About this file
This Justification and Approval (J&A) document supports Marine Corps Base Hawaii's (MCBH) Base Safety procurement of 8 Honda CB300R motorcycles for their training fleet, with a total budget of $60,000. The solicitation (M0031825Q0035) seeks motorcycles with specific technical requirements, including a 300CC liquid-cooled single-cylinder motor, handlebar configuration, 17-inch tubeless wheels, LED lighting, chain drive, bikini fairings, inverted front forks, anti-lock braking system, seat height under 32 inches, and a minimum one-year manufacturer's warranty.
The J&A provides detailed rationale for selecting the Honda CB300R, emphasizing its suitability for beginner-level motorcycle instruction. Key justifications include the motorcycle's lightweight chassis, smooth throttle response, consistent training experience, increased safety features, simplified instructor training, reduced maintenance complexity, and potential for long-term cost savings. The base currently owns 4 of these motorcycles and aims to standardize its fleet to 12-14 motorcycles for comprehensive training purposes. The solicitation will be posted on SAM.gov to maximize competition, with quotes due by 4:00 p.m. Hawaii Standard Time on 15 August 2025.

4. Statutory Authority Permitting Other Than Full and Open Competition.
N/A. Full and Open Competition will be utilized. This document meets the regulatory requirement at DFARS 206.302-1(c)(2 to execute the justification and approval addressed at FAR 13.501(a) in order to use Honda CB300R motorcycles; FAR Subpart 13.5 procedures are being utilized for this acquisition in accordance with 41 U.S.C. 1901.

5. Rationale Justifying Use of Cited Statutory Authority.
a. The Honda CB300R is designed with features that make it highly appropriate for beginner-level instruction, including:
Low Seat Height to accommodate a wide range of rider statures.
Lightweight Chassis (approximately 317lbs wet weight), which enhances low-speed maneuverability and ease of control.
Smooth throttle Response and moderate power output to prevent rider intimidation.
Anti-lock Braking System (ABS) available, enhancing safety in training environments.
The Honda CB300R is widely used across the United States and internationally as a learner or training motorcycle. Its reliability, durability, and ease of maintenance have made it a preferred model in many training fleets.
Justification for Standardizing the motorcycle training fleet- Base Safety already owns 4 of these motorcycles; a full fleet is a minimum of 12 for a full class, with one or two as standbys in case one is not in working status. For a total of 13 or 14 training motorcycles.
To ensure consistency, safety, and cost-effectiveness in our motorcycle training program, it is recommended that the entire fleet consist of the same make and model of motorcycle.
b. Consistency for Student Learning Using the same motorcycle for all students ensures a consistent training experience.
Students can focus on learning core riding skills without having to adapt to different bike sizes, controls, or handling characteristics.
This improves confidence, reduces confusion, and supports faster skill development.
c. Increased Safety Standardizing the fleet eliminates variability in braking, throttle response, seat height, and weight—common causes of student difficulty and error.
With all students riding the same model, instructors can better anticipate challenges and prevent incidents. Safety briefings and demonstrations are also clearer and more effective when referring to one type of bike.
d. Simplified Instructor Training and Course Delivery Instructors can become experts on the specific motorcycle used, allowing them to better support students and troubleshoot quickly.
Lesson plans, demonstrations, and feedback remain consistent and precise, improving the quality of instruction.
e. Reduced Maintenance Costs and Complexity
Fleet maintenance becomes more efficient and cost-effective when all bikes share the same parts, tools, and service procedures.
Technicians become more proficient with routine repairs, downtime is reduced, and spare parts inventory can be minimized.
f. Lower Long-Term Costs Bulk purchasing of a single model may lead to discounts from manufacturers or dealers.
Additionally, reduced maintenance complexity, better parts availability, and fewer breakdowns all contribute to lower operating costs over time.
g. Professional Appearance and Brand Image
A fleet of uniform motorcycles reflects a professional, organized training environment.
This enhances the credibility of the training program and builds trust with students and partners.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
a. The solicitation will be posted to SAM.gov to maximize competition.
d. Due to the list of attributes provided in section 5 above, the Honda CB300R is the most compatible with the equipment, parts, and tools already possessed by Base Safety that meet the requirements of the Motorcycle Training Program.
7. Determination of Fair and Reasonable Cost. The Contracting Officer has determined that the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
Given the desire to maintain a uniform fleet of makes and models, when these motorcycles are beyond the point of economic repair at some point in the future, the market should be reevaulated at that time to determin what motorcycles would fit the needs of the program. The desire to provide a uniform training experience is not subject to it only being fulfilled by utilizing only Honda’s in perpetuity, but that all motorcycles owned by the base are of one make and model across the training fleet.
