About this file
This is Amendment 0002 to a Request for Quote (RFQ) issued by Marine Corps Base Quantico for bus wrapping services. The amendment extends the response due date from October 9, 2026 to October 21, 2026 at 4:00 P.M. Eastern Standard Time and adds clarifying details to address common questions about the solicitation requirements.
The solicitation (M0026427Q0003) requires a contractor to wrap three new 2027 MCI J4500 diesel coach buses with full exterior coverage, including the roof and all side windows using perforated window film. The wrap design consists of red vinyl with "Marines" lettering on the side and the 1801 logo on the rear. The buses will be measured by the contractor to ensure proper fit, and the contractor may either perform the installation or subcontract to a wrapping vendor with Marine Barracks Washington's coordination. Performance must be completed between November 1-30, 2026, in the vicinity of the National Capital Region. Marine Barracks Washington will provide transportation of the buses to and from the vendor. Vendors must submit a completed and signed Standard Form 1449, acknowledgement of amendments, and responses to FAR provisions 52.204-24 and DFARS 252.204-7017. Monthly invoicing is acceptable. The procurement is conducted under FAR Part 12 as a commercial acquisition, and vendors must be actively registered in SAM at the time of submission. Vendors not representing themselves as small businesses under NAICS 337214 must self-certify that they meet the small business size standard.

Clarifying Details:
Does "sized to fit entirety of bus" in paragraph 4.10 mean full coverage of the body?
Yes, full coverage is required.
Amendment 0001 places performance at the vendor's location and acceptance at a Government location, but does not say who moves the coaches. The prior Barracks coach-wrap requirement provided a Government driver. Will the Government provide drivers both ways, or is transport the contractor's responsibility?
Marine Barracks Washington will provide the transportation of assets to and from the vendor.
Is the requirement for a full exterior wrap or partial wrap of each MCI J4500? If partial, please identify the surfaces to be wrapped.
Full exterior wrap is required, including roof.
Are any windows included in the wrap? If so, which windows, and is perforated window film required?
Yes, perforated window film will be required, and all side windows will require wrapping. Front windshield will not.
Is the required wrap full-color printed graphics, solid-color vinyl, decals/lettering, or a combination?
It will be combination consisting of red coloring with "Marines" on the side and 1801 logo on the rear.
Are there required vinyl, laminate, finish, durability/service-life, or warranty specifications?
Negative.
Are there any existing graphics, decals, striping, protective film, or other materials that must be removed before installation?
No, buses have already been unwrapped and only wrapping is required.
Will all three buses be available together for measurement and installation, or should the contractor anticipate separate measurement and installation scheduling?
All buses will be available for measurement and installation together.
