(808) 257-5716 Offerors are advised that proposals sent by conventional US Mail service are not routed directly to the above address. Therefore, the possibility that a proposal will not comply with the stated closing date/time exists; in such case the proposal will be considered a “late submission.” Offerors who choose to send their submission via the US Postal Service (USPS) should address their proposals to the address cited above. The physical address specified above should be utilized for delivery in person and mailing by an express mail service such as FedEx and UPS.

All questions shall be submitted, in writing via e-mail, to Steven Takasaki at steven.takasaki@usmc.mil by 2:00 PM Hawaii Standard Time, 5 September 2019. The Government does not anticipate extending the due date for receipt of proposals, therefore, review the RFQ and these instructions thoroughly so all of your concerns/questions can be addressed.

4. Volume I: Technical Proposal: The Offerors shall submit one original and 3 printed versions. The CD-ROM shall include the original.

Instruction to Offerors:

Offerors are expected to present their proposal in a thorough yet clear and concise manner with sufficient detail for effective evaluation and for substantiating the validity of stated claims. Offerors shall assume that the Government has no prior knowledge of their abilities and products and will base its evaluation on the information presented in the offeror’s proposal. Submission of offers which are unnecessarily verbose, unclear, disorganized, or difficult to understand, may result in unfavorable consideration.

Offeror’s responses to the factors will be evaluated against the evaluation criteria defined in the Evaluation Criteria section of the solicitation. For the purposes of evaluation, the proposal shall clearly address these mandatory evaluation criteria:

Technical Factors

1) Experience: Address contractor experience and how it meets the requirement for 7 years of experience in supplying LPG to multiple tank locations on a campus or base setting. Give specific examples in sufficient detail to enable the evaluators to determine whether your firm meets this experience requirement. This factor is mandatory; therefore, if sufficient detail is not provided, the offeror runs the risk of being found technically unacceptable. Provide an overall summary of contractor experience and then provide specific examples that give proof of meeting the experience requirements. For each specific example of experience provide:

i. Customer and contact information

ii. Contract/Order number

iii. Contract type

iv. Program name

v. Total contract value

vi. Number of Years working with this customer

vii. Detailed description of work performed

viii. Any other information that will provide evidence of the required experience

The Government reserves the right to contact any cited customers to verify the accuracy of the experience description.

2) Tank Availability: The offeror must provide evidence of an inventory of the proper amount and size of metered tanks available to fulfill the requirements of the SOW, OR provide the evidence of the ability to obtain the proper amount and size of thanks needed to fulfill the requirements of the SW by 1 October 2019. This is also a mandatory factor; therefore, it is critical to provide sufficient information to allow the evaluators to determine whether this evaluation factor is met.

The offer can meet these requirements via Prime, or Subcontractor.

5. Volume II. Price Proposal. The Offeror must complete the “CLINs for Quote sheet” with the Contract Line Item (CLIN) Unit Prices) in its entirety. The unit prices shall include all costs to provide for delivery of the LPG and rental of tanks, including the maintenance and installation of Contractor owned tanks.

Additional Data. Data beyond what is stated in these instructions are not required and shall not be submitted unless it is essential to document or support the Offeror’s price quote. All information relating to the proposed price including required supporting documentation must be included in the section of the proposal designated as the Price Proposal. Under no circumstances shall this information and documentation be included elsewhere in the proposal.

File details come from the government source that posted it.
