About this file
This is a Performance Work Statement (PWS) for Navy–Marine Corps Correspondence Training in support of the Human Resources and Organizational Management (HROM) Branch at Headquarters U.S. Marine Corps (HQMC).
The Contractor shall deliver comprehensive, group-format educational seminars on Navy–Marine Corps Correspondence to federal civilian employees in the Marine Corps National Capital Region (Arlington, VA) and Marine Corps Base Quantico, VA. The training is strictly educational and explicitly prohibits individual consulting, strategic planning, personalized organizational advising, financial or retirement advisement, and advertising of proprietary services. Core instructional areas include Navy Correspondence Manual (NCM) compliance, reader-centric writing principles (including the Seven Traits of Effective Writing), the Four-Step Writing Process, digital communication standards, military conventions and security regulations (PII and CUI safeguarding), and standard document types (memos, point papers, Marine Administrative Messages, Letters of Instruction, business letters, and endorsements). Instruction must align with adult learning principles and incorporate interactive exercises, defense-specific case studies, facilitated discussions, and guided lectures. The Period of Performance is twelve (12) months from contract award, with training delivered onsite at The Pentagon (Room 2D247A, Arlington, VA) and Mann Hall at MCB Quantico (Room 110A, 2004 Barnett Avenue). Six training sessions (CLINs 0001–0006) are scheduled for FY26–FY27, with three sessions at each location accommodating a maximum of 20 participants per session. Training runs daily from 0830 to 1600 with a one-hour lunch break (1130–1230) and 10-minute breaks each hour. A virtual contingency clause permits transition to Microsoft Teams (DoD Environment) with seven calendar days' notice at no adjustment to the Firm-Fixed-Price (FFP) rate if public health conditions, severe weather, or operational requirements prevent in-person delivery.
Performance standards require instructors to arrive 30 minutes prior to the scheduled start time (0800), maintain a minimum average post-course evaluation rating of 4.0 out of 5.0 (80% satisfaction), ensure 100% alignment of all student handouts and presentations with the Department of the Navy Correspondence Manual (SECNAV M-5216.5 series), and submit draft presentation slides and handouts at least three business days prior to each course for HQMC Training Officer screening. The Contractor is solely responsible for staffing with qualified instructors demonstrating professional experience delivering instruction in professional, business, or technical writing; demonstrated proficiency with Navy Correspondence Manual formatting and routing rules; and proven capability in applying adult learning strategies. All Contractor personnel must maintain high professional conduct standards, and unsatisfactory performance requires replacement within five business days. The Contractor must ensure all assigned personnel obtain timely base access clearances—Pentagon access requires contact with the HQMC Training Officer at least fourteen calendar days prior, while MCB Quantico access requires Defense Biometric Identification System (DBIDS) registration. The Contractor is prohibited from bringing unauthorized electronic media into federal facilities but may bring personal laptops with HDMI output solely for slide display without connecting to the Government network. All travel-related expenses (transportation, lodging, meals, parking) must be fully burdened into the FFP rate with no separate Government reimbursement. Deliverables include draft presentation slides and handouts submitted three business days prior to each course, high-quality printed workbooks and supplementary handouts for all 20 participants delivered on the training morning, and signed attendance sheets submitted within two business days following course completion. Invoices shall be submitted electronically via the Defense Agencies Initiative (DAI)/WAWF invoicing system with payment processed following verification of class completion and receipt of signed attendance records. All electronic and information technology products must comply with Section 508 of the Rehabilitation Act. The Government retains unlimited, non-exclusive rights to customized curriculum materials, slides, handouts, and digital learning assets developed specifically for MCNCR civilian employees, while the Contractor may retain proprietary rights to core commercial methodology, assessments, and baseline instructional manuals used across multiple commercial clients. The Performance Requirements Summary establishes specific performance objectives: 100% adherence to scheduled dates and times with instructor arrival by 0800; 90% of completed sessions must achieve a minimum 4.0 average post-course evaluation rating; zero content formatting or SECNAV compliance errors upon final class delivery; and 100% compliance with security protocols and badging timelines. Non-compliance consequences include corrective action plans, instructor replacement, material rejection with 24-hour remediation deadlines, session postponement, and session default with denied facility access and no payment authorization.
