver's License, Number of Hours Worked, and Hours available for the next day.
4.2.4 The contractor shall submit the roster even if there are no changes as identified in PWS paragraph 4.2.
4.2.5 The contractor shall maintain operator hours, to include hours’ work outside of this contract, in accordance with Federal Motor Carrier Safety Regulations (FMCSR) 49 C.F.R. Section 395.3, Maximum driving time for property carrying vehicles.
4.2.5.1 The OCC shall maintain and provide information as requested for contracted MVO support.
4.3 Corrective Actions. The contractor shall take corrective action(s) to remedy any deficiencies identified by the COR in accordance with 4.3.1 below.
4.3.1 Corrective Action request shall be submitted to the contractor in accordance with the Quality Assurance Surveillance Plan (QASP) (ref PWS section 6.2).
4.3.2 The contractor shall remedy any deficient behavior of MVOs. The contractor shall investigate any complaints from third parties. The results of any corrective measures or disposition of any inquiries shall be annotated in the monthly Accident/Incident Summary Report. (Appendix 8)
4.4 Operations Check & Incident Reporting: The contractor shall ensure that all operators perform an operations check and complete the operation check forms. (Deliverable 7.5) (Appendix 4 and Appendix 5)
4.4.1 Before and after operation of Government owned vehicles, these forms will be returned to the Government prior to signing out at the end of the work period.
4.4.2 If new damage is noted before operation begins, the Motor Vehicle Operator should advise the On-site Contract Coordinator, who will ensure that the existing damage is annotated.
4.4.3 The OCC shall immediately notify the Contracting Officer's Representative (COR) that damage has been identified and determine whether or not the damage was previously reported or is deemed to be a new incident.
4.4.4 If damage is noted after operation, the Motor Vehicle Operator shall notify the OCC who shall ensure that an incident report is completed for new damage.
4.5 Trip Tickets: The OCC shall ensure that all Motor Vehicle Operators complete a Government provided trip ticket and complete a Daily Vehicle Inspection Report and provide that data to the SWRFT Dispatcher or COR upon completion of each trip.

4.6 Service Hours Monitoring: The contractor shall keep a record of all Motor Vehicle Operators’ hours driven, and all work assigned under each task order.
4.6.1 A copy of the record shall be provided to the COR within 24 hours from the time of request. (Deliverable 7.7) (Appendix 7)
4.6.2 The contractor shall ensure all Motor Vehicle Operators are in compliance with the motor vehicle laws on driving hours in accordance with Federal Motor Carrier Safety Regulations (FMCSA).
4.6.3 The Government will not pay overtime.
4.6.4 All hours driven shall be invoiced to the nearest 10th of an hour as identified in Appendix 9.
4.6.5 Minimum Time Guarantee:
4.6.5.1 Minimum Time: The Contractor may only invoice for actual time dispatched.
4.6.5.2 Cancellation: If Government fails to notify the contractor two (2) hours in advance of any cancellations of scheduled/non-scheduled work the contractor shall be entitled to invoice two (2) hours for the cancellation.
4.6.5.3 Non-Use: Contractor is entitled to invoice two (2) hours when an operator is assigned, reports and then informed by Government that their services are not required.
4.7 Accident & Traffic Violation Notification. The OCC shall notify the SWRFT Accident Section and the COR in the event of any vehicle accident or traffic violation involving the contractor's operators.
4.7.1 The OCC shall submit a completed written accident/incident report (SF-91) to the SWRFT Accident Section within 24 hours. (Deliverable 7.8)
4.7.1.1 If an accident or collision occurs away from an installation on public or private property, the local law enforcement shall be contacted.
4.7.1.2 If an accident or collision occurs on an installation the Provost Marshal Office shall be notified after the OCC notifies the SWRFT Accident Section.
4.7.2 The contractor shall obtain a copy of the police report and provide that report to the Government.
4.7.3 The contractor shall provide any supplemental supporting documentation for review, which may include but not limited to, photographs, and contact information for all involved parties.
4.7.4 The On-site Contract Coordinator shall provide immediate oral notification to the SWRFT Accident Section for any incident that involves death, injury, property damage, or involves a third party.
4.7.5 The contractor shall notify and provide the traffic violation citation to the COR in the event of a traffic violation that involves the contractor’s vehicle operators.
4.7.6 The Government is not establishing a personal services contract by this term and does not direct the contractor with regards to personnel matters between the contractor and its employees. However, the Government reserves the right to require the contractor to suspend or remove an employee from performing under this contract if they violate the terms of this contract.
4.7.7 Suspension. A 30-day suspension of contractor employees may be required if one or more of the following occur during the life of the contract:
4.7.7.1 Employee incurs more than $2500 in damage as a result of a single accident, or a series of accidents that total $2500, where the operator is determined to be at fault.
4.7.7.2 Employee incurs one moving violation, while operating a Government vehicle.
4.7.7.3 Employee incurs two (2) vehicle monitoring violations while operating a Government Vehicle.
4.7.8 Removal. Removal of contractor employees from performing under this contract may be required, if one or more of the following occur during the life of the contract:
4.7.8.1 Employee incurs more than $5000 in damage as a result of a single accident, or a series of accidents that total $5000, where the operator was determined to be at fault.
4.7.8.2 Employee incurs an accident where bodily injury is involved, and the operator was determined to be at fault.
4.7.8.3 Employee incurs three (3) moving violations, while operating a Government vehicle.
4.7.8.4 Employee incurs five (5) vehicle monitoring violations, while operating a Government vehicle.
4.8 Accident/Incident Summary Report. A summary of the preceding month’s accidents and incidents shall be submitted to the SWRFT Accident Section no later than three (3) working days after the end of each month. (Deliverable 7.9)
4.8.1 The report shall contain the following information and shall be in Excel Spreadsheet format: Operator’s name; Vehicle type; Date of Accident/Incident;
Damage to vehicle (if applicable); Violation cited (if applicable); Date Operator was counseled by the Contractor or disposition of any investigations or complaints.
4.9 Motor Vehicle Operators. The Contractor shall provide Motor Vehicle Operators with valid Class A, Class B and Class C Commercial Driver Licenses (CDL).
4.9.1 The contractor shall have valid CDL’s and endorsements for the type of equipment being operated to meet the requirements of this performance work statement.
4.9.2 The contractor shall ensure Class A operators receive training and testing before assigning drivers to specialized trailers (i.e. removable gooseneck, sliding axle, hydraulic lowboy, and car hauler).
4.9.3 All Class A and B licensed MVOs shall be able to operate a bus, during daylight and nighttime and shall have a passenger endorsement for their CDL.
4.9.4 The contractor shall, at a minimum, provide the following capabilities:
4.9.4.1 Class A and B MVOs shall possess the following quantities for Hazardous Material Endorsements:
• Qty 1 – Yuma
• Qty 2 – Miramar
• Qty 3 – Camp Pendleton
• Qty 3 – 29 Palms
4.9.4.2 Class A MVOs must be licensed for 4000-, 6000-, and 10000-pound capacity forklifts as follows:
• Qty 1 – Yuma
• Qty 2 – Miramar
• Qty 3 – Camp Pendleton
• Qty 3 – 29 Palms
4.9.5 MVOs will provide cargo and passenger transportation support in support of this requirement, which is normally within a 250-mile radius of the seven (7) Marine Corps Installations/Training Sites listed in 4.1. Outside of the 250-mile radius is considered a “special” event.
4.9.6 MVOs shall be available to work 24/7, 365 days a year to include federal holidays.
Overtime shall not be paid by the Government. Vendors are expected to manage personnel appropriately to comply with applicable laws and regulations.
4.10 Safety Meeting. The contractor shall conduct monthly (or more frequently, as necessary), safety meetings for all contractor MVOs, which should incorporate input from the COR.
4.10.1 The contractor shall provide the subject matter and an attendance roster of each site safety meeting to the COR.
4.10.2 Use of the SWRFT facility (common area) is available for these meetings unless it is being used for other purposes.
4.11 Vehicle Monitoring. The Contractor is advised that most of the vehicles to be utilized under this contract are equipped with on-board vehicle monitoring devices. The devices track vehicle location, speed, idle time, and engine diagnostics maintenance. It is the Contractor’s responsibility to advise its operators of the vehicle monitoring devices.
4.11.1 The OCC shall be the leadership for the MVOs that are driving Government issued equipment. All vehicle driving infractions shall be addressed by the OCC. The OCC shall notify the COR within 5 days of the incident and provider rectifications.
4.11.2 The OCC shall utilize the vehicle monitoring data to improve driver behaviors.
4.11.3 MVOs, who are repeat offenders, shall be suspended (ref PWS 4.7.7) or removed (ref PWS 4.7.8) from this this contract.
4.12 Safety Compliance and Appearance Standards. Operators shall be in compliance with safety standards as identified in 29 C.F.R. Section 1910.132/178, Operators shall be dressed in appropriate attire in compliance with federal, state, and local laws and regulations and in compliance with Marine Corps Installation West Order 11240.3 (Appendix 1)
4.12.1 All Contractor personnel shall have a conservatively styled standard uniform shirt and must be identified visibly as a contracted employee.
4.12.2 The contractor shall ensure employees refrain from wearing military styled clothing.
4.12.3 All Contractor personnel shall present a neat and professional appearance (no shorts, tank tops, or torn clothing).
4.12.4 Contractor shall ensure that its employees are attired with all required safety equipment such as steel toe shoes, safety glasses, safety helmets, safety gloves, etc.
4.12.5 All persons operating forklifts are required to wear both a safety helmet with steel toe shoes at no expense to the Government.
4.13 Compliance with the Federal Motor Carrier Safety Administration (FMCSA) regulations. The contractor shall adhere to FMCSA’s safety and security standards.
4.13.1 Operators shall abide by motor vehicle laws and operate vehicles in a safe manner.
As a government contractor, the contractor and its employees are not considered Government employees under the Federal Tort claims Act because the definition of “Federal agency,” found at 28 U.S.C. 2671, specifically excludes “any contractor with the United States.” The United States is not liable for the negligence of the contractor’s employees. The Contractor assumes that liability.
4.13.2 All expenses related to contractor employee toll fees, parking fines, traffic violations and accidents are the responsibility of the contractor.
4.13.3 The contractor is responsible for making restitution to the Government for any expenses incurred by the government as a result of contractor employee toll fees, parking fines, traffic violations and damages caused by accidents or other operator caused damages.
4.14 Employee Conduct and Substance Abuse Testing. The Contractor shall comply with the FMCSR, 49 C.F.R. Section 382.305, regarding substance abuse testing of MVOs.
4.15 Government Provided Testing. Testing of new MVOs is necessary to demonstrate capability of operating vehicles safely. New MVOs are classified as those that have not supported the SWRFT mission in the past 12 months.
4.15.1 In order to operate Government owned/leased vehicles, contractor MVOs shall pass the SWRFT knowledge and skills evaluation.
4.15.2 Contractor shall provide the SWRFT Licensing Office with certification of a premedical examination (substance abuse testing results) and a copy of current
DMV printout for all operators prior to the SWRFT knowledge and skill evaluation. (Deliverable 7.10)
4.15.3 The Contractor shall call SWRFT Licensing Office at (760) 725-4728 to schedule evaluations for all locations to include MCAS Yuma.
4.15.4 Contractor shall maintain a current record of ALL MVOs who have been approved by the SWRFT Licensing Department and make such record available to the Government within 30 days of the contract award and as required during the contract performance. (Deliverable 7.11)
4.15.5 For MVOs being evaluated at Marine Corps Air Station Yuma, SWRFT will accept a third-party evaluation as an exception to the MCB Camp Pendleton SWRFT Licensing Office, for pre-employment knowledge and skills evaluation.
4.15.6 Any re-evaluation by the third-party vendor will be at the Contractor’s expense.
Government agrees to provide for the initial evaluation and the Contractor shall pay for any re-evaluation.
4.15.7 The Government reserves the right to require re-evaluation if operator’s performance is in question, particularly after a traffic incident.
4.15.8 The re-evaluation will be at no expense to the government and must be conducted by a valid Class “A” CDL qualified person.
4.16 Contractor Provided Knowledge and Skills Evaluation. The contractor shall evaluate all MVOs before assignment to driving roles regardless if the contractor is the incumbent. All evaluations will be completed during the transition period. The OCC shall submit a roster of all successfully completed evaluations.
4.16.1 The Contractor shall provide a road and skills test to all MVOs and tests shall be given by the Contractor’s designated safety person. Tests shall be of sufficient duration to allow the Motor Vehicle Operator to demonstrate capability to operate commercial vehicles. The testing shall include at a minimum the following:
a. Walk around
b. Putting vehicle in motion
c. Operating of controls and use of all emergency equipment
d. Operate in traffic
e. Turning, Backing, and Parking
f. Coupling and uncoupling
g. Blocking and bracing
h. Proper use of binders
i. Chains and straps
j. Proper load placements
k. Backing of trailers
4.16.2 The Contractor shall submit a Forklift Operator Performance Evaluation on each endorsed MVO. See Appendix 10 for example evaluation worksheet.
4.16.3 The Contractor shall maintain a roster of personnel who have completed the Contractor provided training.
4.16.4 The Contractor shall at a minimum provide refresher training every 24 months and update the roster accordingly.
5. CONTRACTING OFFICER’S REPRESENTATIVE (COR)
5.1 The COR is a Government employee that is designated by the Contracting Officer and is responsible for providing continuous technical oversight of the contractor's performance.
5.2 The COR uses the Performance Summary Requirement (ref section 8) to conduct the oversight/surveillance process and will keep a Quality Assurance file that accurately documents the contractor's actual performance. The purpose is to ensure that the contractor meets the performance standards contained in the contract. The QASP is the primary tool for documenting contractor performance.
5.3 The COR is responsible for reporting early identification of performance problems to the Cotracting Officer. They will provide final performance assessment to the Contracting Officer which will be used in documenting past performance.
5.4 The COR is not empowered to make any contractual commitments or to authorize any contractual change on the Government's behalf. Only the Contracting Officer has this authority
6. QUALITY ASSURANCE
The Contractor shall ensure quality assurance in accordance with an approved Quality Control Plan (QCP) that covers the services performed in accordance with this PWS. The Contractor shall develop and implement procedures specific to this requirement to identify, prevent, and ensure non-recurrence of defective services.
6.1 Contractor Quality Control. At a minimum, the Contractor shall develop quality assurance procedures that address the areas identified in PWS Section 8.0, “Performance Requirements Summary.” These procedures shall be documented in a Quality Control Plan (QCP), which shall be in line with the QASP and delivered to the Contracting Officer and COR for review within 30 days of the contract award. After the QCP has been approved and accepted by the Contracting Officer, the Contractor shall obtain the Contracting Officer’s acceptance in writing of any proposed change to the QCP.

6.2 Government Quality Assurance Surveillance. The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance
Surveillance Plan (QASP). This plan is primarily focused on what the Government will do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied.
7. DELIVERABLES.
Deliverables shall be submitted to the COR (or other specified Government recipients) as identified in the table below. Deliverables shall be provided in Contractor-preferred format (unless otherwise specified below). In most cases, electronic submission via email is the preferred method of transmission.

9. PERIOD OF PERFORMANCE.
The period of performance for this Indefinite Delivery Indefinite Quanity (IDIQ) contract will be a five-year ordering period, with individual task orders having their own PoPs based on available funding. The Government determined that a single five-year ordering period is in the best interest of the Government, as there is a continued need for these services for the next five years. The Ordering Period will be from 17 November 2024 through 16 November 2029, with the option to extend services IAW FAR 52.217-8 for a six-month period until 16 May 2030.
10. CONTRACT TYPE.
This is a single award IDIQ contract with Firm-fixed priced contract line-item numbers (CLINs) for the OCC and a Labor Hour CLIN for MVO hours. A Cost Reimbursable CLIN is also included to fund all ad-hoc travel costs.
10.1 Task Ordering Procedures. Task Orders shall be issued to fund services under this contract.
10.1.1 Each task order will be issued for a specific period of performance.
10.1.2 The requirements stated in this Performance Work Statement (PWS) automatically flow down to all task orders issued under this contract and are hereby incorporated into all task orders to be issued.
10.1.3 Each task order shall establish a ceiling price for the ad-hoc Travel Costs and labor hour CLIN, if applicable.
10.1.4 A funded task order or Contracting Officer authorization (along with available certified funds) is required in order to provide Motor Vehicle Operator support services.
11. TRAVEL.
All ad-hoc travel requirements (including plans, agenda, itinerary, or dates) shall be pre-approved by the COR (subject to local policy procedures) and paid on a cost reimbursable basis.
11.1 Costs for travel shall be billed in accordance with the Federal Travel Regulations (FTR) for the location in which the work is performed. This FTR directive is available electronically at the GSA website Federal travel regulation | GSA
11.2 The Contractor shall submit a travel report no later than 3 days after travel completion. (Deliverable 7.13)
12. SPECIAL REQUIREMENTS.
This section describes the special requirements for this effort. The following sub-sections provide details of various considerations on this effort.
12.1 Security and Safety. The Contractor will abide by all security and safety regulations required by the government installation or facility they are accessing.
12.1.1 MVOs shall obey all motor vehicle laws and operate vehicles in a safe manner.
12.1.2 Base Access. The current policy governing base access is subject to change throughout the contract period of performance. The contractor will not be entitled to cost reimbursement as a result of any such policy changes. (See Appendix 11 “Security Requirements” for the current base access policy and procedures).
12.1.3 Contractor shall ensure that all operators are aware of and comply with special restrictions that are applicable when operating Government vehicles:
12.1.3.1 Texting or talking on cellular phone or operating a wireless device without a hands-free device is prohibited when operating a Government vehicle.
12.1.3.2 Smoking, Vaping and chewing tobacco is prohibited in a Government vehicle.
12.1.3.3 Safety belts are required and shall be properly worn in compliance with State laws and Department of Defense regulations.
12.1.4 Loss and Damages to Government Property. Government
owned/leased or rented vehicles and other Government owned property that is damaged, while in the performance of this contract, may be repaired by the Government. This does not release the contractor’s liability for damages.
12.1.4.1 The Contractor shall carry vehicular liability, general public liability and cargo insurance as required by law and by the contract.
12.1.4.2 The Government will require reimbursement for the cost of repairs or replacement, when damage or loss is attributed to contractor’s employees.
12.1.4.3 Vehicle roadside repairs such as flat tires and other breakdown repairs and maintenance will be provided by the Government.
12.1.4.4 Operators shall be given the Dispatcher’s telephone number to request roadside service.
12.2 Government Office Space. The Government will provide office space, to include desk, chair, drawers, and locker to the On-site Contract Coordinator at MCB Camp Pendleton. This space will not include a phone line or fax service.
12.3 Government Equipment. Vehicles to be used in the performance of this contract are Government-owned/leased or rented and will be furnished by the various SWRFT offices where initial performance will take place.
12.3.1 The Government will provide parking and a waiting area for MVOs at the SWRFT location.
12.3.2 Government motor vehicles are used for official pruposes only and solely in the performance of the contract.
12.3.3 Government motor vehicles cannot be used for transportation between residence and place of employment.
12.3.4 Contractors must:
(1) Establish and enforce suitable penalties against employees who use, or authorize the use of, Government motor vehicles for unofficial purposes or for other than in the performance of the contract; and
(2) Pay any expenses or cost, without Government reimbursement, for using Government motor vehicles other than in the performance of the contract.
12.4 Contractor Furnished Equipment. The Contractor shall provide all office equipment for the On-site Contract Coordinator's office space.
12.4.1 Contractor shall provide MVOs with a wireless telephone for communication.
12.4.2 Contractor shall maintain a current listing of the wireless phone numbers and make such listing available to the Government when requested. (Deliverable 7.14)
13. TRANSITION.
The contractor shall provide and follow an approved transition plan submitted with the proposal.
13.1 The transition plan shall include a process for phase-in for the beginning of this contract award.
13.2 The transition plan shall also include a process for phase-out to another contractor if follow-on award is not made to the incumbent.
13.3 The contractor shall keep the Government fully informed of status throughout the transition period.
13.4 Throughout the phase-in/phase-out periods, it is essential that attention be given to minimize interruptions or delays to work in progress that would impact the SWRFT mission.
13.5 The contractor must cooperate and plan for the transfer of work control, delineating the method for processing and assigning tasks during the phase-out periods.

CURRENT CONTRACTORS
RAPIDGate/MCESS card holders will be required to transition to the Defense Biometric Identification System (DBIDS) credential in order to access MCB Camp Pendleton, MCAS
Miramar, MCAS Yuma, MCRD San Diego, MCMWTC Bridgeport, MCAGCC 29 Palms and other controlled areas within the MCIWEST Region.
DBIDS credentials will be valid for the duration of your contract, not to exceed five years;
however, re- vetting of individuals’ information will occur each year.
Contractors will be required to bring the following items:
1. Current RAPIDGate/MCESS credential
2. Second form of government-issued photo identification (Real ID Act Compliant, driver license, passport, etc.)
