P0001 AMENDMENT Q&A
Solicitation: M0068122Q0020 Title of Requirement: ISO 9001:2015 Auditing Services Q&A #1-10 as of 10 May 2022
Questions Answers 1 State the total number of FTE, PTE, and contracted personnel working within the scope of the QMS for each organization excluding vacancies.
SMU – 254
MEDLOG – 77 {NOTE: All personnel are FTE…no contractors}
2 Provide copies of the current ISO 9001 certificates for both organizations (please note that these are public documents and are not subject to FOIA. Certification Bodies are required to verify that the current certificates are free from suspension, revocation, or the
Copies will be provided upon award. Proof of copies has been verified by the Contracting Officer.
threat of suspension or revocation at the time of bidding).
3 State any areas of non-applicability to ISO 9001 for each organization (note: design is stated generally in the PWS. However, SMU has additional areas of non-applicability which must be provided as well).
MEDLOG – ISO 9001:2015 Clauses: 8.4, 8.4.3, and 8.5.3 SMU – ISO 9001:2015 Clauses: 7.1.5.2, 8.3, 8.5.1(f), 8.5.3, and 8.5.5
4 State whether each organization has in its possession the previous 3 years of audit reports (yes or no)
Yes
5 State whether each organization has in its possession the previous 3 years of corrective actions issued by the current Certification Bodies (yes or no).
Yes
6 State whether either organization has been issued any MAJOR nonconformances during the previous 3 years (yes or no).
Yes
7 If Question #6 is YES, please indicate which organization received the MAJOR nonconformance and how many were issued.
SMU - 1
8 State whether each organization has all previous ISO 9001 certificates in their possession (yes or no).
SMU – All except 2014-2017 {Cannot Locate}
MEDLOG - YES
9 ISO 17021 governing Certification Bodies and certification activities requires one surveillance audit per calendar year (not fiscal year). The Period of Performance stated is not a calendar year. For example, the Base Year for SMU has a POP of June 1, 2022 to May 31, 2023. The surveillance audit must occur in calendar year 2022 which means that the period from January 1, 2023 to May 31, 2023 is useless. In addition, the recertification audit POP should be 60 days prior to the expiration of the current certificate and be stated as a month.
Note: The reason for the POP dates starting at 1 June 2022 is not in reference to FY. It is, however, IRT the contract expiration date being 31 May 2022. Vendor dates must consider current certification expiration to avoid lapse. It is understood that the audits must occur in calendar year 2022. The re-certification or surveillance should be for 1 year which should cover 1 Jan 2023-May 2023. I’m uncertain as to how to avoid starting at 2023 without a certification lapse.
The Federal Government begins the start of a period of performance upon date of award or shortly thereafter. We cannot back date contracts.
10 The Solicitation contains a table which includes audit durations. Audit durations are not and cannot be dictated by the client. Durations are determined by the mandatory use of IAF MD 5 after reviewing the quantity of personnel working within the scope of the QMS at each location along with the areas of non-applicability. The durations in the Solicitation must be removed.
Concur with removing the duration table.
P0002 AMENDMENT Q&A
Solicitation: M0068120Q0020
Title of Requirement: ISO 9001:2015 Auditing Services Q&A #1-2 as of 24 May 2022
Questions Answers 1 / Q: 2 on initial Q&A
An accredited Certification Body is required to verify the status of certification at the time of bidding and not post-award the validity of the certificates previously issued. The Contracting Office possessing these certificates does not satisfy these requirements.
The Offeror must contact the current CB to verify that the certificates are free from suspension, revocation or the threat of suspension or revocation.
These certificates are public documents and are not subject to FOIA. If the agency is unwilling to release these certificates to all offerors, our firm will file a GAO preaward protest.
Certificates are included as attachments on the solicitation
2 / Not on initial Q&A
ISO 9001:2015 will be revised to ISO 9001:2022 on September 15, 2022. The nature of those changes is unknown at this time. All organizations will have 3 years from September 15, 2022 to transition to ISO 9001:2022. The PWS is silent on this issue.
At this time inclusion of transition to 9001:2022 will not be included due as the next version has not been confirmed as to release date see below research found:
According to ISO, voting has just begun and will finish April 26. We expect the amendment to be released in May or June, 2022, after which it will be possible to (re)certify against it.
Q: When will the next edition of ISO 9001 be released?
A: Also allowing for a development period of 3 years, this would only result in a new edition of ISO 9001 being achieved towards the end of 2025. A further transition period of 3 years after publication, would see organizations only needing to meet the revised requirements by 2028.ISO.org has been contacted to verify this information
