AMENDMENT

Amendment to solicitation

M00318-16-T-0017

Shop Towel Rental and Service Contract

Marine Corps Base Hawaii, Kaneohe, Hawaii

A) This amendment must be acknowledged when submitting an offer in response to the solicitation.

B) The following paragraph d. is added to PWS 3.1.1, Task 1:

The shop towels will be primarily used for cleaning of machinery involving oil and grease, therefore, the towels must be made of absorbent/reusable material that can be laundered. The shop towels must have the following specifications:

Color: Any

Size: The size standard for the shop towel is 13" x 14" and can deviate in size up to plus 2" or minus 1" for either dimension.

Weight: There is no weight requirement for the towels but they must be absorbent and reusable.

C) The following paragraph d. is added to PWS 3.2.1, Task 1:

The contractor must maintain accurate inventory records on the number of clean shop towels provided to each location and the number of dirty shop towels picked up. The contractor will bill monthly based on the number of clean shop towels provided to each location. Monthly invoices must be supported by accurate records.

D) The following Questions and Answers are provided:

1. Are these towels going to be primarily used for cleaning of machinery involving oil and grease?

A: Yes

2. Do the towels have to be of a specific color, size and weight?

A: No specific color or weight is required. However, the shop towel must be made of absorbent/reusable material that can be laundered. The size standard for the shop towel is 13" x 14" and can deviate in size up to plus 2" or minus 1" for either dimension.

3. Is the control of these towels a critical part of the process - in other words, that they be counted individually by piece when soiled?

A: Yes. It is a one-to-one exchange process. It should be an important part of the process for the contractor since they own the towels and they are responsible for laundering the towels and reissuing them on a weekly basis. Also, the contractor’s records on the number of shop towels provided must be accurate to justify the invoice amount each month.

4. What is the contract history for this solicitation?

A: The previous contract for the same services expired in April 2015. The incumbent contractor was Steiner

Hawaii, Inc. The contract number was M00318-10-D-0002. This was a requirements type contract, thus all contract quantities were estimates. The total estimated contract price for the last one-year option period of this contract was

$78,891.80.

5. Please explain the term "size standard" (SF 1449, Block 10).

A: The size standard is a numerical definition, established by the Small Business Administration (SBA), that represents the largest size that a business (including its subsidiaries and affiliates) may be to be classified as a small business. The SBA web site that addresses small business size standards is: https://www.sba.gov/content/what-are-small-business-size-standards. However, please keep in mind that this solicitation is not a small business set-aside.

Both large and small businesses can submit offers and be considered for award of the contract.

6. What is the basis for the estimate of $38,500,000 related to size standard and how was that figure arrived at?

A: Information on the SBA size standard methodology can be found on: https://www.sba.gov/content/size-standards-methodology
