About this file
This is a Questions and Answers document for a locksmith services solicitation at Marine Corps Base Hawaii, accompanied by a room roster detailing re-keying requirements. The document addresses technical questions about an upcoming contract to re-key 35 cylinders across multiple rooms and offices at MAG-24 HQ.
The project specifications include: most doors use a single keyway with one door requiring 2 keys; a combination of Primus and Schlage cylinders; 2 master keys and 2-3 change keys per lock are required (total of 135 keys - 2 master and 133 change keys); all doors are wooden and pre-prepared for installation. The room roster details 31 specific locations requiring re-keying, ranging from administrative offices to specialized spaces like the lactation room and duty sleeping quarters. This is a new requirement with no incumbent contractor. The solicitation includes separate CLINs for supplies and services, and pictures of the locks will be uploaded to SAM.gov. A site visit was already conducted on December 4th at 1300.

Questions Answers
Lock system uses a single keyway for all cylinders or if multiple keyways are currently in use?
Most of the doors use a single keyway, however there is 1 door that has 2 keys for its use. There is also a Master Key that will open the majority of the doors.
Is there an incumbent? If so, what is the contract number and value?
This is a new requirement with no existing contract.
Can pictures of the keys and door locks be provided?
Yes, pictures will be uploaded to the solicitation on
SAM.GOV
Would it be possible to coordinate a site visit?
The site visit was conducted on Dec 4th at 1300 and all interested parties were notified.
1. Are all of the 35 cylinders you want to rekey to a master key system C145?
A few appear to be Primus and the majority are Schlage.
2. Do you have a working key for all 35 cylinders
No. Missing 2 change keys, but Master key will open these doors if needed. Every other door has at least 1 working key.
3. WIll there be only 1 master key that will open all locks and 1 Change key per lock?
No. Requesting 2 Master Keys and 2-3 change keys per lock depending on the location.
4. Are the doors already prepared for the installation of the new locks?
Yes.
4.1 If we need to prepare the door for
installation, is it a wood door or a metal door?
All doors are made of wood.
5. How many keys do you need per cylinder and how many master keys do you need ?
Requesting 2 Master Keys and 2-3 change keys per lock depending on the location. See the attached Re- Key Project- Room Roster document, which will detail what doors need what keys.
Would the government require us to provide a quote for the supply of hardware, or should we focus solely on the labor and installation services?
Please review the solicitation. There are 2 CLINs labeled for Supplies and Services. Please place the corresponding amounts in these fields.
Would the government be able to provide a comprehensive list of the room numbers, the number of keys required for each space, and the corresponding key requirements to ensure accurate planning and pricing?
Yes, the room roster and key roster will be published along with these questions and answers.
