The Government intends to award a single Indefinite Delivery-Indefinite Quantity contract consisting of Firm Fixed Price (FFP) Contract Line-Item Numbers (CLINs) for service requirements and Cost Reimbursement CLINs for Government-directed travel expenses. The contract awarded will have a 60-month ordering period.
The Government intends to evaluate proposals and award a contract without discussions with Offerors. However, the Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
Best Value The Government anticipates awarding a single contract from this solicitation to the responsible offerors whose proposals, conforming to the solicitation, represent the best value to the Government, price and non-price factors considered.
The Government will execute the evaluation using the Best Value Tradeoff process, using FAR 15- Contracting by Negotiations, adhering to the criteria set forth in the Department of Defense Source Selection Procedures, dated 20 August 2022.
The following factors will be used to evaluate offers:
Factor 1 – Technical Approach Factor 2 – Past Performance Factor 3 – Price
The non-price factors (Factors 1-2) are listed in descending order of importance. All non-price factors when combined are significantly more important than Factor 3 - Price.
Prospective Offerors are forewarned that a proposal meeting the solicitation requirements with the lowest evaluated price may not be selected for award if a higher rated evaluated priced proposal is determined to be more advantageous to the Government.
