About this file

This is a Questions and Answers document for federal contract solicitation M0031826QG003, issued on 20 March 2026. The document clarifies requirements for an aeromedical evacuation and fixed-wing aircraft service contract in the Philippines.

The government requires CARB-approved air carriers as either prime contractors or subcontractors, with current CARB approval documentation mandatory at quote submission. The aircraft must be fixed-wing and prepositioned per PWS Para. 1.2.4.1, with true 24-hour coverage and N+1 launch capability required throughout the period of performance. The government estimates contract award no later than 10 April 2026 to allow contractor lead time for prepositioning. Medical services fall outside the contract scope; the government will provide its own Search and Rescue Medical Technician (SMT) personnel and medical supplies/equipment. The Operational Specification (OpSpec) A024 aeromedical evacuation certification requirement has been removed from contract requirements. Contractors may propose multiple aircraft as needed and may employ additional personnel necessary to accomplish PWS tasks. Pilots retain discretion to delay launches beyond the 60-minute post-order requirement for safety reasons, with immediate notification to the Contracting Officer (KO) and Contracting Officer's Representative (COR) required. The government will issue contract modifications for additional flight hours beyond the base 12 hours; emergency missions will be confirmed at pro-rated pricing. The government may require nighttime operations at airfields normally limited to daylight. The Department of the Navy reserves audit rights per applicable federal statutes and regulations.

M0031826QG003 All Questions Answered 20 March 2026

Question Answer

Could you please confirm whether the Government will consider quotations submitted by a prime contractor that proposes a CARB-approved air carrier as a subcontractor, with documentation of the operator’s CARB approval provided in the quotation?

The Government will consider quotations submitted by a prime contractor that proposes a CARB-approved air carrier as a subcontractor, with documentation of the operator’s CARB approval provided in the quotation.

Please ensure to include details in your technical capability statement regarding your subcontractor plan.

Can you define where in the Philippines the aircraft should be prepositioned?

The required prepositioning location is defined in PWS Para. 1.2.4.1.

3 Is there a preference for a fixed or rotary wing platform?

The platform is required to be fixed wing per PWS Para. 2.1.2.

Please confirm whether the instruction in the Addendum 52.212-1(5)(d) should be disregarded.

The instruction in the Addendum 52.212-1(5)(d) should be disregarded.

Is the contracting officer considering non-CARB approved air carriers for quote?

The government intends to award this contract as soon as possible after solicitation closure and is estimating an award date NLT 10 April to provide the contractor sufficient lead time for prepositioning. Accordingly, there will not be much additional time between the Notice of Successful Offer and Award Release for the CARB approval process. This lack of additional lead time is why the government is requiring current CARB approval as part of evaluation process. The government is requiring CARB approval at the time of quote/offer submission.

6 Are there any special medical equipment requirements? There are no special medical equipment requirements.

7 Is NAAMTA OR CAMTS accreditations required?

Medical services are not within the scope of the contract. The government will provide its own medical personnel to staff the contractor’s aircraft in the case of a CASEVAC. Accordingly, NAAMTA OR CAMTS accreditations are not required.

Because 24 hour coverage increases crew staffing coverage, can the USG clarify as to whether it desires true 24-hour coverage with N+1 launch capability throughout the PoP?

The government desires true 24-hour coverage with N+1 launch capability throughout the PoP.

In review of the PWS’s aeromedical evacuation requirements with no identified medical services being within the scope of this requirement. Would the Government be amendable to removing the Operational Specification (OpSpec) A024 requirement?

The government will remove OpSpec A024 as a certification requirement. The PWS will be amended accordingly and posted at the end of the Q&A Period.

a.If the government plans to provide trained medical personnel, will those personnel bring their own supplies/equipment?

The government will supply its own medical supplies and equipment.

Are we able to provide our own medical personnel, even if only to coordinate/oversee our end of the project?

The contactor is able to provide any personnel necessary to accomplish the tasks outlined in the PWS.

Will we be provided the names & qualifications of such government-supplied personnel who could be providing the medical services?

The government will provide points of contact for the government-supplied medical personnel after award.

The medical personnel are qualified as Search and Rescue Medical Technicians (SMTs) and qualified air crew.

Will the medical personnel be separately insured for professional & general liability? Will we be provided with a COI to document such?

Professional Liabilitiy is provided to Department of the Navy medical personnel under 10 USC 1089. General Liability is provided under the Federal Tort Claims Act.

Does it matter how many FW aircraft we propose / provide as long as there is one onsite, at all times, that meets the requirements as stated?

The quoter is able to propose as many aircraft as they consider necessary to accomplish the tasks outlined in the PWS.

Please define “stand-alone capacity.” Does this include medical personnel?

Stand-alone capacity encompasses all tasks outlined in the PWS. Medical services are not within scope of the PWS and thereby does not include medical personnel.

Would CARB and/or DOD perform a formal audit on the operators before approving to perform services?

The DoW reserves the right to conduct formal audits on operators in accordance with 10 U.S.C. 2640, 32 CFR 861 and DODI 4500.53.

As the island airports are not all operational 24hrs/day, should we include the potential cost of re-opening the airport (in the event of an emergency) after it has completely closed?

The government will assist in coordinating landing permissions for the contractor if an aeromedical evacuation mission should occur while the island airports are closed. We do not expect a cost to be associated with this coordination at this time.

An airborne time of 60min post-order to launch may not be feasible, simply dependent on a variety of factors, including time of day, weather, etc. If 60min is not possible, what is the maximum amount of time allowed to be airborne?

Per PWS 2.1.2.2., Pilots shall make all flight related decisions and are responsible for flight safety. Should the contractor be unable to meet the 60min post-order due to safety concerns, they should immediately notify the KO and COR and launch at the soonest safe opportunity.

If 100% adherence to the post-order is required, and not met, what is the penalty?

100% adherance is required to the maximum extent practical. The KO and COR will assess the circumstances of any contractor nonadherance. Failure to perform may result in negative rating and the government reserves the right to seek damages in accordance with the FAR/DFARS.

Section 3.2 – if this section applies, may we please have some additional information?

Section 3.2 applies in accordance with the PWS.

Will any type of stretcher, other than a field stretcher, be used? If anything other than a field stretcher is used, the 60 minutes to be airborne may not be possible.

The government only intends to use a field stretcher.

Itbayat Island, Calayan Island, & Basco Island airfields are limited to daylight operations due to no landing lights.

Please confirm we would only be required to perform at these locations during daylight hours.

The government may require the contractor to land during nighttime hours in the event of a casualty evacuation mission.

The RFP requests a price for 12 flight hours. Please confirm that, should there be a need for additional flight hours, they can be billed at a pro-rated price. If not, and more than 12hrs are required, how should that be billed?

The contractor should not be required to fly more than 12 hours without prior discussions with the KO.

Should additional flight hours be needed, the government will increase the quantity of flight hours via modification. In the case of an emergency, the government will issue Notice to Proceed and confirm a pro-rated price with the contractor at that time.
