About this file
This document is an amendment (Amendment 0003) to a federal solicitation for Marine Corps Ranges and Training Area Management System (MCRTAMS) technical support services. The solicitation is a competitive set-aside for Women-Owned Small Business (WOSB) with a single award Firm Fixed Price contract, including cost reimbursement travel line items. The contract will have a 12-month base period and four 12-month option periods, with a NAICS code of 541513 and a size standard of $37.0M.
The contract requires comprehensive technical support for the MCRTAMS Branch at TECOM Headquarters, covering eight primary task areas: Program Management, Application Development, Database and System Administration, Immersive Photo and Data Services, Information Assurance Support, RTAM Training Systems Analytical Services, RTAM Program Analytical Services, and Cloud Service Provider support. Key objectives include maintaining range-related IT systems, supporting scheduling and management of Marine Corps ranges and training areas, and providing technical expertise across database administration, application development, information assurance, and analytical services. The amendment specifically addresses questions from potential offerors regarding contract requirements, performance expectations, past performance evaluation, travel, and other technical and administrative details.

In order to show better compliance, would the Government consider increasing the
Past Performance allotment to four?
Please adhere to the instructions as outlined in Addendum 52.212-1, Section
6.5, Volume 3 – Factor 3 – Past
Performance.
Volume II
Addendum
52.212-1 Volume 2
Would the Government provide an FTE count on the current level of support to the contract?
This is a performance-based requirement.
Offerors are encouraged to propose the staffing model they determine is necessary to meet the Solicitation requirements effectively.
52.212-2, 4 –
Factor 3 Past
Performance
Regarding relevant Past Performance support, is the government considering the
United States Marine Corps (USMC) holistically as the customer for this contract or specifically Training and
Education Command (TECOM)?
If direct Past Performance for TECOM will receive the highest rating for past performance, only the incumbent will be able to achieve the highest rating for Past
Performance. Please clarify.

PWS Section 3.4
Task 4 Immersive
Photo and Data
Services
Task 4 Immersive Photo and Data Services
- states that the contractor will utilize a commercial grade 360 degree camera and lenses to capture and produce 360-degree images. Are there restrictions on usage based on where the camera was manufactured. For example, would a camera manufactured in Shenzhen, China be approved by the DoD to take pictures or does that present a cyber-security concern?
See revised PWS Section 3.4
PWS Section
3.11.1 MCRTAMS
Hardware/Softwar e Maintenance and
Sustainment
3.11.1 MCRTAMS Hardware/Software
Maintenance and Sustainment lists
"procuring" hardware and software.
Can the Government provide the historical cost for these HW/SW purchases on the contract?
The Government does not intend to release historical cost data.
- 6.4.1./6.4.2
Sections 6.4.1 and 6.4.2 outline the requirements for Factor 1 (Technical
Capability) and Factor 2 (Performance
Execution & Management) within Volume
2 of the proposal.
To ensure clarity and reduce redundancy, can the Government please confirm that
Offerors may use cross-referencing between these two factors within the
Technical Volume where appropriate?
Offerors may use internal cross-referencing within Volume 2 to avoid redundancy between Factor 1 and Factor
2 where appropriate; provided, the offer must still conform to all page limitations and requirements stated in the Addenda to
52.212-1 and 52.212-2.
- 6.4.2
Section 6.4.2 (Factor 2 – Performance
Execution & Management) states that “the roles of the key personnel should be annotated and included in the quote.” To ensure compliance and alignment with the
Government’s expectations, can the
Government please confirm that it is expected—for Offerors to include resumes for all personnel, at a minimum proposed key personnel, and letters of commitment, as part of the submission under this factor?
Resumes for personnel are not required but may be included at the offeror’s discretion.
52.212-1 Volume 3
- 6.5.3
Section 6.5.3 instructs Offerors to submit
Past Performance information. If a referenced effort has an available CPARS evaluation, can the Government please confirm that an APPQ is still required for any reference irrespective of whether it has a CPARS or not?
In accordance with Section 6.5.3 of the solicitation, an Assessor Past Performance
Questionnaire (APPQ) is only required for references that do not have a CPARS evaluation. Offerors may submit CPARS in lieu of the APPQ for applicable efforts.
52.212-1 Volume 4
- 6.6.4
Section 6.6.4 (Price Reasonableness and
Completeness) states that price submissions must include a complete RFP
Pricing Sheet and account for both prime and subcontractor/team member labor rates comprising the total proposed price.
However, the current pricing template does not include a tab for providing labor category rates. To ensure transparency and support the Government’s evaluation of price reasonableness, can the Government please confirm that Offerors are expected to provide level of effort and pricing details by CLIN and by labor category, (including subcontractors), aligned to the tasks outlined in the PWS?
As stated in Section 6.6.4 of the solicitation, Offerors must account for all labor (prime and subcontractor) within their price submission. While the
Government provided a pricing template for consistency, supporting documentation must be provided to ensure clarity in labor pricing rationale.
Photo and Data
Services
Is there a minimum image density (e.g., number of 360° photo points per square mile or per structure) that the Government expects for each site?
This question could also lend to the number of 360 videos expected per site, or a general strategy for capture, path and organization of videos.
We understand that many photo points will be defined in the field with support from on-site escorts.
Are there any recommended reference shot lists or capture guidelines (e.g., minimum number of views per MOUT structure) to help standardize our field documentation?
Task 4 Immersive
Photo and Data
Services
Can we by chance receive a sample or template of the FGDC-compliant metadata the Government expects for the GIS deliverables?
Task 4 Immersive
Photo and Data
Services
Will the USMC provide escorts and Range
Control scheduling, or will we need to initiate and coordinate access per installation directly?
Shall we assume that all 360 photography and video should be captured from head-height? Can we assume that no aerial documentation will be required under this scope?
Imagery must generally be captured from ground-based platforms unless otherwise directed. Specific capture methods
(including camera height, equipment type, and any potential use of aerial imagery) will be discussed and finalized during the post-award conference and technical exchange meetings, in accordance with PWS Section 3.4.
Offerors should not assume aerial documentation is required under this solicitation unless separately directed by the Government post-award.
1) We understand the sensitivity of
DoD-related projects and assume that equipment manufactured in
China is not acceptable for use.
Could you confirm whether this assumption is correct?
2) Must all equipment be made in the US? Please provide any guidelines regarding equipment origins.
See response to Question 8 above.
Offerors are responsible for ensuring all equipment complies with applicable laws, regulations, and policies.
Task 4 Immersive
Photo and Data
Services
Are there specific file delivery or transmission protocols required (e.g., secure upload portals, encrypted FTP)
See revised PWS section 3.4.
Is there any anticipated classification or sensitivity associated with the imagery or videos collected at certain installations or require on-site data retention protocols?
Imagery and video collected under this task are expected to be Unclassified but
Controlled Unclassified Information
(CUI). Contractors shall comply with
DoD and USMC policies regarding CUI handling, protection, and storage. No classified imagery collection is anticipated. On-site data retention protocols (e.g., encrypted storage media, limited access controls) will be required and coordinated with the COR to ensure compliance.
Will the Government conduct an interim review of sample deliverables (e.g., GIS shapefile, immersive photo set, or video layer) before requiring full-site submission for all installations?
The Government intends to conduct interim quality assurance reviews of sample deliverables (e.g., immersive imagery, GIS shapefiles, metadata) prior to full-scale site submission. These reviews will ensure adherence to formatting, resolution, metadata, and content expectations. Offerors must include interim review milestones in their proposed task execution plan.
PWS Section 3 -
Task
Description/Specif ication
Can the Government confirm whether curriculum support tasks will be focused on existing courses only, or is there an expectation to help develop new content or restructure legacy material?
Curriculum development is not within the scope of this solicitation. The support described in the PWS pertains to range and training area management tools, systems, and analytics—not instructional content or courseware development.
52.212-1 - 6.2
Offer Content
For Volume 2, are both Factors 1 and 2 to be included in a single document or is the
Government requesting two separate documents? If one document, what should this document be titled?
See Addendum 52.212-1, Section 6.4.
Volume 2 shall be submitted as a single document addressing both Factors 1 and
2. The required title is:
“Volume 2 – Technical Volume (Factors 1 and 2)”
Hardware/Softwar
Can the Government clarify which hardware and software items listed in
Section 3.11.1 are Government Furnished
Equipment (GFE) versus those the contractor is expected to furnish, maintain, and/or replace?
All existing hardware and software listed in Section 3.11.1 are Government
Furnished Equipment (GFE). The contractor shall maintain, support, and sustain these items throughout the period of performance. Any proposed replacements, upgrades, or lifecycle planning must be coordinated with the
COR and approved by the Government.
Contractors shall not procure hardware or software without prior written approval.
Hardware/
Software maintenance and
Should contractors include costs for software license renewals, equipment maintenance, and lifecycle replacement in their Firm Fixed Price (FFP) CLINs, or will these be handled as Other Direct Costs
(ODCs) or cost-reimbursable items?
There is no separate CLIN for these items. Per PWS Section 3.11.1, contractors are required to include the cost of software license renewals, equipment maintenance, and sustainment activities as part of their Firm-Fixed-Price
(FFP) proposal. Based on the structure of the solicitation CLINs, these costs would primarily fall under CLIN X003
(Database and System Administration
Support) and CLIN X002 (Application
Development and Support Services), depending on the Offeror’s proposed technical and management approach.
There is no standalone CLIN established for these costs, and they are to be included within the appropriate FFP
CLINs in accordance with the PWS.
3.11.1 MCRTAMS
Hardware/Softwar e Maintenance and
Sustainment
Will the Government provide quantity estimates or minimum performance standards for expected replacements or software subscriptions required during the period of performance?
See revised PWS Section 3.11.1
Hardware/
Software
Maintenance and
Can the Government provide a mapping of the hardware/software items to their corresponding PWS task areas (e.g., Task
3.3 – Database/System Administration or
Task 3.5 – Information Assurance)?
The hardware/software sustainment activities in Section 3.11.1 primarily align with the following task areas:
Task 3 (Database and System
Administration Services): System/server support, Oracle database management, and network configuration.
Task 5 (Information Assurance Support
Services): Risk Management Framework
(RMF) compliance, security tools (e.g., Nessus, Trellux), and audit readiness.
Support to hardware/software components such as Splunk, ESXi, Fortify, and SAN infrastructure may span both task areas.
Hardware/Softwar
Will the Government establish ODC ceilings for hardware/software sustainment costs, or will contractors be expected to estimate and propose these costs independently?
Contractors shall propose all sustainment-related costs as part of their Firm Fixed
Price (FFP) CLINs. The Government does not intend to establish a separate
ODC ceiling for hardware/software sustainment. Any future Government-directed hardware procurements will be executed through separate acquisition efforts, as stated in Section 3.11.1.
PWS Section’s
3.12 Place of
Performance and
7.1 Meeting
Facilities
Sections 3.12 and 7.1 appear to conflict regarding the requirement for a contractor-owned facility.
Section 3.12 indicates that most work will occur on-site at Government facilities, and some work may be performed at the contractor’s facility. However, Section 7.1 states that the contractor shall maintain a facility cleared at the SECRET level.
1) Can the Government clarify whether maintaining a cleared contractor facility is required for contract award and performance, or if this is only necessary if work is performed off-site?
2) Additionally, will the Government provide cleared workspace for onsite contractor personnel in lieu of a contractor-owned facility?
1) The Government confirms that there is no requirement in the PWS or DD Form
254 for the contractor to maintain a facility cleared at the SECRET level. The vendor’s reference to Section 7.1 is a misinterpretation; that section addresses meeting infrastructure (e.g., coordination capability) and does not establish any requirement for a cleared contractor facility.
As stated in PWS Section 3.14, contractor personnel are required to hold SECRET or Interim SECRET clearances to access
Government facilities and Privacy Act– protected data. The DD Form 254 confirms this by identifying the
Government-furnished performance location (Quantico) and requiring DISS visit requests for access.
The DD 254 governs personnel access to
Government-secured spaces, not the need for contractor-owned cleared facilities.
Any classified materials are Government-retained and stored in approved spaces;
contractor performance is restricted to the
Government locations identified in the
DD 254 (Item 11a).
This interpretation is consistent with the
PWS, the DD Form 254, and applicable federal security regulations including
FAR 52.204-2, DFARS 252.204-7000,
and DODI 5200.48. Contractor facility clearance is not a requirement for contract award or performance.
2) As stated in PWS Section 3.12 and confirmed by the DD Form 254 (Item 8 and Item 11a), the Government will provide secure, Government-controlled workspace for contractor personnel performing onsite duties that require access to classified or Privacy Act– protected information.

The requirement for personnel to hold a
SECRET or Interim SECRET clearance is tied to their access to Government-furnished secure spaces, not to any contractor-owned facility. The DD Form
254 confirms that all classified or CUI work will be conducted at Government-approved locations (e.g., Quantico), and contractor performance is restricted to those spaces unless otherwise coordinated.
As such, there is no requirement for the contractor to provide a cleared facility, and the Government will furnish necessary cleared workspace for onsite contractor personnel, subject to DISS visit requests and access approval protocols.
3.13.1
Section 3.13.1 states that contractors “must have or acquire a GSA Schedule” to support continued performance in the
Option Years, and that the Government intends to transition to a GSA contract vehicle. Based on this wording, it appears that a GSA Schedule is required only prior to the exercise of any option years. Can the
Government please confirm this interpretation?
1) See revised PWS section 3.13.1
2) See revised PWS section 3.13.1
PWS 3.4.1
Projected Workload / Site Visit Volume:
Can the Government provide an estimated number of installations, training areas, or range complexes to be visited annually under Task 4?
This will help establish level of effort, number of trips, and volume of immersive content to produce.
See revised PWS: The Government anticipates that the contractor will conduct approximately 2–4 installation visits per year, based on mission priorities and within the available Not-to-Exceed
(NTE) travel ceiling identified under
CLIN X009. As stated in PWS Sections
3.4.1 and 3.4.5, immersive photo and data services are required across all USMC installations (CONUS and OCONUS), but site visit prioritization will be coordinated with the Government and adjusted based on available funding.
Offerors should structure their proposed level of effort and content production plan in accordance with this guidance and the
NTE ceiling provided in the pricing template.
PWS 3.4.1 & 3.4.3
OCONUS Support Requirements
For locations such as Japan, Guam, and
CNMI, will the Government provide any base lodging, vehicle access, or in-country coordination support, or should the contractor fully plan and price independent logistics?
The Government will coordinate base access and escort support for all
OCONUS sites, including introductions to Range Control and site POCs.
However, contractors are responsible for arranging and pricing their own lodging, transportation, and logistics (e.g., rental vehicles, base passes). No lodging or vehicle support will be provided directly by the Government.
PWS 3.4.3
Site Access and Escort Coordination:
Will the Government coordinate base access and provide required escorts at all
CONUS and OCONUS installations, or is the contractor expected to arrange access directly?
TECOM RTAM will coordinate with installation Range Control offices to ensure base access and escort availability.
Contractors are expected to work closely with Government points of contact to finalize access schedules and adhere to local Range Control procedures.
PWS 3.4.5
Acceptance and Review Criteria:
Who is responsible for reviewing and accepting immersive media deliverables
(e.g., imagery, GIS layers, videos)?
Will formal acceptance criteria or a review timeline be provided?
The Contracting Officer’s Representative
(COR) and designated RTAM personnel will review and accept (or reject as needed) all immersive media deliverables.
Interim and final deliverables will be evaluated against contract technical specifications and formatting requirements. Formal acceptance timelines and feedback cycles will be coordinated post-award, but contractors should plan for Government review and approval prior to site-wide final submissions per the PWS section 11.3, Performance Requirement Summary
(PRS) Table 7.
PWS 3.4.5
Task 4 includes extensive site visits to
CONUS and OCONUS locations. The
Pricing Template includes pre-filled travel
CLINs (e.g., 0009, 1009) with fixed not-to-exceed (NTE) values.
- Can the Government confirm that all travel costs associated with Task 4 should be priced under the separate travel CLINs and not included in the fixed price for
CLIN 0004?
If travel costs exceed the NTE value due to
OCONUS or multi-site trips, will adjustments be allowed?
All travel costs associated with Task 4
(Immersive Photo and Data Services) shall be priced under the applicable
Period of Performance’s Travel CLIN
X009(see attachment 4) and shall not be included in the fixed price for CLIN
X004. The Government’s expectation, as reflected in the revised PWS Section
3.4.5, is that all travel costs will remain within the established Not-to-Exceed
(NTE) value for each respective travel
CLIN. Any adjustments to these NTE values due to unforeseen Government-directed travel demands will be considered on a case-by-case basis and may be addressed via contract modification, subject to the availability of funds and Government approval.
Staffing Requirements by Labor Category:
Will the Government provide an estimated level of effort (LOE) or hours per labor category to assist in pricing and staffing?
Offerors are expected to propose labor categories, labor mix, and effort levels based on their understanding of the PWS requirements, their technical approach, and risk management strategy.
Contract Transition Period: Is there a planned transition period between incumbent and new awardee?
If so, how long and what are the expectations?
See revised PWS section 3.17
Key Personnel Definition: Which labor categories are considered Key Personnel?
The PWS references key roles but does not define which are mandatory for proposal submission.
The PWS does not define any specific labor categories as key personnel, nor does the solicitation require offerors to propose designated key personnel positions. However, offerors may choose to identify roles they consider critical to successful contract performance (e.g., Program Manager, Lead Developer, Information Assurance Lead) as part of their proposed management and staffing approach.
General:
Cybersecurity and
Compliance
Requirements
The document references multiple cybersecurity standards (RMF, FISMA, NIST 800 series), but it is unclear which framework takes precedence and the required level of compliance certification.
Could the agency clarify the exact security baseline and certification expectations?
The Risk Management Framework
(RMF) is the governing cybersecurity compliance process for this effort. RMF implementation must incorporate applicable controls and guidelines from both FISMA and the NIST 800-series, particularly NIST SP 800-53 Rev 5. The contractor is expected to support RMF accreditation efforts for Authority to
Operate (ATO) and Authority to Connect
(ATC) as outlined in PWS Tasks 1 and 5.
General -
Performance
Metrics and
Service Levels
While uptime and performance expectations are mentioned, the solicitation does not specify numeric SLAs or penalties for non-compliance. What are the exact performance targets and consequences for failure?
The PWS is structured as a performance-based requirement and does not include a formal Service Level Agreement (SLA) table or numerical SLA values.
Performance expectations are defined through required deliverables, schedules, and Government acceptance criteria. As clarified in the revised PWS Section
3.11.1, the Government does not define formal system uptime, availability, or
SLA metrics under this requirement. The
Government’s performance expectations are documented in the PWS and in Table
7 (Performance Requirements Summary), which does not establish additional numerical SLA metrics. Contractor performance will be evaluated based on delivery of required services and responsiveness to Government-directed priorities.
General -
Transition and
Knowledge
Transfer
The transition process from any incumbent contractor or system is referenced but not described in detail regarding duration, required deliverables, or support expectations. What are the explicit transition requirements and timelines?
See revised PWS section 3.17
General - Contract
Type and Ordering
Procedures
The anticipated task order volume, frequency, and funding levels under the
IDIQ are not defined, creating uncertainty in resource planning. Can the agency provide forecasted ordering expectations?
This is a single award Firm Fixed Price
(FFP) contract, not an Indefinite Delivery
Indefinite Quantity (IDIQ) contract. As such, there are no separate task orders anticipated under this contract structure.
The scope of work, funding levels, and performance requirements are defined within the base contract and option periods, as outlined in the solicitation and associated CLIN structure.
