STATEMENT OF WORK

FIBER OPTIC CABLE & INSTALLATION IN SUPPORT OF PACIFIC BLITZ 2019

NAVAL BASE VENTURA COUNTY, PORT HUENEME & POINT MUGU, CA

1.0 Background

The I MEF Tactical Extension Network (ITEN) requires extension to sites aboard Naval Base Ventura County Point

Mugu and Port Hueneme (NBVC, PM, and PH), in order to (IOT) support exercise Pacific Blitz 2019 (PB19), commencing 25 February 2019. The ITEN will be extended to these sites from a Defense Information Systems

Agency (DISA) approved fiber optic circuit running from Camp Pendleton, CA to NBVC Point Mugu, CA.

2.0 Objectives

The objective of this requirement is to extend the ITEN to NBVC over a DISA approved fiber optic (FO) circuit from Camp Pendleton to Point Mugu and further extend the ITEN over available regional fiber optic strands to the exercise sites aboard Point Mugu and Port Hueneme.

3.0 Requirements/Tasks

Contractor requirements:

o Furnish all required labor, equipment, supplies, and tools to complete this project.

o Employ best commercial practices when installing, securing, and testing all FOC.

o Provide and install (as necessary) fabric-mesh inner duct in underground pathways.

o Proof and re-utilize all existing pathways.

o Re-utilize, to the maximum extent possible, existing equipment such as racks and cabinets.

o Furnish, install, secure, and test the following:

A new, 24 single mode (SM) fiber optic cable (FOC) via existing underground and aerial pole pathways from NBVC Port Hueneme building PH22 to PH543 (approximately 7,500 feet).

Completion required no later than (NLT) 25 February 2019.

A new, 24 SM FOC from NBVC Point Mugu building PM33 to PM324 via an existing underground conduit system (approximately 10,000 feet).

Completion required NLT 01 March 2019.

A new, 24 SM FOC from NBVC Point Mugu building PM33 to PM776 via existing underground and aerial pole pathways (approximately 7,500 feet).

Completion required NLT 01 March 2019.

Two (2) SM FOC duplex cord, SC-type, utilizing duplex FO patch cables, to be terminated into new rack mounted fiber optic patch panels (FOPP), FO adapters, and connectors, in buildings PH22’s and PM33’s Telecommunications Rooms (TRs).

Three (3) SM FOC duplex cord, SC-type, utilizing duplex FO patch cables, to be terminated into new wall mounted FOPP, FO adapters, and connectors, in TRs of buildings PH543, PM324, and PM776.

Twenty-four (24) 10-foot long duplex SM FOC patch cable with SC to LC connectors.

Twenty-four (24) 3-foot long duplex SM FOC patch cable with SC to LC connectors.

Twenty-four (24) 10-foot long duplex SM FOC patch cable with SC to SC connectors.

Twenty-four (24) 3-foot long duplex SM FOC patch cable with SC to SC connectors.

4.0 Security

A representative from the Contractor shall identify to the Government’s Technical Point of Contact (TPOC), in advance, all personnel that will be aboard NBVC PH and PM, for the Government TPOC to coordinate base access for all Contractor employees.

Government TPOC will then complete a SECNAV 5512/1 form for each contractor employee and submit all

5.0 Working Hours for Service

On-site services will be conducted during normal working hours, 0700-1700, Monday through Friday. Arrangement is required prior to work that must be done on evenings, weekends, or holidays, and shall be coordinated with TPOC in advance.

6.0 Warranty

Contractor agrees that all work shall be warranted in accordance with standard commercial practices against inferior workmanship and defective materials/parts. The warranty shall commence on the date of the final acceptance by the

Contracting Officer as follows: all parts as specified by their manufacturer(s), and all labor for 90 days.

Contractor shall remedy, at the Contractor’s expense, any failure to conform, or any defect, of both parts and workmanship.

The Contracting Officer will notify the Contractor in writing within a reasonable time after the discovery of any failure, or defect, determined by the Government to be due to the performance of the work under this contract. If the

Contractor fails to remedy any failure, defect, or damage within a reasonable time after the receipt of notice, the

Government shall have the right to replace, repair, or otherwise remedy the failure, or defect, and the Contractor’s expense.

7.0 Enterprise-wide Contractor Manpower Reporting Application (ECMRA) Reporting

The contractor shall report labor hours (including subcontractor hours) required for performance of services provided under this contract via secure data collection site. The contractor is required to completely fill in all required data fields using the following web address www.ecmra.mil

(3) Y, Construction of Structures and Facilities;

(4) S, Utilities ONLY;

(5) V, Freight and Shipping ONLY.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year

(FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, linked at www.ecmra.mil.

FAR 52.212-1 ADDENDUM

INSTRUCTIONS TO OFFERORS

Summary: The Marine Corps Installations West, Regional Contracting Office, Camp Pendleton, California is issuing this Request for Quote (RFQ) for the acquisition of fiber optic cable and associated installation services in accordance with FAR Part 12, “Acquisition of Commercial Items.” Required service specifications are listed in the solicitation’s Statement of Work.

The Government intends to award a single contract as a result of this solicitation. The Government reserves the right to award without discussions, but reserves the right to engage in discussions if later determined to be in the best interest of the Government. A single firm-fixed price contract will be awarded for this requirement. This acquisition will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items and FAR 13, Simplified

Acquisition Procedures.

Offeror must be registered in the System for Award Management (SAM) database. Information on registering in

SAM may be obtained by calling (866) 606-8220 or via the internet at http://www.sam.gov. The provision at

52.212-1, Instructions to Offerors - Commercial Items applies to this acquisition.

SUBMISSION OF QUOTATIONS: Quotations must be received no later than the date and time specified in block #8, page #1 – Pacific Time. Quotes shall be submitted via email to the attention of Mrs. Jennifer White at jennifer.l.white@usmc.mil. If the quote is submitted in multiple emails, please number the emails (for example, “Email 1 of 3”, “Email 2 of 3”, and “Email 3 of 3”).

Quotes must clearly state the solicitation number on the first page of the file to ensure proper receipt.

PERIOD OF ACCEPTANCE OF QUOTATIONS: The pricing terms and condition of the quotation shall be valid for at least 30 days unless a longer time is proposed by the quoter.

COMPLETE SUBMISSIONS: Submissions shall be in the format prescribed below or in 52.212-1. The electronic file should contain the following:

The vendor’s quote must provide proof of technical acceptability. This includes information such as qualified technical personnel and resources/supplies to meet the requirement, ability to meet strict deadlines, and employees’ ability to be granted access to a military installation. A mere statement that the quoter will meet the Government’s requirement is NOT sufficient. Additionally, simply regurgitating (copy and pasting) the specifications in the solicitation is NOT sufficient.

Clearly state whether the quoter can meet the required completion timeframes.

The price being quoted shall be provided in the schedule of supplies/services of the SF1449 – Contract Line Item

Number (CLIN) 0001AA and 0001AB.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

ADDENDUM TO 52.212-2

This procurement is set-aside 100% for Small Business in accordance with FAR 19.502-2(a).

The associated North American Industrial Classification System (NAICS) code for this procurement is 238210. The industry description for this NAICS code is Electrical Contractors and Other Wiring Installation Contractors. The size standard for this NAICS code is $15.0 million.

Regional Contracting Office, Camp Pendleton, CA, is issuing Request For Quotation (RFQ) M0068119Q0012 to procure fiber optic supplies and installation. This procurement is conducted in accordance with FAR Part 12

(Acquisition of Commercial Items) utilizing FAR Part 13 (Simplified Acquisition Procedures).

Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01, effective 22

January 2019 and DFARS Change Notice (DCN) 20181221, effective 21 December 2018.

BASIS FOR AWARD: Award will be made to the Lowest Price Technically Acceptable (LPTA) quote.

EVALUATION. The Government intends to make a single Firm Fixed Price award to satisfy this requirement.

Award will be made on the initial evaluation of quotes received in response to this RFQ. Therefore, quoters are cautioned to ensure that initial quotes contain your best terms from a technical and price standpoint. The following factors will be used to evaluate quotes:

TECHNICAL: Details of salient characteristics contained within Salient Characteristics of this RFQ.

Quoter provided installation plan that clearly demonstrates capability to furnish, install, secure, and test fiber optic lines through existing infrastructures.

Quoter provided details on utilization of existing pathways.

(Quoter shall provide enough documentation and supporting information to make a determination of acceptability.

Quoter is cautioned, failure to provide sufficient information could result in a technically unacceptable quotation.)

DELIVERY DATE: Port Hueneme 25 February 2019 and Port Mugu 01 March 2019. Quoter must clearly state the ability and capability to meet the Government’s required delivery date.

PRICE: All quotes must be the Contractor’s Best Pricing.

SAM. Offerors must be registered in the System for Award Management (SAM) database. Information in SAM should be current, if not – completion of the attached FAR Provision 52.212-3, Certifications and Representations is required with quotation. Information on registering in SAM may be obtained from www.sam.gov or calling 866-

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.

Document type means the type of payment request or receiving report available for creation in Wide Area

WorkFlow (WAWF).

Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.

(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and
