About this file

This document is an amendment to a solicitation for a contract providing behavioral analysis support services to the Marine Corps Embassy Security Group (MCESG) Operational Psychology Section. The amendment provides questions and answers related to the solicitation.

The key details include:

  • The contract requires providing qualified personnel to conduct psychological testing, interviews, and assessments of Marine Security Guard candidates. The contractor is not responsible for administering or scoring the psychological tests, only interpreting the results.
  • One contract psychologist may be required to support the Marine Security Guard selection board, with the number depending on the class size. Interviews are generally conducted over the course of a week.
  • Pricing should be provided as a fixed price per day for the required number of psychologists, as well as for any leadership development/training and selection board support.
  • Travel to the performance location in Quantico, VA should be included in the fixed price, except for any emergency travel outside the local area.
  • The solicitation has an IDIQ structure with various maximum quantity values, but each task order will have a fixed quantity and price.

Pricing

Workbook.

5 4.1 We are unclear as to how to complete the excel spread sheet with our prices. Specifically, we are not sure if you require the price per day for the required number of psychologists or for the total price per iteration.

We can easily complete a daily rate for the required number of psychologists, but will need to know the required number of days for each iteration if you require a total for the iteration. If the latter, how long is the iteration of each Assessment and

Selection program? In other words, in order to provide a cost per class

(based on estimated class size) we need to know how many days are required for each operational psychologist.

The number of required contracted psychologists is dependent on the number of

MSG candidates for each class. Class sizes fluctuate.

For example, for a class of

100 MSG candidates five contract psychologists would be required. Each contract psychologist would interview a maximum of four MSG candidates per day, or 20 interviews total per day over 5 days to ensure all 100 MSG candidates have been interviewed.

Pricing

Workbook.

6 4.2 & 4.3 For pricing the Leadership

Development and

Training we are assuming one psychologist for one day. We also understand that the Assessment and

Selection Board Support is for one person for 4 days. Is our reading correct?

Leadership Development and

Training is priced per day. The

Assessment and Selection

Board Support is one psychologist for 4 days.

3 RFP 7 & 22 7.0 &

2.5.1

Is travel (consistent with the FTR) to the place of performance (Quantico, VA) provided for psychologists who live outside of the local area?

Although our intent it to use local psychologists when possible, there will likely be times when we will need to use psychologists from other locations.

Travel shall be included in the contractors FFP cost for the services covered under

CLIN's 0001-0003. CLIN

0004 Travel is only in the case of emergency if the contractors need to go offsite

Government location which outside the local travel area.

4 RFP 6 4.2 We also understand that you will provide the psychological test results for each candidate, and that we are not responsible for administering and scoring the testing. Please confirm. (Task 4.2 states that “The contractor shall provide services with qualified personnel experienced in conducting psychological testing.”

All of our psychologists meet that qualification, but we would need to cost that out separately.)

Psychological test results will be provided for each MSG candidate. Contract psychologists are not responsible for administration and scoring of psychological tests. Test interpretation is required

5 RFP 6 4.1 What is the ratio of

Psychologist Board

Support for the various class sizes depicted on page 6 of the RFP? (ie:

Does the government need more than just the

Lead Psychologist to stay behind for Boards with larger class sizes, and if so how many and for how many days dependent on each class size)?

One contract psychologist may be required to support the

MSG selection board. The number of Marines presented to the selection board varies in size generally over the coarse of four days.

6 RFP 6 4.1 Does task 4.1 consist of just interviews or do the lead and basic psychologists follow the participants around through the course for a few days and then conduct the interviews on just the last few days? (This information is critical for pricing the time that the

Contract psychologist will have one hour to conduct a sit down interview followed by a written report (reported writing time is not included in the interview hour).

Interviews generally occur over the course of approximately a week. There is no requirement to observe psychologists will be needed on the ground).

the candidate outside of the one-hour interview setting.

7 RFP 6 4.1 What is the length of days for a typical class with less than 20 participants?

It is not typical to have a class less than 20 students. Classes typically range from 120 to

240 students. That said a class of less than 20 students would require the support of one contract psychologist, at four interviews per day, until all students have been interviewed over five days.

8 RFP 6 4.1 What is the length of days for a typical class with less than 20 participants and one psychologist?

It is not typical to have a class less than 20 students. Classes typically range from 120 to

240 students. That said a class of less than 20 students would require the support of one contract psychologist, at four interviews per day, until all students have been interviewed over five days.

9 RFP 3 Max Quantity

Can the government please clarify the value/meaning of this number?

This max quantity is set up for the IDIQ purposes only. This is so the Government can draw down from the IDIQ

CLIN ceiling on the Task order level. Each Task Order will have a fixed quantity and

FFP amount as based on the contract terms.

10 RFP 3 Max Quantity 2,184,200

Can the government please clarify the value/meaning of this number?

This max quantity is set up for the IDIQ purposes only. This is so the Government can draw down from the IDIQ

CLIN ceiling on the Task order level. Each Task Order will have a fixed quantity and

FFP amount as based on the contract terms.

11 RFP 4 Max Quantity 27,708,700

Can the government please clarify the value/meaning of this number?

12 RFP 4 Max Quantity 2,898,300

Can the government please clarify the value/meaning of this number?
