Questions and Answers To

Solicitation M00681-19-Q-0070 Shop Towel Leasing and Laundering Services

Marine Corps Air Station (MCAS) HQHQSQ & MALS-39 Marine Corps Base Camp Pendleton (MCB-CPEN), California

QUESTION #1:

Who is the incumbent contractor providing this service to Govt. currently? What is the contract number, the contract value and the Period of Performance? Is the scope of the incumbent contract the same as this RFQ?

• Answer to Question #1: The current contractor is EBS Supply, Inc. The current contract number is M00681-14-D-0002, and was awarded on 19 February 2014. Vendors are welcome to contact the Camp Pendleton Freedom of Information Act (FOIA) Office to request information. Any additional inquiries about this contract must be obtained via the Freedom of Information Act. FOIA requests should be submitted via http://www.mciwest.marines.mil/StaffOffices/FOIA.aspx

QUESTION #2:

Page 28 of 47 - Says that, “Quotes from other than 8(a) Programs or HUBZones will not be considered for award.”

Since this is a HUBZone Set-Aside and NOT an 8(a) procurement, why is the govt. looking to consider 8(a) firms for award? What was the unit price of each?

• Answer to Question #2: This is a HUBZone Competitive Set-Aside. Only responses from certified HUBZones will be accepted. Addendum to 52.212-1 Instruction to Offerors (p. 28) has been amended to reflect this.

QUESTION #3:

Does the government have a prescribed way of tracking the number of towels used?

• Answer to Question #3: Yes, a running log is maintained when red rags are issued to the tenant squadrons from the MCAS Environmental Department. An initial issue is given to the squadron based on historical need, and through the life of the contract, the red rags are issued on a one-for-one basis when soiled rags are collected. Each issuance is documented.

QUESTION #4:

What type of hazardous materials will the towels be exposed to other than oils/greases?

http://www.mciwest.marines.mil/StaffOffices/FOIA.aspx

• Answer to Question #4: The Red Rags are used for POLs (Petroleum, Oils, and Lubricants), greases, and Hydraulic fluids. Though the squadrons are directed not to use the rags for fuel or paints, there are instances where the rags have come into contact with these substances.

QUESTION #5:

For the purpose of handling and laundering the towels, can you provide the SDS of the chemicals that the towels will be used to clean-up?

• Answer to Question #5: Yes. All hazardous material used by the Air Station and its tenants has a current Safety Data Sheet (SDS) on file with the Hazardous Material Control Point (HCP) and the user. A list of potential hazardous materials and links to the SDS for each chemical is below.

https://usmc.hmms.dla.mil/HMMS_Web_JSF/materialfunctions/catalog/sdsonweb.xhtml

A list of chemicals the red rags should be used for is listed in the table below. Each individual SDS is provided as a code listed in the left-most column of the excel-sheet. Input the code into the website located at the above link as the "SDS NR" and click "search" to pull the pdf.
