About this file
This is a Questions and Answers document addressing contractor inquiries regarding solicitation M0026426R0011, dated May 15, 2026. The document clarifies requirements for an IDIQ contract with a five-year ordering period and establishes pre-negotiated pricing for multiple task orders, including Task Order 1 and a Sample Task Order (Task 3 - Hall of Valor Gallery).
The Government declined requests to extend both the questions submission deadline (originally May 29, 2026) and the proposal response deadline (originally June 29, 2026), maintaining the existing solicitation schedule. Key clarifications address the Pricing Template requirements, including instructions for contractors to build and insert their own Basis of Estimate (BOE) into designated worksheets to justify pricing, supported by vendor quotes, historical invoices, or published price lists. The Government revised attachment references in the Technical Requirements Document to align letter-formatted references with numerical attachment designations (Attachments 10-14). For the Sample Task Order CLIN 0003, Deliverables 6-12 quantities are based on specifications in exhibit drawings and represent completion items the Government requires to be priced per those specifications. Since no specific delivery date has been established for Task 3 (Hall of Valor Gallery), individual Delivery Orders will establish their own delivery dates based on specific deliverables, with offerors instructed to provide pricing covering the entire five-year ordering period. The document also confirms that the Procurement Integrated Enterprise Environment (PIEE) system allows offerors to upload multiple individual files to designated sections rather than restricting submissions to single combined documents per volume.

We look forward to receiving your proposals in accordance with the existing solicitation schedule.
3 Attachment 4 Pricing_Template.xlsx
There are two blank worksheets included titled “BOE Task Order 1” and “BOE Sample TO”. Is this an error or were there additional sheets to be included for a response or do the corresponding line items on the last sheet for “Total Evaluated Price” replace these missing ones?
The contractor is expected to build and insert its own Basis of Estimate (BOE) directly into those sheets to justify your pricing for both Task Order 1 and the Sample Task Order.

6 Attachment_15_FAR_52_212_1 _Addendum.pdf – Page 10 of 10 Section 2.6.2.2 Task Order 1 and Sample Task Order- Basis of Estimate (BOE)
Please clarify ‘The BOE shall include the following – ‘Bill of Materials for applicable Task Order 1 deliverables -
i. include supporting documentation for the material cost estimated’ What are you looking for here in terms of the supporting documentation, do you require a scope of work document or something else?
The Contractor is required to build and insert their detailed Basis of Estimate (BOE) directly into the 'BOE Task Order 1' and 'BOE Sample TO' worksheets to justify their proposed pricing.
Furthermore, the Contractor is responsible for providing adequate supporting documentation (such as vendor quotes, historical invoices, or published price lists) for all proposed material and Other Direct Costs (ODCs) to support the Government’s price reasonableness evaluation. List of materials used for task order #1 and sample task order. Please add the scope of work documents and any supporting document that will help us to determine price reasonableness.
7 Attachment_15_FAR_52_212_1 _Addendum.pdf Page 5 of 10, section 2.4.5.
Sample Task Order - Provide an approach to execute PWS Task 3 requirements per criteria included in Attachments 6 through 9 of the RFP. The Contractor shall include a project schedule, delivery plan and completion dates (eg,. 30 calendar days from order issuance) in the proposal description.
Please clarify the desired overall period of performance/duration for Task 3 / Hall of Valor Gallery. What is the anticipated start date and/or completion date within the 5-year contract period?
At this time, a specific delivery date has not been established for Task 3 (Hall of Valor Gallery). This requirement will be awarded as an IDIQ contract with a five (5) year ordering period, effective upon contract award. Individual Delivery Orders will establish their own delivery dates based on specific deliverables.
The Government is establishing pre-negotiated prices as described in the solicitation. Offerors are instructed to provide pricing covering the entire five-year ordering period. This approach allows the Government the flexibility to issue a Delivery Order for these services at any point during the life of the IDIQ vehicle.
8 PIEE system for Proposal Response.
This portal system for proposal responses is new to us. At first review, it appears that we are to add individual files to each section for each volume. I am being added as the Proposal Manager role by our Contract Administrator today.
Please confirm:
multiple attachments for each volume? Or will this system allow for individual files for each volume such as: Volume 1, Volume 2, Volume 3, Volume 4 – all assembled with their corresponding elements included, as 4 separate documents?
The Solicitation Module within the Procurement Integrated Enterprise Environment (PIEE) allows offerors to upload individual files to each designated section. Offerors are able to attach multiple individual files to their corresponding sections as required, rather than being restricted to uploading one single, combined document per volume. Please ensure all files are organized and uploaded in accordance with the proposal submission instructions outlined in the solicitation.
